People Working Cooperatively performs essential repairs and services so that lowincome
homeowners can remain in their homes, living independently in a safe,

- From the President
The year 2009 represented a significant milestone
for People Working Cooperatively. We expanded
our energy conservation services into a third state,
Indiana.
It’s significant, too, because this year PWC
celebrates our 35th anniversary. Our growth is
made possible because of your support and all of
the tremendous help we’ve received in our local
community.
In our 35 years, we’ve developed a business model of service that
is efficient, cost effective and productive. We believe strongly that we are
a business that provides a charity, a business that has a proven reputation
of providing professional home repair and energy conservation services to
those in need. The benefit to the community is profound, as demonstrated
by the client stories in this report.
The work that PWC performs is needed. In our 35 years, we’ve
learned how to provide those services in a professional manner that delivers
tremendous value to the client, our funders, and the entire community. This
is what’s needed in today’s housing arena, and we are ready to meet that
need. Our home is the Greater Cincinnati community, and our goal is to
better strengthen and refine our mission work here.
Looking ahead, we are evaluating broadening our scope of services
into other communities. The need for PWC’s repair, energy conservation
and modification services, and our unique delivery that utilizes both
professionals and volunteers, literally allows people to remain safely in their
homes. This service model and delivery system can be replicated in other
areas across our country to cost effectively meet the needs of other low
income homeowners.
I encourage you to take the time to look through this report and
see the impact these services are having and how the benefits extend to all
of us. Please consider taking the next step and volunteer your time to help
an elderly homeowner, or donate to help a neighbor with a ramp or other
life-changing modification or repair.

Volunteerism
Repair Affair builds community
People Working
Cooperatively’s 28 th annual
Repair Affair served as a
great example of the positive impact
volunteers can make in their own
community.
Held May 8, more than
800 volunteers spread out to serve
100-plus elderly and disabled
homeowners in Greater Cincinnati,
Northern Kentucky and Southeastern
Indiana. Volunteers tackled both
small repairs and large modifications
– all to make a real and immediate
impact in the lives of their neighbors.
“I’m out here because I
believe in helping people. I believe
in giving back,” said PWC Board
Member and Repair Affair 2010
volunteer Beverly Haskins. “One of
the reasons I joined the board was
because I want to promote PWC’s
mission in the community. It’s
important to help these people who
have no other resources.”
Haskins volunteered at
Repair Affair with her company,
Cargill Flavor Systems. She and her
co-workers spent the day working
diligently to assemble a ramp for an
elderly, disabled homeowner.
“We have an obligation
to help people stay in their homes,
especially those who can’t maintain
them on their own; it’s why Repair
Affair is so important,” she said.

and community volunteers.
Lydgia Sartor, a community
development analyst, led volunteers
from the City of Cincinnati. Her
team helped with everything from
guardrail repair to lawn maintenance
and clean-up at homes in Avondale
and Mt. Washington.
“We wanted to take this
opportunity to help people in need,”
said Sartor. “There are a lot of good
people in Cincinnati who need an
extra hand, and we’re making a
difference in their lives.”
Family involvement is also
an important part of the volunteer
experience at PWC. Ten year-old
Noah Nixon served with the City of
Cincinnati crew in Avondale by doing
a little lawn work.
“It’s great to do this, to help
people fix their house with my dad,”
he said. “It makes me feel warm
inside.”

expanded Repair Affair into Indiana,
working with volunteers from Messer
Construction and Hollywood Casino
to complete home repairs and ramp
installations in Brookville, Aurora
and Lawrenceburg.
“Our expansion into Indiana
has allowed us to help even more
neighbors whose homes were in need
of repair,” said Jock Pitts, president
of PWC. “Our work, and the work
of our volunteers, truly helps keep
neighborhoods intact and that’s
important for our entire community.”

Volunteerism
Where age is just a number:
Octegenarians bring wisdom, experience to volunteer program
Sitting at a table together,
they trade war stories like
bubblegum cards.
“That was a heck of a job!”
or “Remember that toilet!” flies back
and forth with the type of enthusiasm
normally reserved for veterans
recounting a great battle.
And veterans they are. Meet
Dick Allen, Roy Duff, Jim Garvey,
Bert Goldhoff, Snowden Rowe and
Dick Salzer – six men all in their
80s and 90s who regularly volunteer
for People Working Cooperatively.
Formerly doctors, executives and
career-minded men, retirement made
them ask the question, what do I do
now The answer they found was
People Working Cooperatively.
“I had just retired and was
looking for something worthwhile to
do,” said Roy Duff, who had served
as president of a water company
prior to retirement. “My friend Jim
encouraged me to join PWC, and I
did… It’s a great organization. I think
the world of it.”
Similarly, Jim Garvey had
mentioned his upcoming retirement
to a friend and was encouraged to
volunteer with PWC. “I actually
started volunteering before
retirement,” said Garvey.
The men volunteer on their
own schedules, although volunteers

