JUNIOR REPRESENTATIVE FIXTURE RULES 2012/13 SEASON<br />

AS OF 19 th September 2012.<br />

1. ASSOCIATIONS<br />

1.1 The associations competing in the WBC <strong>Junior</strong> <strong>Representative</strong> <strong>Fixture</strong>s<br />

Associations:<br />

a. BUNDABERG<br />

b. CENTRAL BURNETT<br />

c. GYMPIE<br />

d. FRASER COAST<br />

e. SOUTH BURNETT<br />

2. AGE GROUPS<br />

2.1 <strong>Fixture</strong>s will be conducted in Under 12, 13, 14 and 16.<br />

2.2 Other age group matches are social matches<br />

2.3 Player Eligibility – player eligibility date is 1 September.<br />

Players born after 1 st September 12.01am may play in the younger age group,<br />

but August born players will be too old<br />

3 FORMAT<br />

3.1 All matches are one-day matches, consisting of first innings only.<br />

3.2 There will be no outright results.<br />

3.3 The innings of each side is restricted<br />

i. Under 13 - 16 50 Six (6) Ball overs<br />

Limit of ten per bowler<br />

4 APPROVED BALLS AND EQUIPMENT<br />

4.1 UNDER 12 Platypus – “Gem” 142 gram leather balls<br />

4.2 UNDER 13 Platypus – Two Piece “Googly” 156 gram leather balls<br />

4.3 UNDER 14 Platypus – Two Piece “Googly” 156 gram leather balls<br />

4.4 UNDER 15 Platypus – Four Piece “Match” 156 gram leather balls<br />

4.5 UNDER 16 Platypus – Four Piece “Match” 156 gram leather balls<br />

4.6 NON COMPLIANCE:<br />

a) Grounds for Protest- loss of all match points<br />

4.7 STUMPS<br />

a) All stumps are to be WOOD ONLY<br />

b) No other material is to be used on stumps<br />

5 COMPOSITION OF TEAMS<br />

5.1 TWELVE PLAYERS PER SIDE - In line with the State Championship ruling, in all age<br />

groups teams are permitted to bat & bowl twelve (12) players, but only field eleven<br />

(11) at any given time.<br />

5.2 ASSOCIATIONS CAN LEND PLAYERS TO CENTRAL BURNETT, WHERE NECESSARY, IN<br />

ORDER FOR THEM TO FIELD A TEAM.<br />

6 DURATION OF MATCHES AND INTERVALS<br />

6.1 HOURS OF PLAY<br />

9.30am-5.00pm.<br />

Opposing sides may agree to cease early but only if both first innings are<br />

completed & less than two hours remain.<br />

6.2 LUNCH AND DRINK BREAKS<br />

6.2.1 LUNCH BREAKS- Lunch breaks are to be of 40 minutes duration, as set out<br />

by the host Association prior to commencement of play (prior to toss).<br />

The state of the match does not alter the time lunch is taken, but may<br />

influence the host Association & Umpires who have control.<br />

6.2.2 DRINK BREAKS-<br />

a) taken ON FIELD, supplied by the host Association & restricted<br />

to five minutes.<br />

b) Breaks are to taken at hourly intervals, but Umpires may agree to<br />

a minimum of 40 minutes in very hot conditions.<br />

c) During this break team Coaches/ Managers may converse with<br />

the whole team.<br />

d) Batting side Coaches/ Managers may Converse with the whole<br />

team.<br />

e) NO coaching from the sideline during the normal play will be<br />

permitted.<br />

f) Only 12 th man (team member) to administer drinks outside normal<br />

drinks breaks.<br />

6.3 DELAYED START AND INTERRUPTIONS<br />

If the start of a match is delayed for any reason the number of overs to be<br />

faced by EACH team in the first innings is to be reduced by one over for every<br />

seven minutes (or part thereof) lost. Every endeavour is to by made to ensure<br />

that equal overs occur whether the match starts one hour late or 1.00pm.<br />

DIVIDING TIMES<br />

a) When no interruption or minimal interruptions occur the first innings must<br />

cease at 12.50pm.if lunch HAS NOT been taken OR at 1.30pm if lunch has<br />

been taken. The team batting second then faces a first innings maximum of<br />

the same number of overs.<br />

b) TWENTY-FIVE OVERS EACH IS THE MINIMUM FOR A FIRST<br />

INNINGS RESULT, unless of course full dismissal occurs before that.<br />

6.4 OVERS NOT EQUAL<br />

a) If the team batting second does not face the same number of overs, for any<br />

