CORRIGENDUM NO. 3<br />
Name of work: Ultrasonic flaw detection testing of 30400 Track Km of rails using vehicular<br />
system (i.e. Vehicular USFD) at nominated Group A sections as per “<strong>Indian</strong> <strong>Railway</strong> Standard<br />
specification for ultrasonic testing of Rails/Welds using vehicular system, (Provisional)-2009<br />
(With latest Correction Slips)” over Rajdhani routes of <strong>Railway</strong> (New Delhi-Howrah and New<br />
Delhi–Mumbai) covering sections between New Delhi to Mugalsarai and New Delhi to Ratlam.<br />

1. In connection to the above please note the modification in tender conditions as detailed in<br />
these 14 pages. These 14 pages should be signed by all the tenderers. These pages must<br />
be attached alongwith the original tender document set of 96 pages (hence total pages<br />
constitute - 01 page tender notice + tender document 96 pages in original published set +<br />
01 page for 1 st corrigendum + 01 page for 2 nd corrigendum +14 pages for 3 rd<br />

2. Following conventions has been adopted to clearly highlight the changes/modifications<br />
made in the conditions.<br />

8.HIRING CHARGES OF ENGINE/UTV<br />
Part of - Eligibility Criteria<br />
Only those firms, “companies incorporated under<br />
the Companies Act 1956”, which in their<br />
individual capacity or along with their constituent<br />
units forming legally valid Association / Joint<br />
ventures duly registered with the Registrar of<br />
partnership firms in India (the Association / Joint<br />
ventures should be in existence / formed prior to<br />
submission of tender) satisfying the criteria<br />
detailed at Para (a) & (b) below need to quote<br />
for this tender.<br />
The legally enforced valid associations will be<br />
MOU, Technical collaboration.<br />
For offers supported by collaboration<br />
agreement, the role of all the signatory parties<br />
should be clearly spelt out w.r.t. providing<br />
technical know how, training, including all<br />
aspects of planning and satisfactory execution<br />
of work. The role of each party should be<br />
defined for various activities. The collaboration<br />
agreement should be as per RBI guidelines. In<br />
addition, collaborator should also undertake the<br />
responsibility of the fulfillment of the contract if<br />
awarded by the <strong>Railway</strong>s to the concerned tenderer<br />
jointly or severally. The tenderer will submit a<br />
legal binding in this regard.<br />
The document such as MOU, Collaboration<br />
agreement, Joint venture deed with foreign partner<br />
etc. should be notarized in a country where it is<br />
executed. In case the document is executed outside<br />
INDIA, then besides notarization, the document<br />
would also be required to be authenticated by <strong>Indian</strong><br />
High Commission/<strong>Indian</strong> Embassy/<strong>Indian</strong> High<br />
Commission of that country.<br />
15.0 EMERGENCY TESTING/WORK<br />
In the event of any accident or failure occurring<br />
in or about the work of arising out for or in<br />
connection with the work which in the opinion<br />
of the Engineer require immediate attention, the<br />

required site.<br />
MAINTENANCE PERIOD<br />
The work shall be maintained after completion for a<br />
period of NIL months by the contractor however<br />
contractor will be responsible if any rail/weld<br />
fracture occurs in the tested stretch within a period<br />
until next USFD testing has become due as per base<br />
frequency specified in the manual. Such period will<br />
be counted from the date on which last USFD<br />
testing by vehicular USFD method has been done in<br />
the concerned stretch. In such a situation, action will<br />
be taken in accordance with Clause 11 of Special<br />
Conditions of Contract.<br />

taken to attend the unscheduled site will be given in the<br />
Date of Completion (D.O.C.) No benefit will be given if<br />

