Austal Wins Contract for<br />

Second U.S. Navy Ship<br />

Austal USA is proud to announce that the company<br />

has been awarded the contract to supply<br />

a Littoral Combat Ship (LCS) to the U.S. Navy.<br />

The fast, highly maneuverable vessel is a key element<br />

of the Navy’s plan to address asymmetrical<br />

threats and will play a crucial role in both the defense of our homeland and<br />

the protection of our forces and allies overseas.<br />

This will be the second LCS ship contracted to the prime contractor Bath Iron<br />

Works, a General Dynamics (GD) company, and GD teammate Austal USA.<br />

The Navy’s first LCS, the 127-meter INDEPENDENCE, is in the final stages<br />

of construction at Austal’s shipyard in Mobile. The second LCS is named<br />

CORONADO in honor of the patriotic citizens of Coronado, Calif., home to<br />

Naval Air Station North Island and Naval Amphibious Base.<br />

The CORONADO will be similar to the INDEPENDENCE featuring an innovative,<br />

high-speed trimaran hull. The 419-foot surface combatant ship is<br />

designed to defeat littoral threats and provide access and dominance in<br />

coastal waters for missions such as mine warfare, anti-submarine warfare<br />

and surface warfare.<br />

With the U.S. Navy committed to a 55-vessel LCS program, which is part of<br />

its 313-ship fleet, winning this contract demonstrates a strong vote of confidence<br />

for the Austal-designed, high-speed aluminum trimaran seaframe.<br />

These are exciting times for Austal, the city of Mobile and the<br />

state of <strong>Alabama</strong>.”<br />

The announcement follows Austal’s recent selection as<br />

prime contractor for the U.S. Navy’s Joint High Speed Vessel<br />

(JHSV) program, potentially valued at more than $1.6 billion.<br />

The General Dynamics LCS Team platform utilizes Austal’s<br />

proven, high-speed trimaran hull-form to provide enhanced<br />

seakeeping, low resistance, superior aviation facilities and<br />

large payload volume capacity.<br />

Construction of Austal’s second LCS will commence immediately<br />

at its shipyard in Mobile, where work is also well<br />

underway on the first phase of a new state-of-the-art Module<br />

Manufacturing Facility (MMF). The facility will allow quicker<br />

and more cost-effective construction of the ship components,<br />

or modules, which will then be transported to the<br />

existing assembly bays along the waterfront for erection and<br />

launch. Once completed, the 748,000-square-foot MMF<br />

(more than 17 acres under roof), will allow the delivery of up<br />

to five JHSV or LCS platforms per year.<br />

When asked how this facility will improve Austal USA’s product<br />

output, Rella explained, “This state-of-the-art facility was<br />

designed to greatly improve the efficiency and effectiveness<br />

of our production processes, thereby increasing our throughput.<br />

This, in turn, allows us to offer a greater volume of vessels<br />

to our clients at increasingly competitive prices.”<br />

As a result of the LCS award and ongoing JHSV program, the<br />

company’s USA workforce will grow to more than 1,300 by the<br />

time full production of the LCS begins next year. The CORO-<br />

NADO is scheduled for delivery to the Navy in May 2012.<br />

<strong>Port</strong> <strong>Authority</strong> Welcomes<br />

Captain Terry Gilbreath<br />

as New Harbor Master<br />

Capt. Terry Gilbreath is taking his place as the harbor master<br />

at the <strong>Port</strong> of Mobile. He replaces Capt. Dave Carey, who<br />

retired in January <strong>2009</strong> after more than 18 years of service.<br />

Mobile is a familiar surrounding for Gilbreath. In his more than<br />

25-year career with the United <strong>State</strong>s Coast Guard, he was<br />

twice stationed in the <strong>Port</strong> City.<br />

With his background as a marine safety expert and having<br />

served as Captain of the <strong>Port</strong> in two different ports, Gilbreath<br />

