2012 GAHRA SPRING CONFERENCE
TRAINING SESSIONS OVERVIEW
ASSISTED HOUSING
The Ins and Outs of HCV Income. A review of the inclusions and exclusions of HCV income and allowances and a
discussion of Best Practices. This session will be conducted by HUD Staff and Housing Authority Personnel Authorities.
PIC Section Eight data as it relates to the financial management of a Housing Choice voucher program. Joint session with
the Assisted Housing Committee. The session will explore the required use of PIC occupancy data for funding
calculations related to Section Eight.
COMMISSIONERS
Current Developments in Public Housing. Decreased funding combined with new regulations are making the governance
of Housing Authorities more difficult every day. Invariably this is changing the role and duties of the Housing Authority
Commissioner. This session will help Commissioners meet these new and changing challenges. Topics will include
funding changes and the impact on PHA Operations; changes in the evaluation systems for Public Housing and Section
Eight; policy changes affecting Administrative Plans; salary and compensation requirements for Executive Leadership
and other timely subjects. This session will be conducted by Dennis Morgan.
FAMILY SELF‐SUFFICIENCY
What is Sufficient for Family Self‐Sufficiency Join HUD Officials as they provide a Family Self‐Sufficiency Program
Overview and discuss Electronic Tracking Techniques for FSS.
FINANCIAL MANGEMENT
PIC public housing data as it relates to the financial management of a public housing authority. The session will explore
the required use of PIC occupancy data for funding calculations, especially as they relate to the Operating and Capital
Fund submissions.
PIC Section Eight data as it relates to the financial management of a Housing Choice voucher program. Joint session with

calculations related to Section Eight.
HOMEOWNERSHIP
Building and Maintaining a HCV Homeownership Program. Part One: Developing a HCV Homeownership Program
including a review of the pertinent regulations and program development options. Part Two: Participant eligibility,
recertification and ongoing program maintenance.
HUMAN SERVICES – RESIDENT SUPPORT
Presenting a Better You – Strengthening Communication Skills . Join Nattlie Ringer of Ringer Employment Solutions as
she demonstrates skills and techniques that will equip and empower you to become a more effective communicator.
Combating Family and Neighborhood Violence. This session will provide participants with solutions and resources to
assist in dealing with violence in public housing neighborhoods. Representatives from small, medium and large housing
authorities will share their concerns and best practices when dealing with this issue.
MAINTENANCE
UPCS (REAC) Update. Bernie Morosco will bring everyone up to date on the latest updates and information relative to
the UPCS/REAC Inspections. He will also provide techniques to help a Housing Authority to a better score, including how
to deal with the Inspector, focusing on Big Ticket items, preparing with a preventive maintenance plan and preparing for
the inspection