reason other than dismissal or declaration and provided at least 25 overs<br />

each were achieved, then the result is determined on a first innings basis on<br />

an average “run per over” basis. i.e. Divide the runs scored by the first<br />

batting team by the number of overs they faced, then multiply this average<br />

run rate by the number of overs faced by the second batting team to give a<br />

target score.<br />

b) If they equal the target score for a tie, decimals may be used to unlock the<br />

tie. 17 overs per hour are required to be bowled.<br />

6.5 CANCELLATION OF PLAY DUE TO INCLEMENT WEATHER<br />

a) If both teams agree that no play is possible, the match shall be a DRAW and<br />

both sides will receive DRAW points and “average incentive points of the<br />

day.”<br />

b) If another two sides have a shortened match on the same day and the total<br />

points scored by the winner (or in the case of a tie both teams) are less<br />

than the total points awarded to teams that had no play at all, then the<br />

winner (or both equal teams) shall be entitled also the “average incentive<br />

points of the day” & the loser treated on a pro rata basis, with the winner.<br />

c) Average incentive points shall be worked out on the results of matches that<br />

achieve a RESULT (including first innings and shortened first innings results)<br />

but not on draws.<br />

7 PENALTY FOR NOT BOWLING REQUIRED OVERS<br />

7.1 FOR THE PURPOSE OF DETERMINING PENALTIES THE FOLLOWING ALLOWANCES SHALL<br />

ALSO BE TAKEN INTO ACCOUNT:<br />

(a) Actual time taken for treatment of an injured player on the field.<br />

(b) Actual time taken for a player leaving the field in the event of a serious<br />

injury.<br />

(c) Actual time taken for drying a wet ball<br />

7.2 THERE SHALL BE NO ALLOWANCES GIVEN FOR:<br />

(a) Wickets falling<br />

(b) Drinks Intervals<br />

(c) Sightscreen changes<br />

7.3 PENALTIES FOR NOT BOWLING REQUIRED NUMBER OVERS<br />

a) In the event that the fielding team does not bowl their required number of<br />

overs in the allotted time, the penalty for each over short will be a deduction<br />

of 5% of their total score per over for the first five overs not bowled and<br />

10% per over thereafter.<br />

b) Unless determined otherwise by the match umpires after taking in the<br />

allowances set out in Clause 7.1.<br />

c) The over in progress at the cessation time shall count as a complete over.<br />

8 GENERAL RULES<br />

8.1 The laws of cricket as laid down by the MCC shall be used in all cases not covered<br />

by the variations herein.<br />

8.2 Turf pitches are preferred options in Under 16, 15 & 14 matches and even in Under<br />

13. Synthetic Turf over concrete is the preferred optional pitch.<br />

8.3 Each Association is to nominate, in each age group a scorer & a manager prior to<br />

the toss in each match.<br />

8.4 Each Association is to endeavour to provide a suitably qualified umpire for each<br />

grade & if possible the umpire should stand for the whole of the match to provide<br />

consistency of decisions.<br />

8.5 If a qualified umpire is dressed in the proper uniform, he/she is classed by both<br />

Associations playing on the day as the official umpire for the day & he will umpire<br />

from both ends and the manager or coach of the batting side will stand at square<br />

leg.<br />

8.6 If a parent of a player is Umpiring, he/she should advise the other umpire & if<br />

practical stand at square leg whilst that player is batting or bowling.<br />

8.7 There will be a ten minute break between innings, except when the lunch break<br />

divides the innings, in which case the normal lunch break (and no extra) shall<br />

suffice.<br />

8.8 Less than seven (7) players in a team, constitutes a forfeit.<br />

8.9 The penalty for any type of “NO- BALL” shall be one (1) run plus any runs scored<br />

from the delivery.<br />

8.10 The penalty for a wide ball shall be one (1) run plus any runs scored from that<br />

delivery. All runs which are run or result for a Wide Ball, which is not a No Ball,<br />

shall be scored Wide Balls.<br />

EXAMPLE:<br />

The bowler delivers a wide ball which the umpire calls & the batsmen run<br />

one, then two (2) runs are scored & they are recorded as wides<br />

(sundries) on the score sheet<br />

8.11 All Associations must score exactly the same as shown in the latest scoring<br />

guidelines letter received from <strong>Queensland</strong> <strong>Cricket</strong> by Judy Harris.<br />