brings a wealth of experience to the position of harbor master.<br />

However, he’s quick to note that he has big shoes to fill.<br />

Austal USA has successfully completed main engine light<br />

off of the two propulsion diesel engines and the two gas<br />

turbine engines on the INDEPENDENCE. The light off of<br />

the main engines follows the fuel load and the testing of all<br />

four generators.<br />

The diesels are considered the highest power high-speed<br />

diesel engines in the world. Austal has installed a total of<br />

twenty-four MTU 8000 Series diesel engines on six Austal<br />

vessels over the past four years.<br />

The GE LM2500 gas turbines each are the standard workhorse<br />

engines installed in almost all the U.S. Navy surface<br />

combatant ships. More than 750 of these gas turbines power<br />

the Navy’s fleet of surface combatants. The LM2500 marine<br />

gas turbine is GE’s most widely applied gas turbine. It powers<br />

more than 400 ships in 30 world navies, fast ferries, coast<br />

guard cutters, supply ships and cruise ships. No stranger to<br />

these engines, Austal installed them in a fast vehicle ferry<br />

operating in Denmark.<br />

INDEPENDENCE will be moored alongside the Austal USA<br />

facility while the activation and testing of combat and other<br />

onboard systems continues. Sea trials are expected to commence<br />

this summer with delivery planned for later in the year.<br />

In reaction to the success of this important event leading up<br />

to LCS 2 sea trials, Joe Rella, president and COO of Austal<br />

USA commented, “Austal USA continues to establish its<br />

rightful place as one of the world’s premium shipbuilders. The<br />

successful achievement of this major milestone is another example<br />

of Austal’s commitment to the LCS program’s goal of<br />

completing sea trials and delivering the LCS 2 to the Navy as<br />

quickly as possible.”<br />

“Capt. Carey has 18 years of knowledge of this port,” Gilbreath<br />

said. “I’ve got to come up to speed on everything he<br />

knows. I’m learning the port personnel, partners and the people<br />

at the docks. It’s a challenge to absorb as much information<br />

as possible.”<br />

One of the chief responsibilities in his new role as harbor<br />

master is a general awareness of what is taking place at the<br />

<strong>Port</strong> of Mobile. This includes incoming and outgoing ship<br />

traffic, which vessel is at what dock, channel depth and pier<br />

facing conditions, and the overall condition of the port’s facilities.<br />

Gilbreath also communicates working port efforts to the<br />

U.S. Coast Guard and the U.S. Army Corps of Engineers, as<br />

well as other state and federal agencies. These collaborative<br />

efforts allow for more efficient services and exchanges<br />

of information.<br />

The <strong>Port</strong> of Mobile’s two contract harbor pilots also report<br />

to the harbor master on the movement of vessels around the<br />

harbor. Additionally, he works closely with <strong>Alabama</strong> <strong>State</strong><br />

<strong>Port</strong> <strong>Authority</strong> operations staff to coordinate traffic through<br />

the public terminals.<br />

Gilbreath brings a broad range of experience to his new role at<br />

the <strong>Port</strong> of Mobile. He served as Captain of the <strong>Port</strong> in Louisville,<br />

Ky., regulating primarily the inland “brown water” industry.<br />

He held the same position in Morgan City, La., regulating the<br />

coastal oil supply and tanker industry. With that mix, he feels<br />

he offers inland, offshore and deep draft experience, as well as<br />

a strong knowledge of the regulatory side of the industry. He<br />

served as the officer in charge of marine inspection and the<br />

federal maritime security coordinator in both locations.<br />

New Harbor Master Terry Gilbreath<br />

Early in his Coast Guard career, Gilbreath served with the<br />

Chief Marine Safety Strategic Planning Division at the Coast<br />

Guard Headquarters in Washington, D.C. During that time,<br />

he developed and maintained the Marine Safety Strategic<br />

Business Plan, which was selected as a pilot project for the<br />

Government Performance and Results Act for measurement.<br />

In addition to his strong regulatory background as a marine<br />

safety expert, Gilbreath served four years afloat on two different<br />

Coast Guard cutters focusing his efforts on law enforcement,<br />

migrant interdiction, and search and rescue. His ships<br />

were based in Gulfport, Miss., and Miami Beach, Fla., with<br />

extensive operational experience in the Gulf of Mexico and<br />

Caribbean Sea.<br />

The <strong>Port</strong> of Mobile and the maritime industry has changed<br />

a great deal since the last time Gilbreath was stationed in<br />

Mobile during his Coast Guard tour from 1999 to 2002. Gilbreath<br />

served as acting Captain of the <strong>Port</strong> in Mobile during<br />

the 9/11 terrorist attacks. The events of 9/11 provided<br />

Gilbreath with insight and experience in Incident Command<br />

structures, which provides for coordinated communications<br />

and emergency response amongst all jurisdictional agencies<br />

during a security or emergency incident. These insights will<br />

prove invaluable as the harbor master serves on the <strong>Port</strong> of<br />

Mobile’s Area Maritime Security Committee and as one of the<br />

<strong>Authority</strong>’s Facility Security Officers.<br />

Aker Solutions<br />

Named <strong>2009</strong> <strong>Alabama</strong> Medium Manufacturer of the Year<br />

Terry Gilbreath will be responsible for keeping operations smooth throughout the <strong>Port</strong> of Mobile.<br />

Security in both the <strong>Port</strong> of Mobile’s private and public terminals<br />

is stronger now, he said, due to the industry’s implementation<br />

of the Maritime Transportation Safety Act. The <strong>Port</strong> <strong>Authority</strong><br />

has installed security cameras, fencing, beefed up its<br />

<strong>Port</strong> Police force and implemented other security measures<br />

as part of its facility security plan. Another security change<br />

was the application of TWIC, or Transportation Worker Identification<br />

Credential, which was required for unescorted access<br />

to port facilities starting in December 2008.<br />

“There have been very evident changes in port security, but<br />

there’s also been very obvious growth since 2002,” Gilbreath<br />

said. When he was last in Mobile, construction on the new<br />

Mobile Container Terminal had not even started, McDuffie<br />

was handling about half the coal volumes than it handles today,<br />

and Austal was not building Littoral Combat Ships. “The<br />

<strong>Authority</strong> has seen new facilities, industries and services roll<br />

into <strong>Port</strong> City,” he said.<br />

Gilbreath explained. “Mobile still has areas to develop. And it will<br />

continue to grow. It’s one of the reasons I’m happy to be here.”<br />

One of the defining characteristics of Mobile is its location on<br />

the central Gulf Coast and, by extension, the effect of hurricanes<br />

on the shipping industry, oil transportation and offshore<br />

oil facilities.<br />

“Many industry watchers track how well we respond and get<br />

ships moving again, whether it’s oil shipments for our area<br />

gasoline refineries, coal shipments for our utilities or just other<br />

deep-draft vessels moving into the harbor that carry vital goods for<br />

area and regional manufacturers and retailers,” said Gilbreath.<br />

“Getting the port up and running and restoring channel use<br />

for ships is critical after storm events. Many consumers in our<br />

market rely on these shipments to support the basic necessities<br />

of life” he said.<br />

Gilbreath was in New Orleans with the Coast Guard for Hurricanes<br />

Katrina and Rita in 2005, making him aware of how<br />

the Coast Guard responds to hurricanes and what to expect<br />

as the port readies for storms. He was already on staff with<br />

the <strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong> for the 2008 hurricane season,<br />