Para 3 of Special Conditions of Contract<br />
The minimum defect detection level reliability<br />
percentage vis-à-vis size should satisfy clause 6.2<br />
of the Technical specification. The capability of test<br />
system of the successful tenderer shall be verified<br />
by performance benchmarking before actual<br />
/revenue testing begins. Benchmarking of the<br />
performance of the vehicular test system shall be a<br />
pre requisite to use of the system for revenue<br />
t e s t i n g on I R . The successful tenderer will<br />
have to get his vehicular system benchmarked<br />
after the award of contract by RDSO in the presence<br />
of NR officials.<br />
Para 5 of Special Conditions of Contract<br />
For this purpose, contractor will have to get their<br />
vehicle, system, machines and operators approved<br />
by RDSO / LKO for benchmarking and verifying<br />
the test system capability. This may be done<br />
using known rail defect method –<br />
where the test system runs over a test track<br />
containing known defects of various sizes and<br />
types or by defect audit verification method where<br />
number of rails defects detected by contractor<br />
during inspection run is audited by physical<br />
examination.<br />
For this purpose detailed method of benchmarking<br />
is given in the attached specifications. Hand probing<br />
of rail length selected at random and if required<br />
physical examinations b y b r e a k i n g o p e n the<br />
defects which were over reported / under reported /<br />
not reported in any of these testing can be done. In<br />
case it is considered necessary to carry out sizing<br />
of the flaws detected the same can be<br />
accomplished using procedure contained in<br />

Para 3 of Special Conditions of Contract<br />

Para 5 of Special Conditions of Contract<br />
For this purpose, contractor will have to get their<br />
vehicle, system, machines and operators approved by<br />
RDSO / LKO for benchmarking and verifying the test<br />
system capability. This may be done using known rail<br />

track containing known defects of various sizes and<br />

RDSO specification. The details of calibration of track<br />
containing artificial defects are given at Annexure-3 of

per RDSO specification. The cost of complete<br />
benchmarking activity is to be borne by the tenderer<br />
as detailed in the specification.<br />
Para 5.1.1 of Special Conditions of Contract<br />
For shunting purposes, especially for Rail Bound<br />
Vehicles, the test rail car shall be capable to<br />
operate in both directions. Speed of<br />
operation/running shall be the same from<br />
both the directions. However this will not be<br />
applicable in case of Rail cum Road test car.<br />
The requirement of coupling for RCRV is not<br />
essential but in such a case the tenderer should be in<br />
a position to off track the Rail cum Road test car so<br />
as to clear the block section in case of a break down<br />
and / or derailment.<br />
Failure to offload / re-rail in a period of one hour<br />
shall attract penalties of Rs 3.51 lakhs per hour<br />
or part their off. Track occupation charges for<br />
transporting the vehicle from one location to the<br />
other (non testing run) will be same i.e. Rs. 3.51<br />
lakhs per hour of occupation.<br />
<strong>Indian</strong> <strong>Railway</strong> Standard Specification for Ultrasonic<br />
testing of Rail/Welds using Vehicular Systems<br />
(Provisional),2009. The tenderer shall arrange rails<br />
containing artificial defects however the rails required<br />
will be supplied by the <strong>Railway</strong>. The cost of complete<br />
benchmarking activity is to be borne by the tenderer as<br />
detailed in the specification.<br />
Para 5.1.1 of Special Conditions of Contract<br />
For shunting purposes, especially for Rail Bound<br />
Vehicles, the test rail car shall be capable to operate in<br />
both directions. Speed of operation/running<br />
shall be the same from both the directions.<br />
However this will not be applicable in case of Rail cum<br />
Road test car.<br />
The requirement of coupling for RCRV is not essential<br />
but in such a case the tenderer should be in a position to<br />
off track the Rail cum Road test car so as to clear the<br />
block section in case of a break down and / or<br />

5.2 OPERATIONAL SPEEDS<br />
The above penalty shall be levied on all type of USFD<br />
Vehicular system occupying the track in Non-testing<br />
mode, either due to failure to off-load / re-load or<br />
transporting the vehicle from one location to other.<br />

5.2 OPERATIONAL SPEEDS<br />

The vehicular USFD system shall be capable to<br />
carry out testing at the following speeds:<br />
• Minimum testing speed of 40 kmph on <strong>Indian</strong><br />
<strong>Railway</strong> track conditions. However increase in<br />
testing speed shall form an objective of<br />
<strong>Railway</strong>s in order to improve utilization of<br />
track possession.<br />
• Since with each run the familiarization with the<br />
track increases therefore for subsequent runs it<br />
will be possible to test the track with greater<br />
reliability and confidence, therefore higher<br />
testing speeds should be possible. For counting<br />
the number of runs it is specified that<br />
whenever the Vehicular USFD system comes<br />
again in the same section to do ultrasonic<br />
testing, it will be counted as the next run and<br />
accordingly all runs will be counted.<br />
Para 5.4 of Special Conditions of Contract<br />
OTHER OPERATIONAL/TESTING NEEDS.<br />
The self propelled car shall be capable to negotiate<br />