work together. Their projects run the
gamut from plumbing and electrical
work to installing grab bars and
ceiling fans. They tighten leaky
faucets, install wireless doorbells
and look to see if there’s anything
they can do that might help keep the
residents safe in their homes.
When asked what type of
projects he works on, Bert Goldhoff
is quick to answer. “Everything,” said
Goldhoff, “you name it.”
He describes his
involvement with PWC as a
courtship in the beginning. Goldhoff,

a handyman who’d helped people
with house projects after selling
his father’s business, teased that
PWC wooed him to join their other
volunteers because of his work skills.
That was in 1997, and he’s been
volunteering with PWC ever since.
The other volunteers have
similar tenure with PWC. Dick Allen
began volunteering with PWC 20
years ago, and of the six, Snowden
Rowe has been working with PWC
the shortest amount of time – only
seven years.
Volunteer Dick Salzer said
he continues to volunteer because of
the dedication and knowledge that
PWC workers possess. In fact, he
considers himself an apprentice when
he goes out to a job site with the
professionals from PWC.
“I’m always impressed
by the professionals’ knowledge of
their trade,” said Salzer. “I’ve never
seen the dedication, loyalty and
humanitarianism like I do at PWC,
and that’s why I keep coming back.”

New ramp, bathroom help Clayton & family

The Bakers waited a long time
for one miracle. PWC’s
donors helped to create a
second.
The Middletown couple has had a
lifetime of heartache. They buried
twin daughters within a week of their
birth. Three years later, they lost a
stillborn son. So when their fourth
child clung to life after being born 16
weeks early, their hope was simply
that he would live. He did… but was
later diagnosed with cerebral palsy.
Doctors told the couple not to expect
much.

“Everyday is like a gift,” said his
dad, Nick. “We’re just so happy to
have our son, hands down, no matter
what.”
Now eight years old, Clayton spends
most days in a wheelchair or on a
mattress on the floor. Nick, who is
legally blind, is a stay at home dad.
Mom Crystal works fulltime at Pepsi
in the warehouse.
There have been a lot of sacrifices
to raise Clayton, but the biggest
difficulty has been the navigation of
Clayton’s wheelchair in and out of
the house and getting Clayton up and
down the stairs.
Thanks to our donors, PWC’s
Modification for Mobility program
was able to install an aluminum ramp
for Clayton in 2009. But the Bakers
also needed a first floor accessible
bath for their son – not in the family’s
modest budget.

So this year, Clayton was the
beneficiary of Oscar Night America’s
paddle-raiser – and over $20,000
was raised for the project. PWC will
convert the couple’s living room into
an accessible bedroom and bath. Both
Nick and Crystal are helping.
“PWC has been a miracle for us…
this is a dream come true,” said Nick,
“I don’t know what we would have
done without them… I’ve always
been so worried about dropping or
hurting Clayton, He’s so fragile. But
this takes away that worry.”
In 2009, the Modifications for
Mobility program funded 429 jobs
for individuals and families with
disabilities.

Services
Focus on results for weatherization program
When Steve Creed was
hired by PWC a year and
a half ago, he took on
the task of reshaping the agency’s
weatherization program with an eye
on better training and a solid return
on investment for funders and clients.
As PWC’s Energy Training/
Quality Control Manager, Creed is
responsible for inspection training
for PWC’s energy conservation
programs. He trains inspectors using
the latest guidelines and the deep
knowledge base gained from his
experience working for the State of
Ohio as a contract monitor for the
Home Weatherization Assistance
Program.
Creed has two decades worth of
experience gained while working for
the state plus the Community Action
Organization of Delaware, Madison
and Union Counties, and the Clinton
County Community Action Program.
His in-depth professional training
spans many certifications, with
expertise gained at the Corporation
for Ohio Appalachian Development.
“I had been looking for someone to
bring consistency and experience to
the energy program,” said PWC Vice
President Nina Creech. “I had liked
working with Steve as a contract
monitor. His experience has helped to
give us insight into what we needed
to do differently and key us in to the
latest and best training available.”
Creed said his approach and
experience is inline with PWC’s
Whole House concept of serving a
home’s various needs at one time
instead of repeated service calls.
“It’s more cost effective,” he said.
“That’s why training is so important.
To make the most efficient use of
time and materials for the best result
for the client.”