which included impacts from storms Gustav and Ike. Gilbreath<br />

noted the port still had to fully prepare as if Mobile was<br />

in the direct path of the storms. The storm season preparation<br />

and operations plan, which are continuously updated by<br />

<strong>Port</strong> <strong>Authority</strong> management, provide the framework for storm<br />

preparation and post-storm recovery efforts. While the 2008<br />

storms inflicted minimal damage, both storms delivered high<br />

tide, an increased number of oil field supply vessels seeking<br />

refuge on Mobile River, and resulted in channel restrictions<br />

while missing aids to navigation were restored. “Storm season<br />

requires a high level of planning, communications and<br />

coordination amongst many players,” said Gilbreath. The harbor<br />

master, along with <strong>Port</strong> <strong>Authority</strong> management, interface<br />

daily with the Coast Guard, the Army Corps of Engineers and<br />

NOAA, as well as industry groups through phone calls and<br />

e-communications. “From what I see, the level of communications<br />

and coordination throughout the port results is our ability<br />

to quickly return to operations,” he said.<br />

Gilbreath is a graduate of the U.S. Coast Guard Academy<br />

with a bachelor’s degree in chemistry. He also holds a master’s<br />

degree in physics from University of Connecticut.<br />

“My family and I really love the area and have always considered<br />

it home,” Gilbreath said. “I’m honored to have been<br />

selected for this position.”<br />

with the Chamber of Commerce Association of <strong>Alabama</strong><br />

and the National Association of Manufacturers, with the<br />

<strong>2009</strong> <strong>Alabama</strong> Medium Manufacturer of the Year Award. The<br />

award goes to a manufacturing company that employs 100 to<br />

399 people and has demonstrated superior performance in<br />

the areas of customer focus, employee commitment, operational<br />

excellence, continuous improvement, profitable growth<br />

and investment in training and retraining.<br />

Aker Solutions is a leading global provider of engineering<br />

and construction services, and manufacturer of technological<br />

products and integrated solutions. It produces subsea steel<br />

tube umbilicals and steel tube flying leads for the offshore oil<br />

and gas industry. Despite highly competitive market conditions,<br />

Aker increased the profitability of its Mobile operation<br />

and has experienced more than 50 percent return on its investment.<br />

Aker made a $10.7 million investment in capital in<br />

the past three years and plans for another $2 million investment<br />

in the next year.<br />

The <strong>Alabama</strong> Manufacturer of the Year Awards program is<br />

an annual recognition of <strong>Alabama</strong> manufacturing enterprises<br />

that exhibit excellence in leadership, performance, profitability<br />

and work force relations. The awards are presented in three<br />

size categories to ensure fair recognition of all applicants<br />

regardless of the size of their work force. The fourth award<br />

Employees Lost in Crash<br />

Erich Walter Heine, member of the Executive Board of ThyssenKrupp<br />

Steel AG (TK) and responsible for major projects in<br />

Brazil and the USA, and Claus-Peter Hellhammer, an employee<br />

of ThyssenKrupp Steel in Duisburg, lost their lives <strong>June</strong> 1<br />

when Air France flight 447 crashed into the Atlantic.<br />

A statement from the company extended deepest sympathies<br />

to the families of both men. Heine was responsible for the construction<br />

of the ThyssenKrupp mill in Calvert, Ala., and another<br />

plant in Rio de Janeiro, Brazil. Raw steel from the plant in Brazil<br />

will eventually come through the <strong>Port</strong>’s Pinto Island Terminal<br />

headed for the Calvert mill for final processing. Heine toured<br />

the terminal in February along with port officials and <strong>Alabama</strong><br />

Gov. Bob Riley to get an update on construction progress.<br />

<strong>Port</strong> <strong>Authority</strong> Director and CEO Jimmy Lyons offered condolences<br />

saying, “We have enjoyed our association with every<br />

member of the ThyssenKrupp family. We keenly feel the loss<br />

of Erich who worked very closely with the <strong>Port</strong> on the Pinto<br />

project. Our hearts go out to both families and all our colleagues<br />

at the company.”<br />

Company executives joined the governor to send well-wishes<br />

to Germany. ThyssenKrupp Steel USA President and<br />

CEO Bob Soulliere issued a statement on this tragic event<br />

saying, “We are shocked and saddened by the dramatic<br />

events of the last two days that have taken the lives of two<br />

ThyssenKrupp family members.”<br />

The statement went on to praise Heine’s leadership talents,<br />

saying, “Heine provided us with valuable direction and personal<br />

leadership … Erich’s commitment to our project and its<br />

long-term strategy were key to our initial successes. This commitment<br />

will continue to motivate and live on in the <strong>Alabama</strong><br />

team that he led and supported.”<br />

Local and state leaders met frequently with Heine for updates<br />

on the projects. In response to the news of Heine’s loss, Gov.<br />

Riley told the Press-Register, “He was a natural leader, and<br />

absolutely one of the smartest, most talented young men I’ve<br />

had the pleasure of meeting. It is certainly a tragedy for his<br />

family and his colleagues, but he will also be extremely missed<br />

by his friends here in <strong>Alabama</strong>.”<br />

Heine, born in South Africa in 1967, studied engineering and<br />

business administration. In February 2006, Heine joined the<br />

Erich Heine, center, member of the executive board of ThyssenKrupp Steel AG,<br />

