<strong>At</strong> <strong>Transamerica</strong> <strong>Long</strong> <strong>Term</strong> <strong>Care</strong>, <strong>we</strong> <strong>aim</strong> <strong>to</strong> <strong>be</strong> a <strong>leader</strong> <strong>in</strong> <strong>the</strong> <strong>long</strong> term care marketplace. To<br />

achieve that objective, <strong>we</strong> actively manage our <strong>long</strong> term care bus<strong>in</strong>ess <strong>to</strong> ensure our programs and<br />

offer<strong>in</strong>gs align with our core underwrit<strong>in</strong>g and bus<strong>in</strong>ess management philosophy. We <strong>be</strong>lieve that<br />

<strong>long</strong> term care is a core product that helps us achieve our key objective: "Protect<strong>in</strong>g Families and<br />

Their Dreams".<br />

In fact, <strong>Transamerica</strong> is currently launch<strong>in</strong>g its new Trans Ace product with a <strong>long</strong> term care rider.<br />

And additional chronic and critical care life offer<strong>in</strong>gs are currently under development.<br />

Due <strong>to</strong> <strong>the</strong> ongo<strong>in</strong>g, his<strong>to</strong>rically low <strong>in</strong>terest rate environment and current <strong>in</strong>dustry dynamics, <strong>we</strong> are<br />

implement<strong>in</strong>g a series of changes <strong>to</strong> our current product offer<strong>in</strong>gs <strong>to</strong> ensure that our <strong>long</strong> term care<br />

bus<strong>in</strong>ess cont<strong>in</strong>ues <strong>to</strong> grow <strong>in</strong> a f<strong>in</strong>ancially responsible manner. While <strong>we</strong> do not anticipate any<br />

changes <strong>to</strong> agent compensation, <strong>the</strong> follow<strong>in</strong>g changes are <strong>be</strong><strong>in</strong>g made:<br />

a. We are fil<strong>in</strong>g for an across <strong>the</strong> board 15% <strong>in</strong>crease on all new bus<strong>in</strong>ess premium rates. The<br />

new premiums will apply <strong>to</strong> all new bus<strong>in</strong>ess sold after <strong>the</strong> implementation date of <strong>the</strong><br />

change.<br />

b. The current spousal discount of 30% will <strong>be</strong> reduced <strong>to</strong> 20%. The "married spouse not<br />

apply<strong>in</strong>g" discount will <strong>be</strong> reduced from 15% <strong>to</strong> 10%.<br />

c. The Preferred Health discount applicable <strong>to</strong> s<strong>in</strong>gle applicants will <strong>be</strong> reduced from 15% <strong>to</strong><br />

10% <strong>to</strong> <strong>be</strong> consistent with <strong>the</strong> Preferred Discount applied <strong>to</strong> married couples.<br />

d. We are suspend<strong>in</strong>g sales of all of our limited pay options, <strong>in</strong>clud<strong>in</strong>g S<strong>in</strong>gle Pay, Pay-<strong>to</strong>-65,<br />

10-Pay, and 15-Pay. We will no <strong>long</strong>er accept 1035 Exchanges <strong>to</strong> our <strong>long</strong> term care<br />

product.<br />

e. We are elim<strong>in</strong>at<strong>in</strong>g <strong>the</strong> Lifetime (Unlimited) Benefit Period. We will cont<strong>in</strong>ue <strong>to</strong> offer all<br />

<strong>be</strong>nefit periods up <strong>to</strong> and <strong>in</strong>clud<strong>in</strong>g those <strong>be</strong>nefit packages that produce a 6 year <strong>be</strong>nefit<br />

period.<br />

These changes will apply <strong>to</strong> all states.<br />

We will <strong>be</strong>g<strong>in</strong> implement<strong>in</strong>g <strong>the</strong> new rates and all of <strong>the</strong> o<strong>the</strong>r changes as soon as approvals are<br />

received from <strong>the</strong> states and Interstate Compact, and new illustration software and market<strong>in</strong>g<br />

materials are available.<br />

As approvals are received, additional field communications will <strong>be</strong> provided. These communications<br />

will <strong>in</strong>clude <strong>in</strong>formation regard<strong>in</strong>g implementation dates by state, transition timel<strong>in</strong>es and <strong>in</strong>formation<br />

on availability of new market<strong>in</strong>g materials and illustration software. This <strong>in</strong>formation will also <strong>be</strong><br />

available on our Agent Resource Center (www.taltc.com).<br />

We will cont<strong>in</strong>ue <strong>to</strong> quote multi-life cases us<strong>in</strong>g current rates until such time as <strong>the</strong> new rates are<br />

approved. Once <strong>the</strong> new rates have <strong>be</strong>en approved and implemented, <strong>we</strong> will only cont<strong>in</strong>ue <strong>the</strong><br />

current rates for <strong>the</strong> limited period of time required <strong>to</strong> complete an enrollment that has already <strong>be</strong>gun<br />

or <strong>to</strong> honor a Service Group Request form that <strong>we</strong> have previously approved or an Implementation


Memo that <strong>we</strong> have previously issued.<br />

We <strong>be</strong>lieve that <strong>the</strong> Trans<strong>Care</strong> ® II product is and will rema<strong>in</strong> a competitively priced product <strong>in</strong> <strong>to</strong>day's<br />

<strong>long</strong> term care marketplace, provid<strong>in</strong>g <strong>the</strong> flexibility you need <strong>to</strong> tailor a <strong>long</strong> term care plan <strong>to</strong> help<br />

meet <strong>the</strong> needs of your client.<br />