8.12 SLEDGING IS NOT ALLOWED IN ANY MATCHES The Code of Behaviour<br />

applies to players, officials, parents and spectators.<br />

9 BATTING TEAM<br />

9.1 BATTING RETIREMENTS<br />

a) Under 13 & 14 - Retirements must be made upon the attainment of 75 legal<br />

deliveries (NOT at the conclusion of the over). Also in determining balls<br />

faced, no balls & wides are not counted as a legal delivery.<br />

b) A batsman may be retired “not out” after having faced 50 legal<br />

deliveries (as above).<br />

c) Under 15 & 16- there is no retirement<br />

9.2 BATMEN RETURNING AFTER RETIRING<br />

a) QJCA Rule 3 (o) following “and shall retire at the completion of that number<br />

of balls” shall be amended to read WHEN A BATSMAN RETIRES HE/SHE<br />

COMES BACK IN ORDER OF RETIREMENT AT THE FALL OF THE LAST<br />

WICKET.<br />

b) If this does not occur the batsman shall be considered out. A batsman<br />

retiring shall be considered as constituting the fall of a wicket.<br />

9.3 UNDER 12<br />

a) Shall bat through their batting order for forty overs in quarters.<br />

b) The score shall be determined at the fall of the 11 th wicket.<br />

c) The team will continue to bat in the order determined at the discretion<br />

of the coach, until 40 overs have been completed.<br />

d) LBW LAW WILL NOT APPLY TO U/12’S.<br />

e) There will be no points awarded, or finals played in the U/12 division.<br />

f) Assistance may be given to the players, providing excessive time is<br />

not lost.<br />

10 RESTRICTIONS ON THE PLACEMENT OF FIELDERS<br />

10.1 CLOSE FIELDING RESTRICTIONS<br />

Under 12, 13 & 14 –<br />

a) NO fieldsman may take position within a 10 metre radius of the batting<br />

crease centre, of the batsman on strike, with the exception of the area<br />

between Wicketkeeper and point i.e. slips & gully.<br />

a) No fieldsman may move into the restricted area until the ball has been<br />

struck or past the batsman on strike.<br />

UNDER 15 & 16<br />

a) A player CANNOT field any closer than 5 metres from a batsman on strike<br />

apart from the fieldsman fielding from point to wicketkeeper at any time.<br />

b) If a player fields in the 5 to 10 metres mark WITHOUT a helmet and a<br />

protector, it will be classed as a NO BALL.<br />

PROTECTIVE EQUIPMENT<br />

Batsmen are to wear standard protective gear i.e., batting gloves, groin protector,<br />

batting pads and helmet..<br />

Wicketkeepers are to wear wicketkeeping gloves, groin protector and pads. While<br />

standing up at the stumps wicketkeepers must wear a helmet complying with the<br />

relevant Australian standard (currently AS/NZS4499:1197). When not in use<br />

helmets are to be placed behind the wicketkeeper.<br />

Players should not be allowed to field within 10m of the bat or wicketkeeper up<br />

to the stumps, during a match or at practice where a hard ball is being used,<br />

without wearing a cricket helmet with a face guard. Any individual taking<br />

responsibility for players should take all reasonable steps to ensure that the<br />

above recommendation is followed.<br />

Players are recommended to wear a specifically designed proper-fitting cricket<br />

helmet with a face guard. It is also in the players’ best interests for the<br />

helmet to comply with relevant Australian standard (currently<br />

AS/NZS4499:1997 “Protective Headgear for <strong>Cricket</strong>”).<br />

10.2 GROUND MARKINGS<br />

a) Associations are to make certain that circles indicating restricted fielding<br />

areas are clearly marked for ALL age groups.<br />

11 NUMBER OF OVERS PER BOWLER<br />

11.1 MEDIUM/FAST PACE BOWLING<br />

a) A bowler who bowls MEDIUM OR FAST pace bowling can only bowl a<br />

maximum of 10 overs in any one days play from Under 13 to Under 17<br />

matches .<br />

b) Under 12 players can bowl a maximum of 8 overs in the match<br />

11.2 SPIN BOWLING<br />

a) Spinners can bowl a maximum of 10 overs in the Under 13, 14 & 16 age<br />

groups.<br />

11.3 BOWLING RESTRICTIONS<br />

a) Under 12 & 13 - players may bowl a maximum of 4 overs in a spell.<br />

b) Under 14 &16 - No bowler shall bowl more than 5 overs in any one spell.<br />

i. This rule does not affect spinners who can bowl their maximum number of overs<br />