visiting the <strong>Port</strong> in February. With him are Peter Urban, vice chairman of the<br />

executive board of ThyssenKrupp Steel AG, and Bob Soulliere, president and<br />

CEO of ThyssenKrupp Steel USA. Heine died in a plane crash in <strong>June</strong>.<br />

also responsible for the construction of the two steel plants<br />

“In Erich Heine, we are losing an esteemed colleague who<br />

thoughts are with his family at this time of great sadness,”<br />

said Dr. Ekkehard Schulz, chairman of the Executive Board<br />

of ThyssenKrupp AG.<br />

Claus-Peter Hellhammer, 28, completed a technical trainee<br />

program with ThyssenKrupp Steel and worked at Thyssen-<br />

Krupp CSA Siderúrgica do Atlântico from mid-2007 to early<br />

<strong>2009</strong>. Most recently he had taken on special duties in the<br />

area of health and safety/fire protection in Duisburg. He was<br />

returning from a private trip to Brazil.<br />

Souillere added, “Our thoughts and prayers will remain<br />

with both men and their families during the very difficult<br />

months ahead.”<br />

Arlington Park Update:<br />

Wetlands Mitigation Means a New Park for Mobile<br />

Mobile residents will soon have a new way to enjoy Mobile<br />

Bay and its wildlife. Arlington Park, a nearly 50-acre public<br />

greenspace with access to the bay, is a textbook recycling<br />

project. The project takes a former military base’s fuel depot<br />

and transforms it into a recreation area with a wetlands mitigation<br />

site.<br />

The <strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong> (ASPA) purchased the<br />

property from the Mobile Airport <strong>Authority</strong>, which owns<br />

the nearby Brookley Complex, for $1.3 million. The funds<br />

allotted to the project include $2 million for development<br />

of the park and an additional $5 million for the creation of<br />

a wetlands area. The newly created high quality wetlands<br />

will offset impact to lower quality wetlands associated with<br />

the construction of the Choctaw Point Complex serving intermodal<br />

freight. The wetlands area includes marsh primary<br />

production, wildlife feeding and nesting habitats, fish and<br />

macro invertebrate nursery and feeding habitats, and water<br />

treatment and sediment retention.<br />

A pedestrian pier will cross the wetlands, ending at its edge<br />

to provide an unobstructed view of the bay, and bring visitors<br />

closer to the many coastal birds that call the waterfront<br />

home. The park also features a kayak launch that provides<br />

public access to Mobile Bay for recreational boaters in nonmotorized<br />

crafts such as canoes and kayaks. ASPA awarded<br />

the pier and kayak construction to Gillis Construction Inc., of<br />

Bay Minette, Ala. Currently, the only public access along the<br />

western shore of Mobile Bay is from Cooper Riverside Park in<br />

downtown, McNally Park near Dog River, and Bayfront Park,<br />

located just north of the Dauphin Island Bridge.<br />

“There needs to be more access to the bay,” said ASPA<br />

Director and CEO James K. Lyons. “All along, our goal for<br />

Arlington Park was to provide within the city limits a place<br />

where the public could take advantage of the bay’s recreational<br />

offerings.”<br />

The construction of the upland park was awarded to Ladas<br />

Development Inc., of Chickasaw, Ala. This work includes<br />

restroom facilities, a gazebo, parking and transit stop areas.<br />

The <strong>Port</strong> <strong>Authority</strong> is working with The Wave Transit System<br />

to ensure bus transportation to the park. Ladas will create<br />

the hiking and biking trail, as well as install the picnic tables,<br />

grills, benches, lighting, trash cans, bike racks and signs. It<br />

will also landscape the park.<br />

In addition to being a park for the people, it’s also a reflection<br />

of the people. “The public has been involved in the area’s environmental<br />

revitalization since day one,” said Lyons. The <strong>Port</strong><br />

<strong>Authority</strong> early on held public hearings that sought community<br />

feedback on the kind of amenities needed on the western<br />

shore of Mobile Bay. The <strong>Port</strong> <strong>Authority</strong> also asked the public<br />

to name the future park. Arlington Park was the most popular<br />

name to surface in that the park’s location is next to Arlington<br />

Point, a well known geographic feature of Mobile Bay. “The<br />

public provided invaluable feedback to our engineering and<br />

design team. Mobile is home to a number of kayak, canoe and<br />

windsurfing enthusiasts, which was a primary driver for the<br />

kayak launch,” said Lyons. “The launch, along with the pier,<br />

should make the park an attractive venue for picnics, bird<br />

watching or pier-side fishing.” Arlington Park is expected to<br />

be completed by December this year.<br />

Francisco Guerra is a magician-turned-entrepreneur who discovered<br />

a way of producing fake snow for a magic trick. This<br />

magic trick snow led to the founding of SnowMasters, based<br />

in Lexington, Ala.<br />

After years of success with SnowMasters’ production of<br />

evaporative snow and other special effects, Guerra teamed<br />

up with Brian Glover in the late 1990s to see what would<br />

happen if they could make clouds into shapes. This was<br />

when the research and development facility at SnowMasters<br />

in northern <strong>Alabama</strong> became the home to Flogos — logos that<br />

