<strong>CONDITIONS</strong>, SPECIFICATIONS, QUANTITY, TYPE AND<br />

TIME OF DELIVERY FOR THE PROCUREMENT OF FERTILIZERS<br />

The CO-OPERATIVE CENTRAL BANK LTD., is interested in the purchase of the following<br />

quantities of FERTILIZERS, and shall be glad to receive your best offer for consideration:-<br />

1. WHEN OFFERS WILL BE SUBMITTED:<br />

Offers in duplicate on the attached "TENDER FORM" for each type of Fertilizer<br />

separately, addressed to the Committee, CO-OPERATIVE CENTRAL BANK LTD.,<br />

8 Gregorios Afxentiou Street, 1096 <strong>Nicosia</strong> Cyprus, in a sealed envelope on the right<br />

top corner of which the words "TENDER FOR FERTILIZERS" must be distinctly written,<br />

should reach the Bank not later than 29 <strong>June</strong> <strong>2011</strong>, by 13.00 hours local time, must<br />

be placed in the tender box of the Bank and should be firm, valid and fully binding until<br />

the 28 July <strong>2011</strong>.<br />

The CO-OPERATIVE CENTRAL BANK LTD., reserves the right to accept partly<br />

or wholly, any bid that may be submitted.<br />

The Bank is entitled, either to increase or decrease the above quantities by up to<br />

25%, in either case undertaking to give notice to the Supplier or his Agent in<br />

Cyprus in writing, of at least 40 days prior to the last date of the last scheduled<br />

arrival of the fertilizers.<br />

2(b) PACKING:<br />

- In 25 and/or 40 and/or 50 kgs bags.<br />

- For up to 2.000 mts of the types under the paragraph 2(a)2 and 2(a)3.1<br />

price may be given also in big bags of 500 kgs and/or 600 kgs and/or<br />

1.000 kgs.<br />

2(c) QUANTITY DELIVERED<br />

The quantity of Fertilizers delivered will be the actual quantity loaded at loading port.<br />

Each delivery/shipment should be accompanied by a certificate of quantity loaded, issued<br />

by a specialized independent surveying company at Seller's expense.<br />

2(d) QUALITY DELIVERED<br />

The fertilizers offered, either in granular, prilled or crystalline form, must be industrially<br />

mature, in free flowing non caking form, free from dust and treated with suitable<br />

anticaking agent as required, to maintain their fluidity during transportation and storage<br />

under normal storage conditions for at least six months.<br />

A quality control certificate issued by a specialized independent surveying company is<br />

required for each and every delivery, at Seller's expense.<br />

The quality certificate has to specify exactly the various characteristics of the fertilizers as<br />

found by the control company and to stipulate clearly and explicitly whether these<br />

conform with the characteristics of the respective fertilizers as described in the contract of<br />

sale to be signed.<br />

Fertilizers not fulfilling the quality requirements as described in the contract of sale will<br />

not be accepted for delivery.<br />

2(e) DESCRIPTION<br />

2(e)1. GRANULAR AMMONIUM SULPHATE 20,5/21-0-0 FERTILIZERS<br />

The Ammonium Sulphate 20,5/21-0-0 fertilizers to be supplied shall be in Granular form<br />

containing minimum 20,5/21% Nitrogen (N) in Ammoniacal Form.<br />

Moisture must not exceed 1% (max 1%) and Granulation must be minimum 90% 2-5 mm.<br />

The Granular Ammonium Sulphate must be industrially mature, in free flowing non caking<br />

form, free from dust and treated with suitable anti-caking agent.<br />

2(e)2. Ammonium Sulphate 21-0-0 Fertilizers<br />

The AMMONIUM SULPHATE 21-0-0 Fertilizers to be supplied, shall be a synthetic<br />

product or by-product of caprolactam containing minimum 21% Nitrogen (N) in<br />

Ammoniacal form in white or off-white crystalline form. The size of the crystals must be<br />

