<strong>2012</strong> <strong>GAHRA</strong> SPRING CONFERENCE<br />

TRAINING SESSIONS OVERVIEW<br />

ASSISTED HOUSING<br />

The Ins and Outs <strong>of</strong> HCV Income. A review <strong>of</strong> the inclusions and exclusions <strong>of</strong> HCV income and allowances and a<br />

discussion <strong>of</strong> Best Practices. This session will be conducted by HUD Staff and <strong>Housing</strong> Authority Personnel Authorities.<br />

PIC Section Eight data as it relates to the financial management <strong>of</strong> a <strong>Housing</strong> Choice voucher program. Joint session with<br />

the Assisted <strong>Housing</strong> Committee. The session will explore the required use <strong>of</strong> PIC occupancy data for funding<br />

calculations related to Section Eight.<br />

COMMISSIONERS<br />

Current Developments in Public <strong>Housing</strong>. Decreased funding combined with new regulations are making the governance<br />

<strong>of</strong> <strong>Housing</strong> Authorities more difficult every day. Invariably this is changing the role and duties <strong>of</strong> the <strong>Housing</strong> Authority<br />

Commissioner. This session will help Commissioners meet these new and changing challenges. Topics will include<br />

funding changes and the impact on PHA Operations; changes in the evaluation systems for Public <strong>Housing</strong> and Section<br />

Eight; policy changes affecting Administrative Plans; salary and compensation requirements for Executive Leadership<br />

and other timely subjects. This session will be conducted by Dennis Morgan.<br />

FAMILY SELF‐SUFFICIENCY<br />

What is Sufficient for Family Self‐Sufficiency Join HUD Officials as they provide a Family Self‐Sufficiency Program<br />

Overview and discuss Electronic Tracking Techniques for FSS.<br />

FINANCIAL MANGEMENT<br />

PIC public housing data as it relates to the financial management <strong>of</strong> a public housing authority. The session will explore<br />

the required use <strong>of</strong> PIC occupancy data for funding calculations, especially as they relate to the Operating and Capital<br />

Fund submissions.<br />

PIC Section Eight data as it relates to the financial management <strong>of</strong> a <strong>Housing</strong> Choice voucher program. Joint session with<br />

the Assisted <strong>Housing</strong> Committee. The session will explore the required use <strong>of</strong> PIC occupancy data for funding<br />

calculations related to Section Eight.<br />

HOMEOWNERSHIP<br />

Building and Maintaining a HCV Homeownership Program. Part One: Developing a HCV Homeownership Program<br />

including a review <strong>of</strong> the pertinent regulations and program development options. Part Two: Participant eligibility,<br />

recertification and ongoing program maintenance.<br />

HUMAN SERVICES – RESIDENT SUPPORT<br />

Presenting a Better You – Strengthening Communication Skills . Join Nattlie Ringer <strong>of</strong> Ringer Employment Solutions as<br />

she demonstrates skills and techniques that will equip and empower you to become a more effective communicator.<br />

Combating Family and Neighborhood Violence. This session will provide participants with solutions and resources to<br />

assist in dealing with violence in public housing neighborhoods. Representatives from small, medium and large housing<br />

authorities will share their concerns and best practices when dealing with this issue.<br />

MAINTENANCE<br />

UPCS (REAC) Update. Bernie Morosco will bring everyone up to date on the latest updates and information relative to<br />

the UPCS/REAC Inspections. He will also provide techniques to help a <strong>Housing</strong> Authority to a better score, including how<br />

to deal with the Inspector, focusing on Big Ticket items, preparing with a preventive maintenance plan and preparing for<br />

the inspection


MANAGEMENT<br />

Strategies to Increase Income and Decrease Expenses. This session, led by former HUD Director or Management and<br />

Occupancy, Pat Arnado, will focus on ways that a <strong>Housing</strong> Authority can increase revenue and income sources while also<br />

taking steps to decrease expenses.<br />

Physical Needs Assessment – Proposed Rule. This session will focus on the Proposed Physical Needs Assessment Rule<br />

published in the Federal Register on July 20, 2011. Join HUD Project Manager, Bruce Rieder, who is responsible for the<br />

new Physical Needs Assessment format as he provides guidance for public housing agencies.<br />

Tuesday, May 21, <strong>2012</strong><br />

ASSISTED HOUSING<br />

Fair <strong>Housing</strong> and You. Learn about Fair <strong>Housing</strong> and how PHA staff can ensure compliance with the rules and<br />

regulations. Topics will include: What is Fair <strong>Housing</strong>; How to evaluate a request for Reasonable Accommodation and<br />

the presentation <strong>of</strong> a variety <strong>of</strong> other important issues.<br />