fly. Flogos is taking advertising to a whole new level, where<br />

the sky is no longer the limit.<br />

Flogos offers business owners a revolutionary way of skyvertising.<br />

For years, companies have given businesses the<br />

opportunity to advertise in the sky by flying a banner behind<br />

a plane at events and along beaches. Now business owners<br />

have the opportunity to send their logos up to 5,000 feet into<br />

the sky and across up to 30 miles of land in an environmentally<br />

friendly way.<br />

Guerra launched Flogos as a division of SnowMasters in<br />

March of 2008. Since then, Guerra has launched flogos for<br />

the Sheraton Hotel in New York, Nintendo, Verizon Wireless,<br />

The Hard Rock Café, and several sports teams including the<br />

Tampa Bay Rays, Los Angeles Angels, Atlanta Braves and the<br />

Cleveland Indians. In <strong>Alabama</strong>, flogos have been launched at<br />

Currently flogos are limited to four feet in height. “We are<br />

working on larger machines to create larger flogos, as well<br />

as computer-controlled machines so that the stencils will<br />

not have to be changed out for each new logo,” said Guerra,<br />

“They are now also available in every color.”<br />

Flogos’ white cloud-like foam is made up of bubbles filled<br />

with air and helium (about 1 percent helium and 99 percent<br />

ambient air). The clouds have very little moisture weight, so<br />

they are dryer, can stay intact longer and are able to float<br />

higher than normal bubbles. Because flogos are comprised<br />

of natural elements, they will eventually evaporate, which<br />

makes them environmentally safe.<br />

Flogos are launched from a black box. The box produces<br />

the white cloud-like foam and pushes it through a custom<br />

stencil. Once the flogo reaches approximately four inches<br />

thick, the machine cuts the foam and the flogo is released<br />

into the skies. On average, one flogo per machine will be<br />

launched every 15 to 50 seconds, depending on machine<br />

size and flogo thickness.<br />

This <strong>Alabama</strong> entrepreneur has gone global. “Flogos has<br />

stimulated interest everywhere. We’ve done it. We’ve reached<br />

our goals all over the world,” remarked Guerra.<br />

Flogos now has five distributors in the United <strong>State</strong>s and thirteen<br />

other countries, including Israel, Japan and Nigeria. Recently,<br />

SnowMasters closed its doors on production in China.<br />

When asked about the closing in China, Guerra said, “It’s not<br />

as profitable as is once was, plus it was taking all the jobs<br />

from home.” After the closing of the production buildings in<br />

China, SnowMasters began construction on two buildings in<br />

Lexington, <strong>Alabama</strong>, to replace them and bring jobs back to<br />

<strong>Alabama</strong>. Guerra also spoke of another project. Flogos recently<br />

bought a water park in Florence, <strong>Alabama</strong>, and it is<br />

being turned into Flogos Fun Land.<br />

When asked about the impact Flogos has had on the rural<br />

community of Lexington, Guerra said, “We’ve produced more<br />

than $20 million in revenue — for a rural community that is<br />

great. We’re the largest in the area.” This <strong>Alabama</strong>-based<br />

company is continuing to grow. Now that they have colored<br />

clouds, the next endeavor will be clouds that glow in the dark<br />

that can be launched into the night skies.<br />

ASPA Board Members Reappointed by Governor Riley<br />

Congressman Sonny Callahan (Ret.), Mike Fields and Bill Bru were recently reappointed to serve on the Board of Directors of<br />

the <strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong>. All three positions are appointed by the Governor of <strong>Alabama</strong> and confirmed by the <strong>Alabama</strong><br />

Senate. Governor Bob Riley selected Callahan, Fields and Bru to serve a second term on April 14, <strong>2009</strong>, and the <strong>Alabama</strong><br />

Senate confirmed those appointments on May 14th. Eight members of the <strong>Port</strong> <strong>Authority</strong>’s Board of Directors serve five-year<br />

staggered terms representing six regions across the state, along with one at-large member and one labor representative. The<br />

body’s ninth seat is ex-officio, representing the Mayor of Mobile or the President of the Mobile County Commission serving in<br />

rotating one-year terms.<br />

Federal Grants Available Through Web site<br />

The state of <strong>Alabama</strong> launched a Web site, Stimulus.<strong>Alabama</strong>.gov, to help educate the citizens of <strong>Alabama</strong> about the federal<br />

stimulus law and track how the stimulus money is spent throughout the state. The Web site is divided into categories including<br />

business, individuals and nonprofits, which makes the site user-friendly for visitors. The Web site was launched by the state of<br />

<strong>Alabama</strong> in February <strong>2009</strong>.<br />

According to Gina Smith, public affairs director for the <strong>Alabama</strong> Department of Finance, this federal stimulus is the largest<br />

package in history of its kind. There are very strict requirements on how the money is spent, and applicants may be competing<br />

with other cities and communities for the stimulus money.<br />

its final phase of expansion in the Mobile/<br />

The Year of <strong>Alabama</strong> History campaign kick-off was held at <strong>Alabama</strong>’s <strong>State</strong> Capitol in Montgomery, <strong>Alabama</strong>.<br />

<strong>Alabama</strong> is celebrating 189 years of statehood by inviting<br />

residents and visitors to enjoy a Year of <strong>Alabama</strong> History. The<br />

state’s department of tourism launched the Year of <strong>Alabama</strong><br />

