The regular scheduled meeting of the Western Wayne Board of Education was held on<br />

<strong>March</strong> 5, <strong>2012</strong> in the District Office located at 1970C Easton Turnpike, Lake<br />

Ariel, PA 18436.<br />

The meeting was advertised in the legal section of the February 24, <strong>2012</strong> edition<br />

of the Wayne Independent.<br />

Board President Alvin Hollister called the meeting to order at 7:00 P.M.<br />

Ms. Faliskie offered a prayer followed by the Pledge of Allegiance.<br />

Board Secretary Gary Podunajec took roll call. (9) Board Members were present and<br />

are listed as follows:<br />

Approval of <strong>Minutes</strong><br />

A motion was made by Mr. Gershey and seconded by Mr. McDonough to accept the<br />

minutes generated from the regular Board meeting of February 6, <strong>2012</strong>.<br />

The motion carried with all affirmatives.<br />

Treasurer's Reports<br />

A motion was made by Mr. Ward and seconded by Mr. McDonough to accept the reports<br />

from the General Account and Food Service Account.<br />

Approval of Bills<br />

A motion was made by Mr. Ward and seconded by Mr. Olsommer to pay the bills<br />

generated from the General Account, Food Service Account and Construction<br />

Account.<br />

Accounting of Taxes<br />

There were no questions on the Accounting of Taxes.<br />

Construction Summary<br />

The Superintendent had nothing to report.<br />

Student Recognition<br />

High School Principal Patrick Sheehan introduced the students who attained<br />

Principal list status for the second marking period of the 2011-<strong>2012</strong> school year<br />

for public recognition. The following students received their awards.<br />

Grade 9 – Bethany Giombetti and Madeline Carey<br />

Grade 10 – Caleigh Wildenstein and Michaela Killian<br />

Grade 11 – Hannah Peifer and Nicole Buehring<br />

Grade 12 – Jonathan Reed and Shannon Myers<br />

Student Recognition<br />

Mr. Sheehan introduced two outstanding seniors for public recognition.<br />

The first student recognized was Denny Guo, son of Steven Guo and Ting Yuan.<br />

Denny’s future plans are to attend Penn State Main campus and earn a Master’s<br />

degree in Mechanical Engineering.<br />

The next student recognized was Thomas Christopher, son of Thomas and Diane<br />

Christopher of Honesdale. Thomas’s future plans are either to attend Marywood<br />

University or the University of Scranton and earn a degree in Biochemistry and<br />

later move on to Medical School.<br />

Friends of Western Wayne Basketball<br />

The Friends of Western Wayne Basketball and their group organizers, Ed Karabin,<br />

Ann Karabin, Randy Beam, Allison Gillis and Jamie Lukeski presented a check for<br />

$3,000.00, reimbursement for the startup monies needed to purchase chairs and a<br />

scorer’s table for the high school boys’ basketball games. The Friends of Western<br />

Wayne Boys Basketball would like to thank the School Board Directors, the local<br />

Business Community, parents of the players and all others who support their<br />

organization.<br />

Recognition of Public<br />

Mr. Carl Wilgus from the Pocono Mountain Visitors Bureau addressed the Board. He<br />

spoke to the Board about the advantages economically and socially of starting the<br />

school year after Labor Day.<br />

Mr. Hollister stated that the District’s calendar is set for the <strong>2012</strong>-2013 school<br />

year and agreed it would be advantageous to change the calendar in the next few<br />

years due to the time that Labor Day falls on the calendar.<br />

Ms. Karen Kowalczyk addressed the Board. She stated that she owns the building<br />

across from the old Lake School and is concerned with the block of concrete that<br />

was left in the roadway/sidewalk after the school sign was removed. She stated<br />

that it is a safety hazard for pedestrians. She stated that she called Mr. Falonk<br />

three times and did not receive a return call from him. She also stated that the<br />

individual that she spoke to at Penn Dot also tried calling Mr. Falonk and did<br />

not receive a call back either.<br />

Mr. Falonk stated that he had spoken to the District’s Solicitor and was told<br />

that it is not the District’s responsibility. He also stated that he sent a staff<br />

member to remove the rebar that was sticking out of the concrete after Ms.<br />

Kowalczyk called the first time.<br />

Ms. Kowalczyk stated that the District applied for the permit in 1983 to install<br />

the sign and is responsible for its removal.<br />

Director Donald McDonough suggested that we get an estimate on how much it would<br />

cost to remove the concrete.<br />

Enrollment Report:<br />

Mr. Hollister presented the enrollment report for day #111 of the 2011 -<strong>2012</strong><br />

school year.<br />

NEIU #19 Budget –<br />

A motion was made by Mr. Ward and seconded by Mr. McDonough to recommend that the<br />