COMMISSIONERS<br />

What Your Executive Director Expects From You. All relationships are a two‐way street. You expect a lot from your<br />

Executive Director. They expect a lot from you. Hear from two very experienced Executive Directors about what they<br />

would like to see from their Board <strong>of</strong> Commissioners.<br />

FINANCIAL MANAGEMENT<br />

HUD Financial Management Update. Join Jorge Torres from the <strong>Georgia</strong> Office <strong>of</strong> Public <strong>Housing</strong> as he provides an<br />

update on the latest information from HUD as it relates to Financial Management. The discussion will include PIC, the<br />

Operating Fund and other pertinent and timely information.<br />

Financial Management Roundtable. Members <strong>of</strong> the <strong>GAHRA</strong> Financial Management Committee will discuss current<br />

ideas and issues related to Public and Assisted <strong>Housing</strong> Financial Management.<br />

FAMILY SELF‐SUFFICIENCY<br />

FSS – More Bang for the Buck. Join Dennis Morgan as he provides information on how to run an effective Family Self‐<br />

Sufficiency Program with limited funds and resources. This session will include information on Public <strong>Housing</strong> FSS,<br />

Participant Tracking and a variety <strong>of</strong> other FSS related topics.<br />

HOMEOWNERSHIP<br />

Leading the Way Home ‐ Sustaining Homeownership. This session is designed to educate homeowners on options to<br />

help make their mortgage payments sustainable and thereby allowing them to remain in their home, even in tough<br />

times.<br />

HUMAN SERVICES – RESIDENT SUPPORT<br />

Mental Health Issues – Options to Support Families in Crisis. This session is designed to help staff: Gain a better<br />

understanding <strong>of</strong> behavioral and mental health issues; become familiar with adult mental health issues, including<br />

depression, dementia and delirium; show respect and support for residents exhibiting these behaviors; access<br />

community support for residents and themselves and how to recover following a behavioral incident with a resident.<br />

MAINTENANCE<br />

Everything You Never Wanted to Know About Bed Bugs. Bed Bugs are increasingly becoming a problem in public<br />

housing communities. Learn about Bed Bug Biology, Identification, Sanitation and Methods <strong>of</strong> Treatment.<br />

MANAGEMENT<br />

Registration Fees<br />

Fees cover the cost <strong>of</strong> the workshop including meals, breaks, speaker fees and<br />

audio/visual equipment. There is a discounted fee for those attending the entire<br />

conference and a single day fee structure for persons attending only one or two days.<br />

Regular Registration<br />

Regular Registration will end on MAY 7, <strong>2012</strong>. Mailed registrations received bearing<br />

a postal date after this date will be considered late and the late/on-site registration rate<br />

will be invoked. An invoice will be mailed to the <strong>Housing</strong> Authority for the additional fee.<br />

Late or On-Site Registration<br />

Late Registration will be accepted until May 14, <strong>2012</strong>. After this date, all<br />

registrations will be on-site by cash, check or money order. Credit Cards cannot be<br />

accepted for on-site registration.<br />

Method <strong>of</strong> Registration and Payment.<br />

1. Copies <strong>of</strong> the registration form may be printed and mailed along with a check to the<br />

address indicated on the registration form.<br />

2. On-line registration using a credit card (VISA, MasterCard or American Express).<br />

3. On-line using a check as payment. The check must be received within 15 days<br />

or the registration will be void.<br />

Methods 2 and 3 will provide an automatic receipt by e-mail. For method one, a<br />

confirmation e-mail will be sent upon receipt <strong>of</strong> the registration to the e-mail address<br />

listed.<br />

Substitutions and Refunds<br />

Substitutions for registered participants may be made at any time. Refunds will be<br />

made for cancellations less a $25 cancellation fee if a notice <strong>of</strong> cancellation is received<br />

in writing, by fax (770-748-4721) or by e-mail (acook@cedartownha.com) no later than<br />

5:00 p.m. on Monday, May 2, 2011. No refunds will be made after May 7, <strong>2012</strong>.

Our <strong>Spring</strong> Workshop will be held at the new Marriott Macon City Center Hotel located<br />

adjacent to the Macon Centreplex, 240 Coliseum Dr., Macon, GA 31217. The room rate<br />