History campaign in December 2008 with a celebration including<br />

Gov. Bob Riley and more than a thousand school children.<br />

The effort is one in a long line of award-winning campaigns.<br />

“These campaigns were created to promote a common theme<br />

for all attractions and destinations in <strong>Alabama</strong>,” said Edith<br />

Parten, communications manager at the <strong>Alabama</strong> Tourism<br />

Department. The Year of <strong>Alabama</strong> History includes resources<br />

for teachers, families and amateur historians.<br />

Marilyn Jones Stamps, the publications manager at <strong>Alabama</strong><br />

Tourism Department, noted that the Year of <strong>Alabama</strong> History,<br />

unlike previous campaigns, is directed at students. “We hope<br />

that this campaign will get students interested in <strong>Alabama</strong>’s<br />

history and create a domino effect between kids, their parents<br />

and their parents’ friends,” said Stamps.<br />

One key element is the Web site http://www. alabama.travel/yoh.<br />

It is easy to navigate and offers an interactive historical timeline<br />

and a Calendar of Events where you can search by name, date<br />

and city. The Web site features a brief biography of more than<br />

50 legends and figures including George Washington Carver,<br />

Hank Williams, Jesse Owens and Martin Luther King Jr. Many<br />

of the figures are not only important in <strong>Alabama</strong> history, but in<br />

America’s history as well.<br />

A historical markers section allows the viewer to read more<br />

about historic places and events throughout the state and map<br />

their locations. The education link provides information on historic<br />

trails, field trip destinations and a “Did You Know” page<br />

about <strong>Alabama</strong> history. The Web site also includes multiple detailed<br />

itineraries for school field trips. A complete list of state<br />

attractions can be searched by city and/or keyword on the Attractions<br />

page. The Sites and Sounds section has a gallery of<br />

videos featuring reenactments, <strong>Alabama</strong>’s birthday celebration<br />

with Gov. Bob Riley and a complete list of historical buildings<br />

in Birmingham, Huntsville, Montgomery and Mobile.<br />

The Web site is not the only outreach in this campaign. A<br />

series of publications is also available. “We recently launched<br />

a new Civil Rights brochure where Dr. Martin Luther King Jr.,<br />

President Barack Obama and Rosa Parks are featured on the<br />

cover,” says Parten. The brochure has just been printed and is<br />

now being distributed to all the welcome centers. An individual<br />

copy may also be obtained by calling 1-800-ALABAMA.<br />

A 94-page brochure, Historic <strong>Alabama</strong>: A Guide to Landmarks<br />

and Events, produced by the <strong>Alabama</strong> Tourism Department,<br />

encourages travelers to visit <strong>Alabama</strong>’s historic sites.<br />

have been shipped to fourth grade history teachers<br />

throughout <strong>Alabama</strong>.<br />

“We worked really hard with the <strong>Alabama</strong> Archives Department<br />

to create the Year of <strong>Alabama</strong> History campaign”, said<br />

Stamps. The <strong>Alabama</strong> Department of Archives and History has<br />

created events and online resources to coincide with this campaign.<br />

On the Department of Archives and History Web site<br />

(http://www.archives.alabama.gov /historythisweek) there is a<br />

link called “This week in <strong>Alabama</strong> History,” which lists historical<br />

events that happened on a selected date and/or week. “We<br />

wanted to work with the Department of Tourism, and with this<br />

event, we are able to highlight and recognize <strong>Alabama</strong>’s history,”<br />

said Debbie Pendleton, Department of Public Services at<br />

the <strong>Alabama</strong> Department of Archives and History.<br />

“Lee Sentell, the director at <strong>Alabama</strong> Tourism, developed the<br />

idea of the “year of” campaigns when he came to tourism and<br />

they have been a huge hit every year” says Parten. Sentell joined<br />

the <strong>Alabama</strong> Tourism Department in 2003. In his first year, he<br />

launched the Year of Gardens and set off the beginning of five<br />

very impressive campaigns. The 2005 Year of Food, 2006 Year<br />

of Outdoor and 2007 Year of Arts campaigns have all won<br />

several awards. “We won’t know the total impact of the campaign<br />

until end of the year, but the response to the campaign<br />

has been phenomenal,” said Stamps. The 2010 campaign will<br />

spotlight <strong>Alabama</strong>’s small towns and downtowns.<br />

According to the 2008 Tourism and Travel Economic Impact<br />

Report, an estimated 22 million people visited <strong>Alabama</strong> just<br />

last year. “I cannot say how we rank nationally,” said Stamps,<br />

“as for the southeastern states of Mississippi, Tennessee,<br />

Florida and Georgia, I can say that <strong>Alabama</strong> tourism has fared<br />

very well even through tough economic times.” The report lists<br />

the top five counties Baldwin, Jefferson, Madison, Mobile and<br />

Montgomery. These five counties combined accounted for 63<br />

percent of the 22 million visitors to <strong>Alabama</strong>.<br />

Credit for the Allied victory in the Pacific must be shared<br />

by many: the U.S. Navy’s carriers and the aviators who flew<br />

off their decks, Australian coast-watchers who endured unspeakable<br />

hardships to pass along valuable intelligence,<br />

American code-breakers who worked feverishly to decipher<br />

Japanese message traffic, the Marines who fought<br />

their bloody island-hopping campaign, and the Army Air<br />

Corps, which ultimately bombed the Japanese homeland.<br />

But the role played by America’s Pacific submarine fleet is<br />

often overlooked.<br />

Most are familiar with the role of Germany’s U-boat fleets in<br />

both World Wars, when unrestricted submarine warfare very<br />

nearly brought England to her knees. Germany was sharply<br />

criticized by both the United Kingdom and the United <strong>State</strong>s<br />