register which will be signed jointly by the <strong>Railway</strong><br />
supervisor and the contractor’s representative.<br />

possible to test the track with greater reliability and<br />
confidence, therefore higher testing speeds should be<br />
possible. For counting the number of runs it is<br />
specified that whenever the Vehicular USFD system<br />
comes again in the same section to do ultrasonic<br />
testing, it will be counted as the next run and<br />
accordingly all runs will be counted.<br />
Para 5.4 of Special Conditions of Contract<br />
OTHER OPERATIONAL/TESTING NEEDS. The<br />
Vehicular USFD system shall be capable to negotiate

as well as to start on the steepest gradients present<br />
over the proposed test stretch of Gr. A route.<br />
•The car shall be capable to test the rails having<br />
lateral wear of up to 15mm, as measured 13 to 15<br />
mm below the original top surface of the rail.<br />
• Power Generator sets/Inverters of adequate<br />
capacity to provide power for electronic, electrical<br />
system and for the electrical appliances.<br />
• Adequate Water tank capacity for testing.<br />
Limitations in water quality, if any, be specified.<br />
Optical or any suitable type of encoder shall be<br />
provided to<br />
• Determine the distance travelled<br />
• Determine the speed in KMPH<br />
• Monitor the pulse repetition frequency of each<br />
probe<br />
•Reporting rail defect with exact chainage & Km<br />
post.<br />
Para 5.7 of Special Conditions of Contract<br />
CRS SANCTION AND RIDING QUALITY<br />
TESTS:<br />
The testing car before being permitted to run on<br />
<strong>Indian</strong> <strong>Railway</strong> shall be required to undergo all<br />
procedures and formalities of obtaining CRS<br />
sanction along with specified riding quality<br />
trial/test procedures if needed as per applicable<br />
latest circulars of RDSO/<strong>Railway</strong> Board. No<br />
idling charges or any other waiting charge will be<br />
paid during the period when such sanctions are<br />
being processed by concerned offices.<br />
Para 6 of Special Conditions of Contract<br />
The required kms and their due date of testing of<br />
each section will be scheduled by the <strong>Railway</strong> and<br />
the tenderer shall progress the work accordingly.<br />
There should not be any over due testing of kms.<br />
The base frequency of testing for different sections<br />
will be as per frequency prescribed in Manual of<br />
Ultrasonic testing of Rails/Welds -2006 and is<br />
decided by the traffic load {Measured in Gross<br />
Million Tonnes(GMT) } of that section. It is<br />
highly preferable that agency makes its own<br />
arrangement of motive power (e.g. UT etc) to be<br />
used for non self propelled USFD vehicles.<br />
However if Power for vehicle is hired from the<br />
<strong>Railway</strong>s (UTV/Engine), the applicable charges as<br />
given the attached annexure will be taken from<br />
the contractor. It may be noted that the UTV as<br />
motive power may be provided by railways but<br />
the arrangement for fuel i.e. Diesel will be the<br />
responsibility of the contractor. The cost of<br />

the proposed test stretch of Gr. A route.<br />
•The car shall be capable to test the rails having lateral<br />

CRS SANCTION AND RIDING QUALITY TESTS:<br />
The testing car before being permitted to run on <strong>Indian</strong><br />
<strong>Railway</strong> shall be required to undergo all procedures<br />
and formalities of obtaining CRS sanction along with<br />
specified riding quality trial/test procedures if needed<br />
as per applicable latest circulars of RDSO/<strong>Railway</strong><br />
Board. No idling charges or any other waiting charge<br />
will be paid during the period when such sanctions are<br />
being processed by concerned offices.<br />
‘<strong>Indian</strong> <strong>Railway</strong>s Schedule of Dimensions 1676mm<br />
Gauge (BG) Revised, 2004’ with its A&C slips , ‘Policy<br />
Circular no. 06 regarding determining speed potential<br />
of Rolling stock on IR’ and Criteria of determining<br />
speed potential of Rolling Stock may be provided on<br />
payment basis to desirous firms.<br />
Para 6 of Special Conditions of Contract<br />
The required kms and their due date of testing of each<br />
section will be scheduled by the <strong>Railway</strong> and the<br />
tenderer shall progress the work accordingly<br />
(Annexure-1/C to Chapter II - Sections between New<br />
Delhi to Mughalsarai and New Delhi to Ratlam and<br />
their present GMT(revised every year). There should<br />
not be any over due testing of kms. The base<br />
frequency of testing for different sections will be as<br />
per frequency prescribed in Manual of Ultrasonic<br />
testing of Rails/Welds -2006 and is decided by the<br />
traffic load {Measured in Gross Million Tonnes(GMT)<br />
} of that section. It is highly preferable that agency<br />
makes its own arrangement of motive power (e.g. UT<br />
etc) t o be used for non self propelled USFD<br />
vehicles. However if Power for vehicle is hired from<br />
the <strong>Railway</strong>s (Engine), the applicable charges as given<br />
the attached annexure will be taken from the<br />
contractor. Contractor vehicle should be compatible

