Message from the General Chair “The S&P has successfully reached an enhanced level of interaction with policy development and implementation at the national level.” Greetings. I am pleased with the success of our midyear conference. Representatives from more than 28 member agencies attended. Important topics and updates on the state of the state and provincial police missions were a major focus. The S&P has successfully reached an enhanced level of interaction with policy development and implementation at the national level. This accomplishment was evident with the participation of our guest speakers and dignitaries from the DHS, ATF, and the FBI, to name a few. Their grounded belief and understanding of the importance of the work of the S&P members is apparent by their collective attendance. Our S&P Day on the Hill was well attended; midyear attendees represented members from all regions of S&P. I applaud you for your dedicated service and active role in supporting the important work of our members and partnering agencies. Thanks to the IACP, the S&P Division has distributed a first-of-itskind publication, The Role of State and Provincial Law Enforcement Agencies in a Post 9/11 Era: The Demands and Capacities of Protecting and Policing the Homeland. Historically undocumented, this report uncovers the collective critical missions and day-to-day operations of the state and provincial police community, and further articulates our significant involvement in missions related to counterterrorism, drugs and weapons trafficking, information sharing, state fusion centers, terrorism task forces, and intelligence-led policing. spring 2008 The statistics showed a 72 percent overall usage rate for the students. I wanted the students to increase their belt use beyond the state’s average before the end of the Utah Highway Patrol Adopts High School to Promote Seat Belts By Trooper Todd R. Johnson, Utah Highway Patrol T he Utah Highway Patrol’s High School Adoption was created to increase seat belt use among teenage drivers and passengers. In Utah, the seat belt usage rate among teens can be as much as 20 percent below the overall Utah rate, currently at 88 percent. Provo High School was selected as the school to begin this program. Principal Sam Ray pledged his full support for the school’s participation. At least once every month we held a lunchtime activity to promote seat belts as well as the image of the highway patrol. At the first activity, we set up a UHP vehicle display. The students were allowed to sit in, or on, each of the vehicles. Many of them asked about the UHP and law enforcement in general. The PTA and I took seat belt statistics on the student drivers and front seat passengers arriving at school. Each of us stood at an entrance, with clipboard in hand, and observed whether or not the seat belts were being used. At the end of the day, we repeated the same procedure. The statistics showed a 72 percent overall usage rate for the students. I wanted the students to increase their belt use beyond the state’s average before the end of the school year. At the school’s first assembly, I introduced the High School Adoption to the students. Throughout the school year they would see a lot of me as I promoted seat belt usage. No citations or warnings would be issued—just education. In September I brought down the Seat Belt Convincer, which simulates a five-toseven mph impact. The students climbed on the machine, buckled school year. their seat belts and were able to experience the impact. Many made comments such as, “I didn’t think I would feel that much force at such a slow speed!” Periodically I e-mailed a seat belt safety message to the student council to read as part of their morning announcements. The message gave statistics on seat belts and crashes. Before the holidays, we held a seat belt essay contest with the theme, “Do Seat Belts Save Lives” The essay was written to convince the imaginary reader—someone who did not wear a seat belt—to start using the restraint. As an incentive, I contacted the area businesses who donated goods and services that could be given out as prizes. The essays were judged by a handful of teachers, and the winner was recognized at an assembly. Sometimes I showed up at the school’s entrances and exits, before and after school, to encourage seat belt use. As each vehicle passed by the entrance, I gave the “thumbs up” to those vehicles that had everyone properly restrained. Those that had one or more not properly restrained were given the “put your seat belt on” sign by my running my right hand from the top of my left shoulder down across my torso to my right hip. The second semester began with the opportunity to teach one of the law enforcement classes. The course topics included an overview of the history of law enforcement, laws, trials, corrections, juvenile justice, traffic investigations, patrol tactics and specialized units. UHP personnel, as well as officers from other agencies gave presentations on their areas of expertise. As the school year was winding down, I appeared at the school parking lot about every third day. I displayed two signs: “Buckle Up—It’s the Law” and “Buckle Up—It May Save Your Life.” With the help of the PTA budget, Lt. Al Christianson, and Trooper Randy Akers, we teamed up at each of the school’s exits and handed out candy bars to each student who was wearing a seat belt. Those who were not were quickly reminded to buckle up, after which they received the candy bars. At the final lunch time activity, students signed a pledge always to wear their seat belts. The signed cards were placed in a box for a drawing of prizes such as MP3 players and digital cameras. A local business donated $1,000 towards this activity. To conclude the High School Adoption, the PTA took the final seat belt statistics before and after school. The results showed that the students had increased their belt usage up to 92 percent—a 20 percent increase since August. In a message I sent to be read as part of the daily announcements, I congratulated the students for their success and warned that someday, somewhere, one or more of them would be involved in a motor vehicle accident.
