Denver/Adams County IGA<br />
- 1988 Agreement to limit noise exposure in surrounding<br />
areas of Adams County.<br />
- Established “NEPS” (<strong>Noise</strong> Exposure Performance Standards)<br />
at 101 geographic points and along the FEIS 65 DNL<br />
boundary.<br />
- <strong>Noise</strong> limits are based upon Annual L eq (except for Annual<br />
DNL on the contour). Most limits are set in the low 30dB to<br />
mid 40dB range, below ambient noise levels and well below<br />
federal standards for residential compatibility.<br />

- <strong>Airport</strong> may be fined $500,000 per violation, per year at<br />
each NEPS point (or contour) if violations of NEPS limits are<br />
not remedied.<br />
- Although DEN has 27 remote noise monitors installed, NEPS<br />
compliance is calculated using the ARTSMAP noise model.<br />
Every flight track for every operation is modeled.<br />
- Modeling is used to ensure that non-DEN aircraft noise is<br />
excluded from the calculation. Modeling also ensures that<br />
we obtain the most complete picture of the noise<br />
environment, free from meteorological and community noise<br />
effects.<br />

DEN <strong>Noise</strong> Environment – 9/11/01<br />
- DEN <strong>Noise</strong> Office examined measured noise levels at remote<br />
noise monitors on 9/11 and 9/12 of 2001. Levels were<br />
compared to corresponding days one week earlier, 9/4 and<br />
9/5.<br />
- No civilian aircraft operated after approximately 8:00am<br />
local time on 9/11, nor at any time on 9/12.<br />
- Of the 29 noise monitor sites in operation, 10 recorded noise<br />
levels > 0.5 dB higher on 9/12 than on 9/5, 13 recorded<br />
levels > 0.5 dB lower on 9/12, and 6 sites were virtually the<br />
same. Similar results were observed on 9/11.<br />
- L 10 levels (louder noise events) were higher on 9/12 at 12<br />
sites, lower at 15 sites, and the same at the remaining two.<br />