such fuel provided to <strong>Railway</strong>s will be adjusted<br />
in the hiring charges. Contractor vehicle should<br />
be compatible such that it can be coupled with<br />
railways motive power.<br />
Para 10 of Special Conditions of Contract<br />
Payments of a tested length will be done only after<br />
results of vehicular testing have been found<br />
acceptable after detailed test check of the stretch as<br />
defined in the specifications. Test check on the<br />
length of work d o n e will be done by the <strong>Railway</strong><br />
Engineer-in-Charge as per the detailed procedure<br />
outlined in the attached specifications. Vehicular<br />
USFD Machine will not be allowed to do further<br />
testing unless the test check of previously tested<br />
locations have been completed in all respect. The<br />
decision of the Engineer-in-Charge shall be the<br />
final in this regard. As far as possible test check is<br />
to be carried out within a fortnight. The % of<br />
under-reporting/over-reporting etc will be calculated<br />
as per the results obtained in the detailed test<br />
check for the complete 10 Km stretch of detailed<br />
testing. This 10 Km stretch will not be continuous<br />
but segments of at least 01 Km each , tested on<br />
different dates a t d i f f e r e n t l o c a t i o n s so that<br />
test check is highly representative of general<br />
machine working during that period. In case<br />
under-reporting/over-reporting exceeds the limits<br />
given in the vehicular USFD specifications, a<br />
penalty of Rs 5000 per such underreported/over-reported<br />
flaw will be levied. The<br />
whole length of such track (complete block for<br />
which representative length has been selected &<br />
test check is conducted) where results are doubtful<br />
will have to be tested again by the contractor<br />
without getting any extra payment for the same.<br />
Para 15 of Special Conditions of Contract<br />
Siding facilities for parking the Rail bound<br />
USFD vehicle will be provided in yards free of<br />
charge. However railway will provide such facility<br />
as per its operational needs and any shortage in the<br />
work will not be accepted on this account.<br />

The testing shall be carried out as per the track<br />
possession/ block time granted as per the<br />
operations feasibility. It is expected that due to<br />
operational reasons testing in one direction only<br />
(i.e. UP or DN) will be permitted at one time.<br />
However if due to operational reasons or other<br />
factors attributable purely to railways, necessary<br />
path /block for testing is not given and as a result<br />
progress of testing is reduced and the contractor’s<br />
resources (i.e. Machine / Manpower) are idled ,<br />
then <strong>Railway</strong> will reimburse idling charges such<br />
that the contractor is paid an amount as per the<br />
rates offered by agency such that the actual testing<br />
Km plus the idling charges Km are not less than<br />