i. Under 12 age can bowl 8 Overs for the innings,<br />

consecutively.<br />

ii. Under 13, 14 & 16 age groups - 10 Overs<br />

11.4 BOWLING INJURY PREVENTIONS- MEDIUM/FAST PACE BOWLING<br />

a) UNDER 12, 13, 14 & 16 AGE GROUPS<br />

i. No bowler may bowl more than 5 overs in any one spell – 4 overs for<br />

Under 12’s & 13’s.<br />

ii.<br />

iii.<br />

The equivalent of twice the number of overs bowled must elapse<br />

before that bowler may be permitted to bowl again unless he is only<br />

changing ends within a spell (max 5 overs or 4 for U/12s & 13s).<br />

However any other break from consecutive overs is regarded as<br />

completion of a spell & a break of twice the number of overs bowled<br />

in the spell is required<br />

EXAMPLE:<br />

Bowler 1 bowls 3 overs in the first spell.<br />

Bowler 1 then has only 2 overs break total which will allow him to complete his remaining<br />

2 overs of the spell from the other end if required.<br />

Bowler 1 must have 10 overs break before coming back to bowl.<br />

b) UNDER 15 & 16 AGE GROUPS<br />

i. No bowler shall bowl more than 5 overs in any one spell.<br />

ii.<br />

NB: On synthetic or matting wickets – Any ball bowled off the carpet is an<br />

unfair delivery, and will result in one run only penalty, and will be rebowled. The<br />

scorers will record it as a wide.<br />

NO BALL<br />

12.1 HIGH PITCHED NO BALL<br />

a) A High Pitched No Ball shall be defined as a ball that passes, or would<br />

have passed, on the full above waist height of a batsman standing upright<br />

at the crease.<br />

b) Should a bowler bowl a high-pitched ball either umpire shall call & signal<br />

NO BALL.<br />

c) In the event of such unfair bowling, the umpire at the bowlers end shall<br />

adopt procedures of final warning & action against the bowler and<br />

reporting as set out below.<br />

12.2 IN THE EVENT OF SUCH UNFAIR BOWLING THE UMPIRE AT THE BOWLERS END SHALL<br />

ADOPT THE FOLLOWING PROCEDURE: -<br />

11.2.1 In the first instance the Umpire shall call & signal “No Ball” issue a final<br />

warning to the bowler, inform the other Umpire, the Captain of the<br />

fielding side & the batsmen of what has occurred.<br />

Should the above warning prove ineffective, the Umpire at the bowlers<br />

end shall: -<br />

a) At the first repetition call & signal “No Ball” & when the ball is dead<br />

direct the Captain to take the bowler off forthwith & to complete the<br />

over with another bowler, provided that the bowler does not bowl two overs<br />

or part thereof consecutively.<br />

b) Not allow the bowler, thus taken off, to bowl again in the same innings.<br />

c) Report the occurrence to the Captain of the Batting side as soon as the<br />

players leave the field for an interval.<br />

d) Report the occurrence to the Executive of the fielding side & to any<br />

Governing body responsible for the match who shall take any further<br />

action, which is considered to be appropriate against the bowler<br />

concerned.<br />

12.3 SHORT PITCH BOWLING<br />

a) ALL AGE GROUPS - The over the shoulder (standing upright at the crease)<br />

delivery is a no ball and may be called a “no ball “ by either umpire. The<br />

delivery that is suspect may result in a dismissal.<br />

13 THE RESULT<br />

13.2 Results of each match including score sheets, duly completed, legible and signed<br />

by a manager from each Association are to be forwarded to the Wide Bay<br />

<strong>Cricket</strong> <strong>Junior</strong> Recorder, Mrs Donna Mitchell, 39 Rocks Road, Gympie Qld 4570<br />

within SEVEN (7) days of the match.<br />

13.3 Scoresheets for Forfeits and wet matches to be completed and submitted<br />

showing the players names who were to play in the match/s. These matches will<br />

count as a game when working out players eligibility for the finals.<br />

POINTS<br />

14.1 Points will be allocated for each match provided score sheets, duly completed,<br />

legible and signed by a manager from each Association are forwarded to the<br />

Wide Bay <strong>Cricket</strong> Inc. <strong>Junior</strong> Recorder, Mrs Donna Mitchell, 39 Rocks Road,<br />