Creed has taken the energy programs
managers and trained them from the
bottom up – starting on an insulation
truck and teaching the proper way
to insulate. From there, they learn to
work every where in the house where
energy is expended or escapes.
“It’s all about attention to detail and
really going through the house and
looking at everything, the crawl
space, the basement, the windows, the
doors… every place the house vents,”
he said. “The end result for the client
is a more energy efficient house and
a lower bill or slower arrearage. It’s
very realistic that they can save 30
percent.”
Creech said that Creed’s experience
has already added value to PWC’s
energy program.
“Steve has helped to bring best
practices and techniques,” she said.
“You can’t have a cookie cutter
approach to energy conservation.
Every house has its challenges, and
Steve is opening our eyes to the best
ways to meet those challenges. Our
people are more aware and more
engaged. They are asking more
questions, learning more current skills
and techniques.
“The bottom line is that with more
and better training we can do more
for the client. And that’s what it is all
about.”

For three years, Norma H. and
her husband, Charles went
without heat.
Though their health was poor, they
didn’t complain about the broken
furnace. Norma just hooked up an
old space heater and would often sit
quietly at night next to the heater,
folding laundry.
“I didn’t think much about it, it’s
just how things were,” she said.
But when other things started going
wrong, she began to worry. The
plumbing in the East End home was
leaking, steps were rickety. Then
Charles became sick – very sick,
and needed to have a leg amputated.
Norma knew she couldn’t do it all
alone.
She saw an ad for People Working
Cooperatively. The couple easily
qualified for energy conservation,
then was able to receive a new
furnace, plumbing repairs and even
repairs to the steps.
She is grateful for the assistance.
“I called… and I just couldn’t
believe how nice they were. I had
been so frightened we would lose
the house,” she said. “PWC has
done so much… but the furnace is
the best thing. I didn’t realize how
much I missed being warm.”

PWC’s service to her 88 yearold
mother.
“I became aware of it because
my mother called PWC when she had
some repair needs,” she said. “I’m a
very handy person and I can do a lot
for her but I can’t do plumbing, furnace
work or electrical repairs.
“I have seen the importance of
my mom being able to be independent,
living in her own house,” she said. “I
think people who want to stay in their
own homes should be able to, and
PWC makes that possible for so many
people.”

and attracted by the fact that PWC
is a construction/services company
much like Viox Services. I could see
where Viox Services could make a
quick and meaningful impact on PWC
by the knowledge and resources at our
disposal. Finally, I thought it was time
to share some of Viox's and my own
good fortune gained over the years.”

am 87 years old, a shut-in. I am hardly
ever out anywhere. That’s why I used
my name and phone number. This is to
thank you for the wonderful service I had

Accomplishments
Indiana key agency accomplishment in 2009
The big news for 2009 was PWC’s entry into the State of
Indiana. PWC was awarded a $1.8 million dollar grant from
the Indiana Housing and Development Authority to help
with the Home Energy Conservation and Weatherization Program
in Southeastern Indiana. PWC opened an office in Lawerenceburg
with 19 current employees serving five Indiana counties. The
Indiana contract calls for comprehensive work at each client’s
home, with an average of $5,000 per job.
“This is a great opportunity for PWC to reach more people who
need our services,” said President Jock Pitts.
PWC added value to the new program by bringing both Prepare
Affair in the fall and Repair Affair in the spring to Indiana. “It’s part
of what we bring to the table,” said Vice President Nina Creech. “It’s
what seperates us and makes us unique. It adds value.”

Our client Deborah received a ramp though the Modifications for Mobility Program.
Staff and volunteers performed a total of 11,617
home repair, modifications, energy conservation
and maintenance services for 6,001 households
throughout Southwest Ohio, Northern Kentucky,
and, for the first time, Southeastern Indiana.
Program costs as a percent of total expenses
were 85% in 2009, while administrative and
fundraising costs were 15%. This exceeds the
published benchmarks of the BBB and United
Way guidelines.
5,057 volunteers performed 1,632 services for
our elderly and disabled clients for a total of
23,585 hours donated.
745 volunteers donated 3,062 hours of service
for the 27 th annual Repair Affair with 102
homeowners served.
2,291 volunteers donated 9,383 hours of service
for the 22 nd annual Prepare Affair with 924
homeowners served.

The 12 annual Oscar Night raised $134,000 for
the Modifications for Mobility Program.
429 services were performed through the
Modifications for Mobility Program.
PWC assisted elderly homeowners by installing
television converter boxes though a partnership
with the Council on Aging.