0,5-3 mm in free flowing non-caking form and of even size. The product should be<br />

completely free of Thyocyanate compounds and must not even contain traces of<br />

hygroscopic substances.<br />

Other Specifications<br />

Moisture Content: 0,5% as H 2 O, Maximum<br />

Free Acid Content: 0,05% as H 2 SO 4 , Maximum<br />

Note: Bidders should state the size of the crystals and the percentage per size. Also<br />

production process, whetherfrom Ammonium Sulphate is produced and the colour in case<br />

the product is having a colour other than white should be stated.<br />

2(e)3. CALCIUM AMMONIUM NITRATE 26/27-0-0 Fertilizers<br />

The CALCIUM AMMONIUM NITRATE 26/27-0-0 Fertilizers to be supplied shall contain<br />

26/27% minimum content in total Nitrogen, and be prepared by mixing Ammonium Nitrate<br />

with Calcium Carbonate.<br />

The fertilizers shall be in granular non caking form. The size of granules should be<br />

1-5 mm, having a coating of inert or other clayey substance suitable to reduce the<br />

hygroscopic properties of the fertilizers and being uniform and industrially mature.<br />

Other Specifications<br />

Organic content: not exceeding 0,4%.<br />

Moisture content: 1% as H 2 O Maximum<br />

2(e)4. UREA 46-0-0 Fertilizers<br />

The UREA 46-0-0 Fertilizers to be supplied shall be an organic chemical, containing 46%<br />

amide Nitrogen in the form of free flowing non caking prills, size 1-3mm, free from any<br />

dust. The fertilizers shall be in prilled form (prills of uniform and even size) free from any<br />

ingredients harmful to plants treated/coated with suitable anticaking agent.<br />

Bids should specify the form of anticaking agent and the percentage of its content.<br />

Other specifications<br />

Bi-uret content: Not exceeding 1%<br />

Moisture content: 0,5% as H 2 O, Maximum<br />

2(e)5. AMMONIUM NITRATE 33,5/34,5-0-0 Fertilizers<br />

The AMMONIUM NITRATE 33,5/34,5-0-0 Fertilizers required, shall be agricultural grade<br />

and should contain minimum 33,5/34,5% in total Nitrogen (N) by weight of physical<br />

product.<br />

The Fertilizers offered must be free of any foreign substances which may render them<br />

dangerous, i.e. organic substances of more than 0,4%, metallic powders, chromic salts<br />

etc., and free from any ingredients harmful to plants.<br />

The Fertilizers to be supplied should be in the form of small globules (NITROPRILLS,<br />

AEROPRILLS) and or of any form of particles, non caking, size from 1-4 mm. Regardless<br />

of the diameter of the globules or particles, the greater ratio of the product will have to be<br />

of uniform size, while the percentage of globules or particles smaller than 1 mm must be<br />

less than 5%. The granules or particles will have to be coated with additional suitable<br />

stabilizer or inert substance, excluding FATTY. The solution obtained must be<br />

completely water soluble leaving no sediments or any floating material and should be<br />

suitable for use through TRICKLE irrigation systems.<br />

Other Specifications.<br />

Moisture Content: 0,3% as H 2 O, Maximum<br />

Free Acidity: 0,02% as H 2 SO 4 , Maximum<br />

Nitride: Traces<br />

2(e)6. GRANULATED COMPOUND FERTILIZERS<br />

The percentage of the nutrient content required by the Bank in each type of the<br />

GRANULATED COMPOUND Fertilizers as appear above, shall be Nitrogen N,<br />

Phosphorous as P 2 O 5 Water Soluble and Neutral Ammonium Citrate soluble, and Potash<br />

as K 2 O in the form of Potassium Sulphate (SOP) or Muriate of Potash (MOP). Granules<br />

size must be 1-5 mm uniform, industrially matured, free from dust and of extremely low<br />

hygroscopicity.<br />

The Bidders should specify:<br />

(i) The percentage of Nitrogen (N) and the form in which it is present<br />

(Ammoniacal, Nitrate or Amide).<br />

(ii) The percentage of the total available Phosphoric acid as P 2 O 5 as well as the<br />

