Government of Himachal Pradesh
Initiate in District Sirmaur in 2000 <strong>and</strong> at present<br />
all 12 Districts are covered under the Campaign.<br />
Total <strong>Sanitation</strong> Campaign advocates shift to<br />
greater household involvement <strong>and</strong> dem<strong>and</strong><br />
responsiveness. Total <strong>Sanitation</strong> Campaign<br />
(TSC) emphasized more on Information,<br />
Education <strong>and</strong> <strong>Communication</strong> (IEC), Human<br />
Resource <strong>Development</strong> <strong>and</strong> <strong>Capacity</strong><br />
<strong>Development</strong> activities to increase awareness<br />
among the rural people <strong>and</strong> generation of<br />
dem<strong>and</strong> for sanitary facilities.<br />
State has set for it self the target of Nirmal<br />
Himachal 2010 wherein it proposes to declare<br />
Himachal Open Defecation free.
Since the coverage of IHHL is the largest<br />
component of the TSC in Himachal the IHHL<br />
coverage has increased from meager 28% in<br />
2001 to more than 92% in 2010.<br />
For the last two years Department has taken up<br />
TSC in the Campaign mode <strong>and</strong> at present the<br />
number of ODF GPs have increased from 460<br />
in Jan 2008 to more than 2754 in May 2010.<br />
The number of Nirmal Gram Puraskar<br />
Awardees in the State have also increased from<br />
22 in 2007 to 245 in 2008 <strong>and</strong> 253 in 2009. in<br />
2010 a total of 1268 GPs including 10 Block<br />
Panchayats have applied for the NGP.<br />

In achieving these enormous objectives the<br />
Department of RD has focused on extensive<br />
IEC, however till date the Districts have<br />
received only 36% of the project cost from the<br />
GOI.<br />
Presently Himachal is the leading State in the<br />
field of <strong>Sanitation</strong> <strong>and</strong> has been so<br />
acknowledged by the GOI too.
TSC projects provide that IEC Costs including Start up activities<br />
would be limited to 15% of the project cost.<br />
2007 guidelines provide that TSC being a District specific project, IEC<br />
funds shall be sanctioned to the Districts only.<br />
For the IEC activities at the State level no separate funds have been<br />
provided.<br />
However to undertake the HRD <strong>and</strong> IEC activities at the State level<br />
the old CCDU guidelines provided for separate CCDUs for <strong>Sanitation</strong><br />
<strong>and</strong> Water where these two components were dealt with by different<br />
Departments.<br />
In pursuance to these guidelines State of Himachal was sanctioned a<br />
separate CCDU ( <strong>Sanitation</strong> ) by the DDWS in the march 2009 with<br />
some initial grant.<br />
However the GOI in April 2009 again modified their guidelines with<br />
respect to the availability of funds for the CCDU activities <strong>and</strong> now as<br />
per the new NRDWP guidelines the funding for both CCDUs would be<br />
made out of 2% (now increased to 5%) support fund available to the

material <strong>and</strong> interpersonal contacts.<br />
Use of Folk Media Joint Campaign (Kala<br />
Jathas) to spread the message of <strong>Sanitation</strong><br />
in all the GPs of the State.
