thousands of years-and that Palestinian refugees<br />

have no claim to return to property they fled or were<br />

forced to flee when Israel was founded six and a half<br />

decades ago.<br />

In addition, Palestinian and Arab officials contend<br />

that labeling Israel a "Jewish state" calls into question<br />

the rights of Palestinians with Israeli citizenship,<br />

who comprise 20 percent of Israel's population.25<br />

Since the Powell speech, this insistence on explicit<br />

Palestinian recognition of a "Jewish state" has become<br />

almost routine, but it is relatively new language<br />

for negotiations and for the international community.<br />

The phrase has become part of the American<br />

lexicon and appears to be settled American policy,<br />

if judged by US presidential campaigns and UN<br />

speeches. This demand presents a major obstacle for<br />

peace because, just as Jews want a "right of return"<br />

to the land, so too do the millions of Palestinian<br />

refugees who have languished in refugee camps for<br />

three generations. Non-Zionists point out that a<br />

"Jewish state"is an ethnocracy, not a democracy.<br />

THE JANUARY 2013 ELECTION: "TO THE<br />

RIGHT, MARCH!"<br />

Continuing the trend, parties on the right still<br />

make up about half of the new Knesset. On March<br />

30, 2013, the new Finance Minister, Yair Lapid,<br />

announced a major settlement plan to build an<br />

additional 16,000 housing units in the illegal settlements,26<br />

and on March 27 the new Minister of<br />

Economics and Trade, Naftali Bennett, called the<br />

two-state solution "beautiful statements" but "sadly<br />

detached from reality" and vowed to "never surrender<br />

to popular opinion ."27<br />

Netanyahu's worldview is shaped by both the<br />

"Iron Wall" doctrine of Revisionist Zionism and a<br />

nationalist appropriation of the Bible as history.<br />

While he does not claim to be religious, Netanyahu<br />

has pragmatically co-opted the Zionist belief that<br />

emerged as the second generation of Zionists moved<br />

away from the secular/socialist ideology of Israel's<br />

founding generation and adopted a religious onenamely<br />

that Jews were "promised" the land of Israel<br />

by God as it is described in the Torah/Bible. Here is<br />

where political and religious Zionism merge. Divine<br />

redemption is now seen as national redemption<br />

through adversarial human struggle. In May 2012<br />

Prophecy News Watch reported that Netanyahu had<br />

'resurrected'the Bible Study Circle of Ben-Gurian.<br />

"The Bible is a parable for humanity," Netanyahu<br />

said at the outset [of the Bible Study]' and<br />

If the Jews are able to cross the river of time, and<br />

in their vast odyssey cross the chasm of annihilation<br />

and come back to their ancestral home, that<br />

means there is hope for humanity .... The Bible is<br />

the foundation of our existence. It unites the Jewish<br />

people, as it has throughout the generations. It<br />

also serves not only as a foundation but also as a<br />

map and compass.28<br />

Mitri Raheb refers to this practice by secular Ziorusts<br />

as an effort to intentionally "brand" the State<br />

of Israel as a "biblical entity." This branding, Raheb<br />

notes, confuses many Christians who are not able<br />

to distinguish between biblical Israel and the newly<br />

created state of Israel.2 9<br />

Nourit Peled-Elhanan, Hebrew University professor<br />

of language and education and author of Palestine<br />

in Israeli Schools, notes that this literalist view of<br />

the Bible as history is taught in Israeli schools and is<br />

responsible for" a clear socialization process" guided<br />

by a"racist education system." 30<br />

EQUALITY OR APARTHEID<br />

The five conditions for peace that would be acceptable<br />

to Palestinians and the wider Arab world are:<br />

1) an end to Jewish settlements, 2) a return to 1967<br />