for waging the type of warfare that did not discriminate between<br />

warships and merchant vessels. The United <strong>State</strong>s was<br />

not immune to the U-boat danger. In the winter and spring of<br />

1942, German submarines were sinking an average of a ship<br />

a day off the East Coast, yet unrestricted submarine warfare<br />

conducted in the Pacific by the U.S. Navy eventually would<br />

surpass even that figure.<br />

The 1930 London Naval Treaty, to which the United <strong>State</strong>s<br />

was a signatory, restricted the use of submarines and required<br />

commanders to surface and give notice of an impending attack<br />

Of Men & Ships<br />

The Undersea War in the Pacific<br />

against an unarmed vessel, giving the vessel time to disembark<br />

crew and passengers. The sinking of unarmed passenger ships<br />

by U-boats in World War I had helped to enflame anti-German<br />

rhetoric and helped to propel the United <strong>State</strong>s into the war.<br />

With the December 7, 1941, attack on U.S. naval forces at<br />

Pearl Harbor, the Navy’s Pacific Fleet was decimated, with<br />

four battleships sunk, more than 2,400 personnel killed and<br />

196 Navy or Marine aircraft destroyed. Fortunately, the Japanese<br />

attack ignored the sub base at Hawaii, leaving the four<br />

boats and their supply and fuel depots largely untouched,<br />

even as gun crews on board the boats fired at the waves of<br />

passing enemy aircraft (the submarine TAUTOG shot down a<br />

“Kate” bomber). At 4 o’clock that afternoon, the Chief of Naval<br />

Operations ordered all available submarines to put to sea<br />

and those already at sea to initiate “unrestricted submarine<br />

warfare” against any and all Japanese shipping. The United<br />

<strong>State</strong>s had officially negated its agreement to abide by the<br />

London Naval Treaty.<br />

The submarine service had its share of critics and few expected<br />

much of the boats. Prior to the attack on Pearl Harbor,<br />

the Navy’s war plans had called for subs to support the surface<br />

fleet — a fleet that suddenly no longer existed. The Silent<br />

Service, however, had a champion in Rear Admiral Chester<br />

Nimitz. Nimitz, who was promoted to admiral (skipping the<br />

Huntsville’s Constitutional Village gives visitors a look at mid-19th century<br />

daily life.<br />

The role of unrestricted submarine warfare in<br />

the Pacific largely has been overlooked.<br />

Comprising less than two percent of U.S. Naval forces in the Pacific, the submarine<br />

service accounted for 54 percent of enemy tonnage sunk during World War II.<br />

