up, whe<strong>the</strong>r from school, home or elsewhere, some knowledge <strong>of</strong> whe<strong>the</strong>r<br />

<strong>the</strong>y are liv<strong>in</strong>g <strong>in</strong> a <strong>democracy</strong> or not, <strong>of</strong> what social problems affect <strong>the</strong>m<br />

<strong>and</strong> even what <strong>the</strong> different pressure groups or parties have to say about<br />

<strong>the</strong>m. All this can be encouraged, guided <strong>and</strong> built upon.<br />

W<strong>in</strong>dsor County Primary School, Toxteth, Liverpool, is <strong>in</strong> one <strong>of</strong> <strong>the</strong> most<br />

socially deprived parts <strong>of</strong> <strong>in</strong>ner-city Toxteth, yet <strong>for</strong> several years <strong>the</strong>re have<br />

been no exclusions, someth<strong>in</strong>g that <strong>the</strong> headteacher puts down to <strong>the</strong> creation<br />

<strong>of</strong> <strong>the</strong> pupil council. The council held a special meet<strong>in</strong>g <strong>for</strong> <strong>the</strong> pupils to discuss<br />

what <strong>the</strong>y wanted to say to o<strong>the</strong>rs about <strong>the</strong>ir pupil council. Here is part <strong>of</strong> it:<br />

‘Hav<strong>in</strong>g a pupil council ... has trans<strong>for</strong>med our school by <strong>the</strong> responsible<br />

decisions that it has taken. We have appeared on television <strong>and</strong> we have helped<br />

to tra<strong>in</strong> o<strong>the</strong>r <strong>schools</strong>. In our school, we have organised events <strong>and</strong> fund rais<strong>in</strong>g<br />

activities to buy equipment to improve our playtimes. The number <strong>of</strong> badly<br />

behaved pupils has dropped... Be<strong>in</strong>g a councillor is a lot <strong>of</strong> responsibility.<br />

Listen<strong>in</strong>g <strong>and</strong> advis<strong>in</strong>g can be a very hard job. Pupils respect <strong>the</strong> councillors <strong>and</strong><br />

know <strong>the</strong>y are good friends to everyone. Bully<strong>in</strong>g has dim<strong>in</strong>ished <strong>in</strong> our school<br />

because councillors look, listen <strong>and</strong> support all children... We believe that our<br />

pupil council has made our school a better place – a place where children’s<br />

op<strong>in</strong>ions count. We believe every school should have a pupils’ council.’<br />

(b) Secondly, learn<strong>in</strong>g about <strong>and</strong> becom<strong>in</strong>g helpfully <strong>in</strong>volved <strong>in</strong> <strong>the</strong> life <strong>and</strong><br />

concerns <strong>of</strong> <strong>the</strong>ir communities, <strong>in</strong>clud<strong>in</strong>g learn<strong>in</strong>g through community<br />

<strong>in</strong>volvement <strong>and</strong> service to <strong>the</strong> community. This, <strong>of</strong> course, like <strong>the</strong> o<strong>the</strong>r<br />

two branches <strong>of</strong> <strong>citizenship</strong>, is by no means limited to children’s time <strong>in</strong><br />

school. Even if pupils <strong>and</strong> adults perceive many <strong>of</strong> <strong>the</strong> voluntary groups as<br />

non-political, <strong>the</strong> clearer mean<strong>in</strong>g is probably to say ‘non-partisan’: <strong>for</strong><br />

voluntary bodies when exercis<strong>in</strong>g persuasion, <strong>in</strong>teract<strong>in</strong>g with public<br />

authorities, publicis<strong>in</strong>g, fund-rais<strong>in</strong>g, recruit<strong>in</strong>g members <strong>and</strong> <strong>the</strong>n try<strong>in</strong>g to<br />

activate (or placate) <strong>the</strong>m, all such bodies are pla<strong>in</strong>ly us<strong>in</strong>g <strong>and</strong> need<strong>in</strong>g<br />

political skills.<br />

The John Bentley School, Calne, Wiltshire, has a ‘Young Enterprise’ scheme,<br />

community service learn<strong>in</strong>g, work experience <strong>and</strong> an active school council. The<br />

school council has developed a <strong>for</strong>mal l<strong>in</strong>k with <strong>the</strong> town council. As <strong>the</strong> only<br />

secondary school <strong>in</strong> <strong>the</strong> town, it provides all 16 councillors <strong>for</strong> <strong>the</strong> Calne Young<br />

Peoples’ Town Council (YPTC). The YPTC liaises closely with <strong>the</strong> school<br />

council <strong>and</strong> meets monthly <strong>in</strong> <strong>the</strong> council chamber at <strong>the</strong> town hall. YPTC<br />

members sit on a wide range <strong>of</strong> organisations <strong>in</strong> <strong>the</strong> town, represent<strong>in</strong>g <strong>the</strong><br />

views <strong>of</strong> young people, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Civic Society, <strong>the</strong> Crime Prevention Panel<br />

<strong>and</strong> <strong>the</strong> town council’s amenities committee. The YPTC, <strong>in</strong> comb<strong>in</strong>ation with<br />

<strong>the</strong> school council, has obta<strong>in</strong>ed many improvements <strong>for</strong> young people <strong>in</strong> <strong>the</strong><br />

town <strong>and</strong> received grants such as that from Rural Action <strong>for</strong> environmental<br />

work. The YPTC has recently worked on a ‘safe routes to school’ project.<br />
