Position Overview<br />

The Family Housing Manager is primarily responsible for coordinating our family rapid rehousing and<br />

family supportive housing programs. In the Family Rapid Rehousing Program, the Manager is primarily<br />

responsible for supervising the rapid rehousing staff – case managers and screener, overseeing program<br />

operations, coordinating with Hennepin County shelter staff, and ensuring that contract goals are met. In<br />

the Family Supportive Housing Program, the Manager will lead a team of housing case managers in<br />

providing intensive support services to homeless families using the housing first and harm reduction<br />

model. Major duties include supervision of case management staff, financial management, and<br />

program development.<br />

<strong>Job</strong> Responsibilities<br />

• Establish and maintain active working relationships with community partners and other providers.<br />

• Meet regularly with Hennepin County staff to coordinate rapid rehousing program<br />

• Represent <strong>St</strong>. <strong>St</strong>ephen’s in the Hennepin County FHPAP Advisory Committee<br />

• Represent <strong>St</strong>. <strong>St</strong>ephen’s Family Programs in the Housing First Provider Group<br />

• Attend other service provider meetings as appropriate<br />

• Identify ways with staff to coordinate program services or improve services, problem-solve,<br />

develop client resources<br />

• Meet regularly with other <strong>St</strong>. <strong>St</strong>ephen’s family program managers<br />

• Oversee program reporting; ensuring that programs are on track to meet contractual goals<br />

• Ensure that required evaluation systems are in place.<br />

• Coordinate with agency staff to ensure program contract compliance.<br />

Supervise Family Supportive Housing <strong>St</strong>aff<br />

• Assist in program development and coordinate with agency partners.<br />

• Provide on-going supervision and case consultation for all case management staff.<br />

• Facilitate weekly team meetings.<br />

• Meet individually on a weekly basis with case management staff to provide supervision<br />

• Coordinate staff schedules and back-up coverage.<br />

• Ensure quality file keeping and case documentation by all case management staff.<br />

• Ensure compliance with GRH funding through regular staff instruction, file review, and internal<br />

auditing<br />

• Conduct annual employee review with each staff person and help identify professional<br />

development needs and goals


• Document as needed staff performance and record in employee file<br />

Supervise Family Rapid Rehousing staff<br />

• Assist in program development and coordinate with agency partners.<br />

• Provide on-going supervision and case consultation for case management staff.<br />

• Facilitate weekly team meetings.<br />

• Coordinate staff schedules and back-up coverage.<br />

• Ensure quality file keeping and case documentation by case management staff<br />

• Monitor numbers housed and in shelter<br />

• Meet individually on a weekly basis with case management staff to provide supervision<br />

• Lead weekly team meetings<br />

• At least quarterly conduct a client file review with each staff<br />

• Conduct annual employee review with each staff person and help identify professional<br />

development needs and goals<br />

• Document as needed staff performance and record in employee file<br />

Supervise Housing Locator<br />

• Supervise daily work of housing locator<br />

• Lead further development of the housing locator position within the family housing programs<br />

Supervise Rapid Rehousing Screener<br />

• Supervise work of the rapid rehousing screener<br />

• Oversee development of screening procedures in coordination with Hennepin County shelter<br />

team staff<br />

• Develop data collection, reporting, and evaluation systems and procedures<br />

• College degree or equivalent work experience.<br />

Qualifications<br />

• Three or more years of supervisory experience required.<br />

• Three or more years of experience working in non-profits, preferably with individuals or families<br />

who have experienced homelessness or personal experience with homelessness.<br />

• Experience with program development and/or implementation.<br />

• Working knowledge of housing subsidies and GRH funding preferred.<br />

• Working knowledge of, and commitment to, the harm reduction and housing first.<br />

• Experience being a collaborative and contributing member of a team and organization.<br />

• Experience being a creative self-starter as well as being able to take direction.<br />

• <strong>St</strong>rong team-building skills.<br />

• Commitment to diversity of race, gender, class, religion and sexual identity.<br />

• Experience working with landlords to find housing in private, market-rate rental units.<br />

• Proficient in Microsoft office applications.
