POSITION PAPER EU ECOLABEL CRITERIA FOR HYDRONIC HEATING GENERATORS – <strong>July</strong> <strong>2013</strong><br />

Based <strong>on</strong> the latest versi<strong>on</strong> of the draft criteria <strong>for</strong> heating generators presented during the last EU <strong>Ecolabel</strong>ling<br />

Board meeting (19 June <strong>2013</strong>), the European Partnership <strong>for</strong> Energy and the Envir<strong>on</strong>ment (<strong>EPEE</strong>) takes the<br />

following positi<strong>on</strong>. <strong>EPEE</strong> represents the heating, cooling and ventilati<strong>on</strong> sector in Europe.<br />

<strong>EPEE</strong> welcomes the latest criteria <strong>for</strong> the <strong>Ecolabel</strong> <strong>for</strong> Hydr<strong>on</strong>ic <strong>Heating</strong> <strong>Generators</strong> as presented<br />

by the European Commissi<strong>on</strong>, given that they:<br />

Keep hydr<strong>on</strong>ic heat pumps in the scope of the <strong>Ecolabel</strong> <strong>for</strong> <strong>Heating</strong> <strong>Generators</strong>.<br />

Include balanced and fair criteria, including a technology neutral noise criteri<strong>on</strong> which<br />

allows <strong>for</strong> <strong>on</strong>e noise level test per family of products.<br />

<strong>EPEE</strong> calls <strong>on</strong> the Commissi<strong>on</strong>, however, to:<br />

o Ensure full alignment with the Energy Label of ENER LOT 1.<br />

While the latest versi<strong>on</strong> of the criteria is c<strong>on</strong>siderably more aligned with the Energy Label of<br />

ENER LOT 1, discrepancy remains between the definiti<strong>on</strong>s of space heaters used in the<br />

current draft criteria of the <strong>Ecolabel</strong> <strong>for</strong> <strong>Heating</strong> <strong>Generators</strong>, in comparis<strong>on</strong> to the<br />

definiti<strong>on</strong>s used in the Energy Label of ENER LOT 1. There<strong>for</strong>e, <strong>EPEE</strong> calls <strong>on</strong> the<br />

Commissi<strong>on</strong> to include the definiti<strong>on</strong> used in the Energy Label of ENER LOT 1:<br />

“- ‘package of space heater, temperature c<strong>on</strong>trol and solar device’ means a package<br />

offered to the end-user c<strong>on</strong>taining <strong>on</strong>e or more space heaters combined with <strong>on</strong>e or more<br />

temperature c<strong>on</strong>trols and/or <strong>on</strong>e or more solar devices;<br />

- ‘package of combinati<strong>on</strong> heater, temperature c<strong>on</strong>trol and solar device’ means a package<br />

offered to the end-user c<strong>on</strong>taining <strong>on</strong>e or more combinati<strong>on</strong> heaters combined with <strong>on</strong>e or<br />

more temperature c<strong>on</strong>trols, and/or <strong>on</strong>e or more solar devices”<br />

Clarify the wording package of space heater used in criteri<strong>on</strong> 1, 1 as this provisi<strong>on</strong> seems<br />

to suggest that each separate heat generator within the package would need to meet all<br />

criteria. This would – when several heat generator technologies are combined – render it<br />

effectively impossible to obtain the <strong>Ecolabel</strong>.<br />

Provide clear guidance <strong>on</strong> the criteri<strong>on</strong> <strong>on</strong> Substances of Very High C<strong>on</strong>cern (SVHC).<br />

While <strong>EPEE</strong> understands that criteri<strong>on</strong> 10 is a direct result of the applicable framework<br />

legislati<strong>on</strong>, currently, no <strong>Ecolabel</strong> can be obtained when a SHVC under article 59 REACH<br />

Regulati<strong>on</strong> is present. This rends the viability of the <strong>Ecolabel</strong> questi<strong>on</strong>able.<br />