Board of Education approve the NEIU #19 Budget for the <strong>2012</strong>-2013 school year with<br />

the estimated share from Western Wayne School District at $83,368.46. There is no<br />

increase from last year.<br />

Director Donald McDonough commented that regardless of a negative outcome from a<br />

vote the State will withhold the monies Western Wayne owes to the NEIU out of the<br />

General Fund reimbursement.<br />

Director James Salak commented that by voting against the Budget, a message would<br />

be sent to the NEIU that they do not feel the amounts figured for the services<br />

provided are fair.<br />

The motion carried with Directors David Lindow, Donald Olsommer, Gary Podunajec<br />

and James Salak voting no.<br />

Joint Purchasing<br />

A motion was made by Mr. Podunajec and seconded by Mr. McDonough to recommend<br />

that the Board of Education authorize the participation of the Western Wayne<br />

School District in the joint purchasing of copy paper and #2 fuel oil through<br />

N.E.I.U. #19.<br />

School Resource Officer<br />

A motion was made by Mr. McDonough and seconded by Mr. Ward to recommend that the<br />

Board of Education direct the Superintendent to pursue a Contract with the<br />

Pennsylvania State Police for the use of a School Resource Officer for the <strong>2012</strong>-<br />

2013 school year at an approximate cost of $81,509.40 per year which includes all<br />

Resource Officer expenses including compensation, benefits, Workers Compensation,<br />

general liability insurance and training.<br />

The motion carried with all affirmatives.<br />

Overnight Class Trips<br />

A motion was made by Mr. Salak and seconded by Mr. Podunajec to recommend that<br />

the Board of Education approve the following overnight class trips for the 2011-<br />

<strong>2012</strong> school year:<br />

a. First Robotics Regional Competition – Hatboro-Horsham High School –<br />

<strong>March</strong> 1-3, <strong>2012</strong> –Brian Landry/Pat Farley<br />

A motion was made by Mr. Ward and seconded by Mr. McDonough to recommend that the<br />

Board of Education approve an unpaid leave for employee PS# 10-11-12 for the<br />

remainder of the 2011-<strong>2012</strong> school year.<br />

Choreographer<br />

A motion was made by Mr. Salak and seconded by Mr. Gershey to recommend that the<br />

Board of Education add the position of “Choreographer” to the High School<br />

Musical/Drama Memorandum of Understanding with the Western Wayne Education<br />

Association at the salary of $618.00 for the 2011-<strong>2012</strong> school year.<br />

Service Agreement<br />

A motion was made by Mr. Gershey and seconded by Mr. McDonough to recommend that<br />

the Board of Education approve a Service Agreement with Western Wayne School<br />

District and Adams Cable Service for Broadband Internet Service(25 Mbps) at the<br />

rate of $525.00 per month for three years. This is a cost reduction of $125.00<br />

per month and the services are ERATE eligible.<br />

Service Agreement<br />

A motion was made by Mr. Ward and seconded by Mr. Salak to recommend that the<br />

Board of Education approve a Service Agreement between Western Wayne School<br />

District and Verizon PRI telecommunications from April 2013 to June 30, 2016.<br />

The monthly rate is reduced from $640 to $430. These funds are covered under<br />

ERATE.<br />

Waiver of Expulsion Hearing and Stipulation<br />

A motion was made by Mrs. Pliss and seconded by Mr. Olsommer to recommend that<br />

the Board of Education adopt the proposed Waiver of Expulsion Hearing and<br />

Stipulation relating to student #06-11-12, thereby excluding the student from the<br />

Western Wayne School District in accordance with the terms thereof.<br />

the Board of Education approve the job description for the position of Assistant<br />

Federal Programs Report<br />

Ms. Faliskie announced that an audit on all federal programs will take place on<br />

May 3 & 4, <strong>2012</strong>.<br />

Other Business<br />

Mr. Falonk received the School Board’s approval to extend the Easter and Memorial<br />

Day vacation to pick up two days of school and graduation can take place on a<br />

Friday. All this is contingent on not having to use these days for inclement<br />

weather.<br />

A motion was made by Mr. McDonough and seconded by Mr. Podunajec to adjourn the<br />

regular scheduled meeting of the Western Wayne Board of Education at 7:50 P.M.<br />
