Summary: 

The 1st PPM Project Seminar was held in Bangkok on 11-13 September 2002 

as ‘Kick-Off’ seminar officially launching the PPM Project. HE Mrs Ragne Birte 

Lund, Ambassador of Norway to Thailand graced the opening ceremony at the Sofitel 

Hotel, Silom. A total of 32 participants from 10 Member Countries of CCOP

(Cambodia, China, Indonesia, Japan, Korea, Malaysia, Papua New Guinea, The 

Philippines, Thailand and Vietnam) attended the seminar. 

Presentations covered the introduction of the 4 case studies with some details 

on the case study areas, the specific objectives and how member countries can 

participate and obtain value from the case studies. Also, the lessons learned from the 

previous petroleum Projects in CCOP (REP-1 &2) were highlighted. At the end of 

the Seminar, participants have a better understanding of the goals, objectives, inputs, 

outputs, and planned activities of the PPM Project.

Summary 

The 2nd Seminar was held in Pattaya, Thailand on 15-17 September 2003 and 

was attended by 25 participants from 9 Member Countries of CCOP. The 

presentations of the countries hosting the case studies provided an update among 

others, the work accomplished in the case study, the challenges/solutions, and some 

recommendations to further improve the conduct of supporting activities for the case 

studies. The other countries participating in the case studies also reported on how 

knowledge learned are disseminated and used in their organization. The special topic 

of the seminar was on Fiscal Regime with Dr. Alfred Kjemperud of the Bridge AS 

(Norway) as main resource person. Mr. Erling Kvadsheim of the Norwegian 

Petroleum Directorate presented the history of Norwegian Petroleum taxation 

highlighting on the Government take.

Summary 

The 3rd Seminar was held in Chiang Mai, Thailand on 20-23 September 2004 

and was attended by 29 participants from 9 Member Countries of CCOP. The 

presentations during the seminar focused on ‘Marginal Fields – the role of 

government in the development of these fields’ with Mr. Stig Svalheim of the 

Norwegian Petroleum Directorate as the main resource person. Also, the Project 

Coordinator presented the highlights of the Project’s Mid-term review report and 

some adjustments in the plans and programs of the Project based on the review 

recommendations. 

The Seminar provided an opportunity to all participants to learn how the 

different countries define marginal fields, the different regulations and incentives that 

apply to marginal fields and also the technologies and management systems of various 

companies that are being employed. This knowledge is very valuable for 

benchmarking and future policy issues related to marginal fields in the Member 

Countries.

Summary: 

The 4th PPM Seminar was conducted at Hua Hin, SE Thailand and was 

attended by 26 participants from 8 Member Countries of CCOP. The highlights of the 

seminar are 

(1) The country reports of the Member Countries that presented, among others, 

the topics of interests, how knowledge learned from past activities of the 

Project were disseminated and given values 

(2) Discussions on the work plan for remaining activities of the Project were also 

accomplished, especially since most of the National Coordinators were present 

in the Seminar. 

(3) Presentation and discussions on the new initiative- CCOP-Norway 

Cooperation on the Practice of Knowledge Management Project provided 

more understanding as to the goals, objectives, indicative activities, and 

components of the Project. 

Mr. Gunnar V. Soiland of the Norwegian Petroleum Directorate was the 

seminar’s resource person on the topic “IOR/EOR technologies- the government role”. 

He also provided valuable updates on Norway’s petroleum activities and resource 

management.

Summary 

The 5 th seminar of the PPM Project was conducted in Bangkok on 26-29 July 

2006 and attended by 26 participants from 9 Member Countries of CCOP, majority 

are National Coordinators of the PPM Project. The case study countries presented the 

results and recommendations of their respective case studies. This is a similar 

presentation that was presented by the host team members to their stakeholders during 

their respective dissemination seminar. The other participating countries (non hosts) 

were also given the opportunity to present the knowledge learned from their case 

study participations and how knowledge were given value to enhanced their own 

capacities. 

Also, a presentation of the project concept and discussions on the post-PPM 

Project “Enhancing Public Petroleum Management” (EPPM) was accomplished. The 

results of the discussion will be an important input to the preparation of the project 

documents of this new project. 

Mrs Che Zan Yassin of PETRONAS, Malaysia lectured on the special topic 

“Institutionalizing the Practice of Knowledge Management (PKM) - a key strategy for 

enhancing the petroleum resource development in the CCOP Countries”. Mrs Che 

Zan also shared the PETRONAS experience in the application of PKM, highlighting 

the importance of lessons learned review in all activities and undertakings in the 

company and documenting the same for future reference. Additionally, Mr Erling 

Kvadsheim of the Norwegian Petroleum Directorate presented the Norwegian 

experience on the Practice of Knowledge Management, as a strategy to give 

maximum value to the petroleum resources.