Pacific Fleet later that month, had spent his formative years in<br />

command of and overseeing the design of submarines.<br />

A 1905 graduate of the U.S. Naval Academy, Nimitz had<br />

been assigned to submarine duty with the First Submarine<br />

Flotilla in 1907, following a court-martial and letter of reprimand<br />

for grounding the destroyer USS DECATUR (DD-5). In<br />

May 1909, Ensign Nimitz took command of the flotilla, as well<br />

as the submarine USS PLUNGER (A-1). As a newly promoted<br />

lieutenant, he took command of the submarine SNAPPER<br />

(C-5) in February 1910 and was given command of the sub<br />

NARWAL that October, when he also became Commander,<br />

Third Submarine Division, Atlantic Torpedo Fleet. In November<br />

of the following year, Lt. Nimitz received orders to report<br />

to the Boston Navy Yard to oversee the fitting out of the USS<br />

SKIPJACK (E-1) as her prospective commanding officer. The<br />

boat was commissioned February 14, 1912. A month later,<br />

Nimitz personally rescued a sailor who had been washed<br />

overboard and was being swept away from the sub. Lt. Nimitz<br />

dove into the water and kept Fireman Second Class W.J.<br />

Walsh, who could not swim, afloat until a boat could pull both<br />

men from the water. For his heroics, Nimitz later received the<br />

Life-Saving Service’s (one of the forerunners of the Coast<br />

Guard) Silver Lifesaving Medal.<br />

Nimitz was gaining a reputation as an expert in the relatively<br />

new arena of undersea warfare. In 1913, he went to Germany<br />

and Belgium where he studied diesel engines. After serving<br />

as the executive officer on a tanker, Nimitz returned to subs,<br />

reporting to Commander, Submarine Force, U.S. Atlantic<br />

Fleet, first as flag aide and later as chief of staff. In September<br />

1918, Commander Nimitz reported to the Office of the Chief<br />

of Naval Operations and became the senior member of the<br />

Board of Submarine Design.<br />

After a tour as executive officer in the battleship SOUTH<br />

CAROLINA, Nimitz turned once more to the submarine service<br />

at Pearl Harbor, serving as commanding officer of USS<br />

CHICAGO and Commander, Submarine Division 14. Nimitz<br />

next reported to the Naval War College in Newport, Rhode<br />

Island, where he wrote a plan for naval warfare in the Pacific,<br />

which relied heavily on the use of submarines. Nimitz went on<br />

to hold a variety of commands over the next two decades, including<br />

commanding Submarine Division 20, Cruiser Division<br />

Two and Battleship Division One, among others, but it is fair<br />

to say that he knew better than most flag officers the potential<br />

offered by America’s submarine force.<br />

Nevertheless, the 21 submarines in the U.S. fleet on December<br />

7, 1941, were little prepared and ill-equipped for the type<br />

of duty that lay ahead of them. Unlike that of Germany, U.S.<br />

submarine doctrine called for torpedo attacks from depths<br />

well below periscope depth and using sonar bearings. Surface<br />

attacks, so skillfully employed by U-boats in the Atlantic<br />

and Caribbean, were considered far too risky. Pre-war guidance<br />

had also specified that submarines were not to surface<br />

within 500 miles of an enemy airfield, further hobbling subs’<br />

abilities to operate aggressively. In addition, the men commanding<br />

the boats typically were older, regular Navy men<br />

who were cautious in their approach to warfare.<br />

Further hampering the effectiveness of submarines in the early<br />

days of the war was the torpedo that the boats were supplied.<br />

Fleet subs were armed with the MK XIV torpedo, fitted with<br />

the MK VI “influence exploder,” which had seen limited field<br />

testing. From the outset, submarine commanders reported dismal<br />

results in the use of these torpedoes. The Navy, in typical<br />

bureaucratic fashion, responded that there was nothing wrong<br />

with the ordnance and that the problem most likely lay in human<br />

error.<br />

Shipping should never be a painful experience of bottlenecks and inefficiency.<br />

So when Hyundai, Honda, <strong>Alabama</strong> River Pulp and Babcock & Brown<br />

researched potential sites, they couldn’t ignore our ultra modern logistics.<br />

And <strong>Alabama</strong> couldn’t ignore the economic growth. asdd.com<br />

As Commander, Submarines, Pacific Fleet, Vice Admiral Charles Lockwood<br />

pushed for newer boats, better ordnance and more daring officers, earning<br />

the respect and gratitude of the men he commanded.<br />

The submarine force gained a second champion in Rear<br />

Admiral Charles A. Lockwood, who became Commander,<br />

Submarines, Pacific Fleet in February 1943. A 1912 graduate<br />

of the Naval Academy, Lockwood had commanded his first<br />

submarine in 1914 and by the time that America entered<br />

World War I, Lockwood commanded Submarine Division<br />

One, Asiatic Fleet. Almost all of his service from then until<br />

the outbreak of World War II had been with submarines. In<br />

February 1941, Captain Lockwood had gone to the U.S.<br />

Embassy in London as naval attaché and principal observer<br />

for submarines. Promoted to rear admiral in May 1942,<br />

Lockwood reported as Commander, Submarines, Southwest<br />

Pacific. He became COMSUBPAC upon the death of Rear<br />

Admiral Robert Henry English.<br />

Lockwood, who was promoted to vice admiral in October<br />

1943, quickly earned the respect and gratitude of the submariners.<br />

The sailors dubbed him “Uncle Charlie” when he<br />

began treating sub crews to such luxuries as ice cream and<br />

fresh vegetables upon their return from long patrols. He even<br />

ordered two-week stays at the Royal Hawaiian Hotel for combat<br />

weary crews.<br />

With Admiral Nimitz’s blessing, Lockwood began establishing<br />

forward sub bases both to reduce the distance of submarine<br />

patrols and to begin to close the net on Japanese<br />

supply routes.<br />

Vice Admiral Lockwood ordered tests of the torpedoes that<br />

the Bureau of Ordnance had provided and found them faulty.<br />

The torpedoes habitually ran deeper than they were supposed<br />

to, and their firing pins proved to be defective. Though he<br />

had to battle bureaucracy and another flag officer, Lockwood<br />

was successful in getting enhancements made; the number<br />

of duds dropped off dramatically.<br />

Admiral (later Fleet Admiral) Chester Nimitz, Commander in Chief, Pacific<br />

Fleet and Pacific Ocean Areas, recognized the capabilities that submarines<br />

could bring to the war in the Pacific.<br />

Similarly, Lockwood replaced more tentative commanders with<br />

younger, more daring officers who were not afraid to employ<br />

aggressive tactics. Armed with better ordnance and newlyconstructed<br />

boats, this new batch of submarine commanders<br />

began sinking Japanese ships almost at will, severely crippling<br />

Japan’s merchant fleet. By the end of 1943, U.S. submarines<br />

had sunk more than 1.5 million tons of Japanese shipping. Two<br />

of the five Japanese carriers at the Battle of the Philippine Sea<br />

were sunk by submarines. In 1944, U.S. subs were sinking<br />

50 Japanese vessels every month — better than the German<br />

U-boats had done in 1942.<br />

The submarine service comprised less than two percent of<br />

all U.S. Naval personnel in the pacific, yet submarines accounted<br />

for more than half of all enemy shipping sunk during<br />

the war. Of the more than 10 million tons of Japanese warships<br />

and merchant vessels sunk during World War II, U.S.<br />

submarines accounted for 5.4 million tons.<br />

Nimitz, an early proponent of submarine warfare in the Pacific,<br />

became the third of four five-star admirals on December 19,<br />

1944. Fleet Admiral Nimitz went on to represent the United<br />

<strong>State</strong>s in signing the instruments of surrender when the Japanese<br />

formally surrendered on board the USS MISSOURI<br />

on September 2, 1945. He became the Chief of Naval Operations<br />

following the war. Vice Admiral Lockwood served as<br />

Inspector General of the Navy after the war. Nimitz died in<br />

1966, Lockwood a year later. By agreement, both are buried<br />

alongside Admirals Spruance and Turner and their wives at<br />

Golden Gate National Cemetery.<br />
