1.3. Objectives, methods and outcomes<br />
Specific objectives:<br />
• To create a network of health indicator experts from all Member States,<br />
Candidate Countries and EEA/EFTA countries<br />
• To act as the scientific secretariat for the Working Party Indicators and coordinate<br />
its projects horizontally<br />
• To develop EU Health indicators and definitions on the basis of the work of the<br />
ECHI and ECHI-2 projects<br />
• To assess the availability and comparability of the ECHI shortlist indicators and<br />
their data sources in all Member States, Candidate Countries and EEA/EFTA<br />
countries by using WHO Health for All, OECD Health Data and Eurostat<br />
databases<br />
• To initiate implementation of the ECHI shortlist in most Member States by<br />
carrying out the <strong>ECHIM</strong> Survey and starting Bilateral Discussions with Member<br />
States<br />
• To publish a report on health information systems and health indicators in all<br />
Member States<br />
• To develop the <strong>ECHIM</strong> Products website (previously the “International<br />
Compendium of Health Indicators” database)<br />
• To promote gathering of comparable data and to assess the comparability and<br />
quality of data sources in Member States<br />
• To promote quality assurance in Europe, particularly in relation to data gathering<br />
by surveys<br />
• To improve the Health Information and Knowledge System in Member States<br />
and at EU level<br />
• To maintain liaison with the Member States and their institutes, the Public<br />
Health Programme, other Working Parties, Eurostat, the OECD, the WHO<br />
Regional Office for Europe, and other national and international organisations<br />
• To propose an appropriate mechanism for organising health monitoring in the<br />
European Union<br />
• To pave the way for a permanent Health Information and Knowledge System<br />
• To closely collaborate with the DG SANCO, other Working Parties of the DG<br />
SANCO, the WHO Regional Office for Europe, Eurostat and the OECD<br />