such that it can be coupled with railways motive power.<br />
Para 10 of Special Conditions of Contract<br />
Payments of a tested length will be done only after<br />
results of vehicular testing have been found acceptable<br />
after detailed test check of the stretch as defined in the<br />
specifications. Test check on the length of work d o n e<br />
will be done by the <strong>Railway</strong> Engineer-in-Charge as<br />
per the detailed procedure outlined in the attached<br />
specifications. Vehicular USFD Machine will not be<br />
allowed to do further testing unless the test check of<br />
previously tested locations have been completed in all<br />
respect. The decision of the Engineer-in-Charge shall<br />
be the final in this regard. As far as possible test check<br />
is to be carried out within a fortnight. Efforts will be<br />
made to ensure that the machine does not idle for the<br />
want of test checks. The % of under-reporting/overreporting<br />
etc will be calculated as per the results<br />
obtained in the detailed test check for the complete 10<br />
Km stretch of detailed testing. This 10 Km stretch will<br />
not be continuous but segments of at least 01 Km each<br />
, tested on different dates at different locations<br />
so that test check is highly representative of general<br />
machine working during that period. In case underreporting/over-reporting<br />
exceeds the limits given in the<br />
vehicular USFD specifications, a penalty of Rs 5000<br />
per such under-reported/over-reported flaw will be<br />
levied. The whole length of such track (complete block<br />
for which representative length has been selected &<br />
test check is conducted) where results are doubtful will<br />
have to be tested again by the contractor without getting<br />
any extra payment for the same.<br />
Para 15 of Special Conditions of Contract<br />
Siding facilities for parking the USFD vehicle will be<br />
provided in yards free of charge. However railway will<br />
provide such facility as per its operational needs and any<br />
shortage in the work will not be accepted on this<br />
account.<br />

idling charges. However, if the tenderer is able to<br />
achieve a progress of 2500 km per month than no<br />
penalty will be levied on the tenderer for not making<br />
the testing vehicle available on any day during the<br />

For the purpose of this clause, a calendar<br />
year of 12 months shall be divided into four<br />
‘quarters’ of 03 months each. It is expected that<br />
an average USFD vehicle shall have the potential<br />
of testing at least 150 Kms of track length per day<br />
in 10 hour shift. The supplier shall ensure<br />
availability of the testing car for the required no.<br />
of the days so as not to exceed non-working days<br />
by 05 days in every month period including the<br />
scheduled maintenance days.<br />

A working day shall consist of 10 working<br />
hours i.e. from 08:00 AM to 06:00 PM, which<br />
shall include maximum one hour at the<br />
beginning of the shift for pre testing attention,<br />
calibration etc. and another hour at the end of<br />
the shift for post testing attention. Therefore, in<br />
the working shift of ten hours, the USFD vehicle<br />
shall be available in ready condition for actual<br />
testing for a minimum period of Eight hours. If<br />
the shift needs to be changed by agency due to<br />
any planned work the same needs to be<br />
communicated in writing to authorized<br />
representative of <strong>Railway</strong>s at least 48 hours<br />
in advance so that railway resources i.e.<br />
UTV/Engine, crew/other manpower is deployed<br />
elsewhere.<br />
Required daily schedule of vehicle maintenance<br />
to be done by the agency as per above timings.<br />

vehicle on the highly busy Group A route of<br />
<strong>Indian</strong> <strong>Railway</strong>.<br />
The cost of such pilot driver/crew will be<br />
recovered from the Contractor based upon the<br />
employee’s average cash monthly emoluments<br />
depending upon the number of days he has been<br />
deployed with contractor’s vehicle. For 25 days<br />
deployment in a month the cost may range<br />
around Rs 40000/- (Rupees Forty thousand) per<br />
month. However this figure is only an indication<br />
to provide a general idea and exact cost will vary<br />
as per the seniority, grade of <strong>Railway</strong> driver<br />
and other related factors. Where <strong>Railway</strong>s is<br />
providing the motive power, the all inclusive cost<br />
of motive power hiring will be charged on per<br />
Engine hour basis as detailed separately and no<br />
additional driver cost will be recovered from<br />
contractor.<br />
The services of the guard, if provided, as per railway<br />
rules shall be recovered from the contractor based on<br />
No. of days, his services are utilized.<br />

NORTHERN RAILWAY<br />
Sub:Hiring Charges of track machines UTV) to be<br />
used as motive power for vehicular USFD of<br />
track.<br />
Average Hiring charges shall be Rs 5018/- per<br />
Engine Hour /Machine.<br />
Note: Actual Engine hour will be taken as per the<br />
period the engine of UTV will be operative.<br />
This includes:-<br />
1.Time required for entering into block section<br />
after start of engine.<br />
2.Waiting for the path while engine of UTV is in<br />
operation.<br />
3.Shunting required at the station.<br />
4.Actual running time for attachment/ detachment<br />
of test car.<br />
A separate log book shall be maintained clearly<br />
indicating the Engine hours of UTV machines<br />
utilized for the said purpose to work out the hire<br />