percentage of P 2 O 5 Water Soluble and Neutral Ammonium Citrate Soluble on dry<br />

basis.<br />

(iii) The percentage of K 2 O, the form in which it is present, as well as the percentage of<br />

chlorine content.<br />

(iv) The moisture content (Maximum tolerance acceptable 1.5% as H 2 O).<br />

2(e)7. TRIPLE SUPERHOSPHATE 0-44/48-0 FERTILIZERS<br />

The TRIPLE SUPERPHOSPHATE Fertilizers to be supplied, shall indispensably, be in<br />

granular form, granules size 1-5 mm uniform and industrially matured and of extremely<br />

low hygroscopicity. Shall contain a minimum 44/48% P 2 O 5 Soluble in Neutral Ammonium<br />

Citrate.<br />

Bids should specify the percentage of the total available phosphoric acid as P 2 O 5 , the<br />

percentage of the P 2 O 5 water soluble and the percentage of the P 2 O 5 neutral ammonium<br />

citrate soluble, as well as the percentage of the moisture (maximum moisture acceptable<br />

4% as H 2 O, determined by drying the material for 3 hours at 100oC) and the free acid<br />

content (maximum free acid acceptable 4% as H 3 PO 4 ).<br />

2(e)8. SULPHATE OF POTASH 0-0-48/52 FERTILIZERS<br />

The SULPHATE OF POTASH 0-0-48/52 Fertilizers to be supplied shall be in Granular or<br />

in Standard form and shall contain a minimum 48/52% POTASSIUM expressed as K 2 O<br />

and should be scarcely hygroscopic and of neutral reaction.<br />

Maximum chlorine content 2,5% by weight. Bids should specify whether the fertilizers<br />

offered are of the Standard or Granular grade and to indicate in each case the size of<br />

granules (screen size Tyler).<br />

Preference will be given for product in granular form.<br />

2(f) DELIVERY<br />

The delivery of the fertilizers (i.e. arrival) should be effected at Larnaca or Limassol port,<br />

(Buyer's option).<br />

3. REGISTRATION (E.U. ORIGIN)<br />

Fertilizers offered should be registered in Cyprus under the Fertilizers Law 31/87, unless<br />

they are E.C. Fertilizers. In this case they do not need to be registered but they need to<br />

have a Certificate of Analysis showing clearly that the method of analysis is according to<br />

Directive 2003/2003/EEC.<br />

4. REGISTRATION (NON E.U. ORIGIN)<br />

Fertilizers offered should be registered in Cyprus under the Fertilizers Law 31/87. The<br />

number of Registration should be stated in each offer to be submitted.<br />

Offers for fertilizers not yet registered will also be accepted for consideration. The<br />

successful tenderers will be obliged to register all awarded fertilizers. Registration<br />

documentation, a representative sample of one kilo for each type of fertilizers and<br />

registration fees should be submitted through Co-Operative Central Bank within 15 days<br />

from the date of award.<br />

Fertilizers not registered will not be accepted for delivery.<br />

5. ANALYSIS CERTIFICATE<br />

A certificate of analysis duly signed and stamped for each type offered should be attached<br />

to the offer to be submitted. Analysis should specify also, the PH value of 1% Solution for<br />

each type of fertilizer and the moisture content.<br />

6. GRANULATION:<br />

Fertilizers in granular form are those that have undergone the process of granulation, are<br />

free from any dust and are presented in the form of uniform granules in free flowing<br />

non caking form (regardless of being spherical or spheroid etc). Diameter of granules<br />

must be as stated in the description of each type. However, it is pointed out that, the<br />

biggest part of the fertilizers should be in uniform granules and diameter. The size<br />

distribution should be stated in each tender.<br />

The fertilizers, will, indispensably, be in free flowing non caking granular form, granules<br />

being uniform and industrially mature and treated with suitable anticaking agent to maintain<br />

fluidity during transportation and storage for at least six months.<br />

IMPORTANT NOTE<br />

The attached APPENDIX No.2 forms an integral part of the present Auction Terms,<br />

Specifications and Conditions.<br />
