Para 3 of Special Conditions of Contract
The minimum defect detection level reliability
percentage vis-à-vis size should satisfy clause 6.2
of the Technical specification. The capability of test
system of the successful tenderer shall be verified
by performance benchmarking before actual
/revenue testing begins. Benchmarking of the
performance of the vehicular test system shall be a
pre requisite to use of the system for revenue
t e s t i n g on I R . The successful tenderer will
have to get his vehicular system benchmarked
after the award of contract by RDSO in the presence
of NR officials.
Para 5 of Special Conditions of Contract
For this purpose, contractor will have to get their
vehicle, system, machines and operators approved
by RDSO / LKO for benchmarking and verifying
the test system capability. This may be done
using known rail defect method –
where the test system runs over a test track
containing known defects of various sizes and
types or by defect audit verification method where
number of rails defects detected by contractor
during inspection run is audited by physical
examination.
For this purpose detailed method of benchmarking
is given in the attached specifications. Hand probing
of rail length selected at random and if required
physical examinations b y b r e a k i n g o p e n the
defects which were over reported / under reported /
not reported in any of these testing can be done. In
case it is considered necessary to carry out sizing
of the flaws detected the same can be
accomplished using procedure contained in
The vehicular USFD system shall be capable to
carry out testing at the following speeds:
• Minimum testing speed of 40 kmph on Indian
Railway track conditions. However increase in
testing speed shall form an objective of
Railways in order to improve utilization of
track possession.
• Since with each run the familiarization with the
track increases therefore for subsequent runs it
will be possible to test the track with greater
reliability and confidence, therefore higher
testing speeds should be possible. For counting
the number of runs it is specified that
whenever the Vehicular USFD system comes
again in the same section to do ultrasonic
testing, it will be counted as the next run and
accordingly all runs will be counted.
such fuel provided to Railways will be adjusted
in the hiring charges. Contractor vehicle should
be compatible such that it can be coupled with
railways motive power.
Para 10 of Special Conditions of Contract
Payments of a tested length will be done only after
results of vehicular testing have been found
acceptable after detailed test check of the stretch as
defined in the specifications. Test check on the
length of work d o n e will be done by the Railway
Engineer-in-Charge as per the detailed procedure
outlined in the attached specifications. Vehicular
USFD Machine will not be allowed to do further
testing unless the test check of previously tested
locations have been completed in all respect. The
decision of the Engineer-in-Charge shall be the
final in this regard. As far as possible test check is
to be carried out within a fortnight. The % of
under-reporting/over-reporting etc will be calculated
as per the results obtained in the detailed test
check for the complete 10 Km stretch of detailed
testing. This 10 Km stretch will not be continuous
but segments of at least 01 Km each , tested on
different dates a t d i f f e r e n t l o c a t i o n s so that
test check is highly representative of general
machine working during that period. In case
under-reporting/over-reporting exceeds the limits
given in the vehicular USFD specifications, a
penalty of Rs 5000 per such underreported/over-reported
flaw will be levied. The
whole length of such track (complete block for
which representative length has been selected &
test check is conducted) where results are doubtful
will have to be tested again by the contractor
without getting any extra payment for the same.
Para 15 of Special Conditions of Contract
Siding facilities for parking the Rail bound
USFD vehicle will be provided in yards free of
charge. However railway will provide such facility
as per its operational needs and any shortage in the
work will not be accepted on this account.
Para 19 of Special Conditions of Contract
The testing shall be carried out as per the track
possession/ block time granted as per the
operations feasibility. It is expected that due to
operational reasons testing in one direction only
(i.e. UP or DN) will be permitted at one time.
However if due to operational reasons or other
factors attributable purely to railways, necessary
path /block for testing is not given and as a result
progress of testing is reduced and the contractor’s
resources (i.e. Machine / Manpower) are idled ,
then Railway will reimburse idling charges such
that the contractor is paid an amount as per the
rates offered by agency such that the actual testing
Km plus the idling charges Km are not less than
7
such that it can be coupled with railways motive power.
Para 10 of Special Conditions of Contract
Payments of a tested length will be done only after
results of vehicular testing have been found acceptable
after detailed test check of the stretch as defined in the
specifications. Test check on the length of work d o n e
will be done by the Railway Engineer-in-Charge as
per the detailed procedure outlined in the attached
specifications. Vehicular USFD Machine will not be
allowed to do further testing unless the test check of
previously tested locations have been completed in all
respect. The decision of the Engineer-in-Charge shall
be the final in this regard. As far as possible test check
is to be carried out within a fortnight. Efforts will be
made to ensure that the machine does not idle for the
want of test checks. The % of under-reporting/overreporting
etc will be calculated as per the results
obtained in the detailed test check for the complete 10
Km stretch of detailed testing. This 10 Km stretch will
not be continuous but segments of at least 01 Km each
, tested on different dates at different locations
so that test check is highly representative of general
machine working during that period. In case underreporting/over-reporting
exceeds the limits given in the
vehicular USFD specifications, a penalty of Rs 5000
per such under-reported/over-reported flaw will be
levied. The whole length of such track (complete block
for which representative length has been selected &
test check is conducted) where results are doubtful will
have to be tested again by the contractor without getting
any extra payment for the same.
Siding facilities for parking the USFD vehicle will be
provided in yards free of charge. However railway will
provide such facility as per its operational needs and any
shortage in the work will not be accepted on this
account.
Para 19 of Special Conditions of Contract
The testing shall be carried out as per the track
possession/ block time granted as per the operations
feasibility. It is expected that due to operational
reasons testing in one direction only (i.e. UP or DN)
will be permitted at one time. However if due to
operational reasons or other factors attributable
purely to railways, necessary path /block for testing
is not given and as a result progress of testing is
reduced and the contractor’s resources (i.e. Machine
/ Manpower) are idled , then Railway will reimburse
idling charges such that the contractor is paid an
amount as per the rates offered by agency such that
the actual testing Km plus the idling charges Km are
not less than 1500 TKM per quarter provided

1500 TKM per quarter provided vehicular
system was available during the complete period
in each shift as detailed in further paras. These
idling charges will be calculated per quarter i.e 03
months period. If the agency fails to offer / provide
the testing system as per the stipulated number of
working days per month then for each failure day or
part thereof a reduction of 30 TKM will be made
from the upper limit of 1500 TKM/per quarter while
deciding the idling charges. However, if the
tenderer is able to achieve a progress of 2500 km
per month than no penalty will be levied on the
tenderer for not making the testing vehicle
available on any day during the quarter.
