ICT National Contact Point <strong>News</strong> <strong>Jan</strong>uary <strong>2008</strong><br />
This newsletter supports the activities of the ICT Theme’s National Contact Points. We provide<br />
you each month with key news and information on the current activities of the ICT Theme. The<br />
information contained here is not confidential and may be further disseminated. If you have<br />
any information which would be of interest to your ICT-<strong>NCP</strong> colleagues in next month’s<br />
newsletter, email it here.<br />
ICT-Security Joint Call<br />
The evaluation of the 155 proposals received in our joint call with the Security theme took<br />
place at the end of this month. Some 56 of the proposals addressed the ICT focus in the call,<br />
requesting funding of € 140m, which is exactly seven times the budget we have available.<br />
We plan to send out the evaluation report and the ESRs to the Management Committee<br />
members on Friday 8 th February and to send the ESRs to all the proposal coordinators during<br />
the following week. We will carry out our usual practise of first emailing the ESR to the<br />
proposal coordinator, followed up with a despatch on paper.<br />
Redress procedure ICT Call 2<br />
The period for proposal coordinators to request redress under the evaluation of ICT Call 2<br />
expired on 18 th <strong>Jan</strong>uary. We have received 34 requests from proposal coordinators to look<br />
into the evaluation of their proposals, which is 4% of the total of 906 proposals in the call.<br />
The Redress committee will meet to review these cases during February. Responses to the<br />
proposers will be made by the ICT Directors concerned in mid-March.<br />
New Associated state<br />
Following the association of Albania to FP7 in December 2007, the government of<br />
Montenegro has signed an association agreement with FP7, permitting Montenegran<br />
organisations to participate in all calls for proposals on an equal footing with the <strong>EU</strong> Member<br />
States as of 1 st <strong>Jan</strong>uary <strong>2008</strong>. Our <strong>NCP</strong> in Montenegro is Sasa Ivanovic, who is based in the<br />
Ministry of Education and Science in Podgorica.<br />
Only Bosnia and Herzegovina, of all the successor states of the former Yugoslavia, now<br />
remains un-associated.

<strong>EU</strong> Presidency objectives<br />
And of course Slovenia, once part of Yugoslavia, is not an FP7 Associated country. It is a<br />
Member state and current holder the Presidency of the <strong>EU</strong>. The Slovenian Minister of Higher<br />
Education, Science and Technology, Mojca Kucler Dolinar, this month outlined to members of<br />
the European Parliament's Committee for Industry, Research and Energy (ITRE) the<br />
Presidency's research priorities.<br />
These will include the adoption of new initiatives under article 169 of the Treaty. They are the<br />
Ambient Assisted Living initiative -which involves us in DG INFSO - and the <strong>EU</strong>REKA<br />
Eurostars programme. With Slovenia currently holding the chairmanship of <strong>EU</strong>REKA, it has<br />
plans to conclude the adoption procedure on Eurostars so as to encourage and provide<br />
financing for market-oriented industrial research conducted by small and medium-sized<br />
enterprises.<br />
Revised Guides for applicants Call 3<br />
You may have noticed that the Guides for applicants for ICT Call 3 on our call page are now<br />
footnoted "version 1a".<br />
In these versions we have removed the statements which were made in the original Guides<br />
about the Electronic Proposal Submission System being temporarily unavailable, and we<br />
include Albania and Montenegro in the list of Associated countries. There are no other<br />
changes.<br />
Organic and large area electronics consultation workshop<br />
Our colleagues in Unit G2 Microsystems will hold in Brussels on 20 February a consultation<br />
workshop with a view to updating the ICT work programme related to objective ICT-2007-3.2<br />
"Organic and large area electronics". Main objectives are:<br />
• gather and analyse R&D and market information for activities on organic and<br />
large area electronics<br />
• brainstorm on the major R&D opportunities, challenges and recent technical<br />
breakthroughs<br />
• identify emerging applications that would drive such interdisciplinary research<br />
• discuss the likely impact on the economy and society and the practical<br />
implications to address true multi-disciplinary research<br />
• identify constituency and encourage cooperation, coordination and critical<br />
mass in the above mentioned area in Europe<br />
• identify new opportunities and a way forward for collaborative research and<br />
other stimulating actions in the 7 TH <strong>Framework</strong> <strong>Programme</strong><br />
The meeting will be opened by Rosalie Zobel, Director of Directorate G Components and<br />
Systems.<br />

surname and company name, and whether they intend to make a five-minute presentation.<br />
The deadline for registration is 6 th February <strong>2008</strong>; the deadline for sending the presentation is<br />

e-Challenges e-<strong>2008</strong><br />
The eChallenges e-<strong>2008</strong> conference will take place in Stockholm on 22 nd - 24 th October. This<br />
is the eighteenth in a series of annual conferences supported by the European Commission,<br />
which features topics such as ICT for Networked Enterprise & RFID, eGovernment &<br />
ICT <strong>NCP</strong> <strong>News</strong> –<strong>Jan</strong>uary <strong>2008</strong>

eDemocracy, eHealth, Collaborative Working Environments, Technology Enhanced Learning<br />
and ICT Skills, Knowledge and Content Technologies, Security and Identity Management,<br />
GRID and Mobility.<br />
The goal of e-<strong>2008</strong> is to stimulate rapid take-up of research and technology development<br />
results by industry and in particular by SMEs, and to help to open up the European Research<br />
Area (ERA) to the rest of the world. A call for papers has already been published, proposals<br />
for workshops may also be submitted; deadline for both is 29 th February.<br />
<strong>EU</strong>-Japan ICT cooperation forum<br />
An <strong>EU</strong>-Japan cooperation forum on information and communication technologies (ICT) will<br />
take place on 4 th – 5 th March in Tokyo, organised within the framework of the <strong>EU</strong>-funded<br />
CHINACOOP project. The event is intended as an opportunity to identify, discuss and develop<br />
joint strategic ICT research projects of mutual benefit to the European Union and Japan.<br />
Audit and certification policy<br />
Our colleagues in the Cordis service launched at end December a new webpage on the<br />
Commission's Audit and certification policy. Project partners will find here links to key<br />
information they will need when preparing for the financial elements of their participation in the<br />
project.<br />

ICT Calls currently open<br />
ICT Call 3 was launched on 4 th December 2007. It covers three objectives within two of the Challenges<br />
which have been set for ICT in FP7, three FET Proactive initiatives and two horizontal support actions.<br />
It is funded at €265m. The call closes on 8 th April <strong>2008</strong> at 17h00.<br />
The ICT FET Open call was launched on 22 nd December 2006. This is open continuously for the<br />
duration of the current Workprogramme. It involves only STREP and CA proposals. STREP proposals<br />
have to be submitted in two stages, with an initial five-page short proposal followed, if successful in<br />
the evaluation, by the full proposal at a later deadline.<br />
