What do I get for my money
from Allerdale Borough Council
This leaflet aims to help you to make
a direct link between the council
tax you pay and the services we
deliver to you. At the same time
we will destroy some of the myths
surrounding council tax.
The leaflet also explains the different
levels of council tax that you pay to
Allerdale Borough Council, Cumbria
County Council and Cumbria Police
Authority, as well as telling you how
you can claim a discount on council
tax and the easy methods for paying.
Remember that direct debit is the
cheapest way for us to collect the
council tax and it is now easier using
our website to set up your direct
debit as there is no paperwork at all.
Myth: All my council tax goes
to Allerdale Borough Council
Allerdale Borough Council collects all your
council tax but only keeps a small amount of it.
The council tax is a local tax set by local
authorities to pay for local services. Cumbria
County Council, Cumbria Police Authority,
Allerdale Borough Council and your local parish
council work out the cost of providing their
services each year, which then determines how
much the council tax will be. Then Allerdale
Borough Council collects it all on their behalf.
Cumbria County Council sets the largest part
of your council tax bill (74.6%). The money
they receive is used to deliver services such as
education, roads maintenance, the fire service,
social services and libraries.
4
How your council tax bill is shared among
the local authorities in 2012-13:
Cumbria County Council - 74.6%
Cumbria Police Authority - 12.9%
Allerdale Borough Council - 9.5%
Parish councils - 3.0%
Cumbria Police’s share (12.9%) of the bill is
for tackling crime and disorder and for other
policing issues.
The parish and town councils in Allerdale also
set an amount for the work they do in their
communities, such as looking after community
buildings and allotments. They also give views,
on behalf of the community, on planning
applications and other proposals that affect the
parish.
That leaves about 9.5% of your council tax
which is set by Allerdale Borough Council to
pay towards delivery of services such as refuse
and recycling collections, planning, provision of
leisure services and economic regeneration.
We believe that your council tax represents
excellent value for money with only £9.50 out
of every £100 you pay for your council tax bill
going to Allerdale Borough Council.
Myth: I have no street
lighting on my road, so I can
have a discount on my council
tax
Individual council tax bills are worked out using
the value of a householder’s property, not on
the services you use or receive, such as street
lighting or road gritting. If council tax was based
on just the services you used, people without
children would not be paying the County Council
for schools and education in their council tax.
Your property will be in a valuation band set by
the Valuation Office, which is an independent
organisation. Bands range from A to H.
Some properties, however, are entitled to
discounts.
5
Housing and council tax benefits
Housing benefit is available to help you pay your
rent if you are on a low income. If you pay rent
to a housing association or private landlord, the
benefit is called rent allowance.
Council tax benefit may be claimed by the person
responsible for payment of the council tax for
your accommodation. Your council tax bill will be
reduced by the amount of benefit due to you.
If you are single and have other adults living
with you, who do not pay you rent, you may
be entitled to second adult rebate. This is an
alternative to council tax benefit and is worked
out using the income of all other adults in the
property.
Whether you qualify depends on:
• Your income
• The size of your family
• Your savings
• The income of anyone else who lives with you,
such as grown-up children or parents.
You will not be entitled to benefit if you have
savings over £16,000 unless you are in receipt
of Guaranteed Pension Credit. The first £6,000 of
your capital will be ignored when assessing your
entitlement. However, if you have reached the
qualifying age for state pension credit, the first
£10,000 of your capital will be ignored.
You can claim benefit if you have to pay rent
or council tax. You do not have to be claiming
Income Support or Jobseekers Allowance. You
can claim if you or your partner is in full-time or
part-time work or receiving benefits.
On the next page is a housing and council tax
benefit calculator. If your net weekly income
is less than the amount shown against your
circumstances you should make a claim.
So why has my council tax gone up
The Government has cut the grant that it gives to the Council. In 2012-13 the grant has been reduced
by 11.6%; in 2013-14 it is estimated that it will reduce by a further 3.4% and in 2014-15 by another
2.9%. This means the Council must, over the next three years, find savings of £3.5 million.
To find these savings, the Council now has a ‘Reducing Spend’ programme, which focuses on building
maintenance and operational costs, management structures, administration review, efficiencies,
re-negotiating contracts, income generation and service reductions. The Council recognises that while
trying to maintain and improve the services which the public want, reductions in its services are
unavoidable.
For 2012-13, savings of nearly £1.5 million have been identified. Details of the savings are available
at www.allerdale.gov.uk
However, despite finding these savings and continuing to work to find another £2 million of savings,
the Council has had to increase council tax. Allerdale Borough Council’s share of the council tax
has gone up by 2.9%, or an average of 8p per week for a band D house. Although Cumbria County
Council has frozen its share of the council tax, the Police has increased its portion of the council tax
bill by 3.6%. Your parish council may also have increased its share of the council tax bill.
Increases in expenditure have been strictly limited to those to which the Council is contractually
committed. There are ‘one-off’ increases to cover reductions in income, such as a reduction in rental
income from Workington town centre properties and a reduction in income from the Benefits
Administration Grant.
24
The Council could have chosen to freeze the council tax in 2012-13 and received a government grant
of 2.5%. However, this would have meant a larger council tax increase in 2013-14 or deeper cuts
having to be made in order to balance the budget (or both), as the grant is unlikely to be available
again and its removal will leave a shortfall of funding in every year after 2012-13. If the Council
accepted the grant, in order to stand still financially the Council would have to increase the council
tax in 2013-14 and to meet its contractual commitments the council tax for 2013-14 would have to
be doubled.
The illustration below shows the consequences of accepting the