Gympie Qld 4570, within SEVEN (7) days of the match.<br />

14.2 Points will be allocated as follows: -<br />

i. Incentive batting points on ALL runs scored .01 per run, on the first<br />

innings.<br />

ii. Incentive bowling points on ALL wickets .2 per Wicket. (See NO<br />

PLAY-WET paragraph “Average Incentives” for the shortened<br />

matches) on the first innings.<br />

iii. First innings win 7 points to 1<br />

iv. Tie on first innings 4 points to 4<br />

v. Draw (See “wet-no play”) 3 points to 3<br />

vi.<br />

Forfeit (Maximum of the day, including incentives)<br />

MAX points to 0<br />

14.3 If there is only 1 scheduled game being played in any age group on a given<br />

day & due to unforeseen circumstances (usually weather) the game is abandoned<br />

before both teams have the opportunity of facing sufficient overs to constitute<br />

a game (TWENTY FIVE OVERS). Each, then both sides shall be entitled to the<br />

incentive points they had achieved up to the time when the game was abandoned<br />

provided that the side batting second was not dismissed prior to minimum<br />

number of overs being bowled or before the game was abandoned, (meaning an<br />

actual result had been achieved.)<br />

14.4 If there are 2 or more scheduled games being played in any age group on a given<br />

day & due to unforeseen circumstances (usually weather) one of these games is<br />

abandoned before both teams have the opportunity of facing sufficient overs to<br />

constitute a game (as in 1 above TWENTY FIVE OVERS). each, then both sides<br />

from the abandoned game shall be entitled to the average incentive points<br />

scored from the other game (games) provided a Result was achieved in that game<br />

(games). Otherwise draw points only shall apply for the game, which was<br />

abandoned.<br />

14.5 If two teams are equal on match & incentives points for the season & one of the<br />

other must be a clear second to contest a final then the following will apply:-<br />

i. Match Points without incentives will dominate BUT<br />

ii. If match points are also equal then the following will be used to<br />

separate the two teams:-<br />

“Subtract the Quotient of (runs scored against divided by wickets taken)<br />

from the quotient of (runs scored by wickets lost) USING RESULT<br />

MATCHES ONLY and NOT DRAWS.<br />

iii.<br />

The higher calculation indicates the winner.<br />

15 FINAL<br />

15.1 UMPIRES<br />

Neutral Qualified Umpires are preferred for all finals<br />

If all teams had travelled to the venue for the finals and the games were washed<br />

out before the match is constituted a game, then the Minor Premiers will be<br />

declared the winners & if the two teams are on equal points, they are declared<br />

joint winners.<br />

16 CODE OF BEHAVIOUR<br />

16.1 Breaches or suspected breaches of the Code of Behaviours under Clause 8.12,<br />

by players, parents, managers, coaches or any party should be reported within<br />

SEVEN (7) days to the Administrator, Mr Brian Hennessey P.O. Box 224, Woodgate<br />

16.2 Code of Behaviour of <strong>Queensland</strong> <strong>Junior</strong> <strong>Cricket</strong> Inc. Incorporated as set out<br />

below applies to all Associations in our zone, as from the 26 th July 2010..<br />

16.3 The Spirit of the Game involves RESPECT for:<br />

* Your opponents<br />

* Your own captain and team<br />

* The role of the umpires<br />

* The games traditional values<br />

It is against the Spirit of the Game:<br />

* To dispute an umpire’s decision by word, action or gesture<br />

* To direct abusive language towards an opponent or umpire<br />

* To indulge in cheating or any sharp practice, for instance:<br />

a) To appeal knowing that the batsman is not out<br />

b) To advance towards an umpire in an aggressive manner when appealing<br />

c) To seek to distract an opponent either verbally or by harassment<br />

with persistent clapping or unnecessary noise under the guise of<br />

enthusiasm and motivation of one’s own side.<br />

Violence<br />

There is no place for any act of violence on the field of play.<br />

Players<br />

Captains and umpires together set the tone for the conduct of a cricket<br />

match. Every player is expected to make an important contribution to this.<br />

16.4 If a match concludes early, and teams choose to play on (i.e. Without<br />

playing for points – previously second innings) normal bowling restrictions<br />

apply for safety reasons.<br />

16.5 NO COACHING from the sideline during the normal play will be allowed<br />

16.6 Final elegibility :-To play in the Final <strong>Junior</strong> Players do not need to have played a<br />

game in a preliminary match to be allowed to play in the final.<br />

16.7 Switch Hits and Ramp shots.<br />

Players are not allowed to make SWITCH HITS OR RAMP SHOTS<br />

in a match. Penalty- Dead Ball – Not to be Rebowled - No Runs.<br />
