Every child who comes through our doors broken and traumatized, was once a loving, trusting, happy baby
full of hope and promise. Unfortunately, many children in Central Texas today face only a dark avenue where
hope and promise have faded.
For the past twenty-one years, the Austin Children’s Shelter has worked hard to be a ray of hope in the lives
of these precious children. We are like emergency personnel in a hospital, or a triage operation in a war,
working quickly and effectively to provide a safe environment, shelter, clothing, nutritious food, and medical
and dental care to these children. Without this help, the problems and struggles of these innocent children
and teens will only worsen and grow more complex, and much more costly to address.
Youth who are removed from their home by Child Protective Services receive individual attention and
counseling from our trained staff at the Shelter. We provide a homelike setting, helping the children heal
from trauma, develop valuable life skills, learn to make responsible choices and prepare for a more permanent
home. Most importantly, we lay a foundation of hope by enabling them to visualize a future full of promise
for themselves. We could not provide this priceless service without your support.
Thanks to your generosity, 2004 was a year of growth and successes a year of laying the foundation for future
growth of the Shelter. This past year we:
• Maintained a strong reputation as an excellent service provider for Child Protective Services and served
more children than ever before
• Introduced new programs and services to better meet the needs of the children we serve
• Diversified and expanded private funding by 60% through grants, events and donations
• Strengthened communications with key stakeholders and increased public awareness through new
marketing materials and web site, and
• Began implementation of strategic plan for future growth

As you will see in the following pages, our work encompasses many programs and services. The need has
never been greater, and our work never more challenging. The incidence and severity of child abuse and
neglect continues to rise, and while we were able to serve 337 children last year, we were forced to turn away
395 children for lack of resources. To ensure that no child is turned away in the future due to lack of space,
we began planning for an exciting expansion which will allow us to care for many more children.

A Foundation of Hope
Never knowing his father, Derek was abandoned by his mother when he was only a toddler. By the age of
six, he had become increasingly unmanageable and his grandparents relinquished custody of him to the state.
After numerous failed foster care placements, Derek came to the Austin Children’s Shelter at the age of
sixteen. A life full of rejection had created a young man with a chip on his shoulder who was highly
manipulative but also a young man with a lot of pain. He consistently exhibited self-destructive behaviors
and saw little hope of a better, happier life.
During his stay at the Shelter, staff identified his needs and put a plan into motion. Derek participated in
weekly individual and group therapy sessions that gave him an outlet to express his feelings. Consistent
limits helped him learn that he could trust staff to keep him safe. Having discovered that Derek is a budding
musician and a talented artist, we encouraged his artistic endeavors. Derek wrote songs about his past
experiences and played his guitar for the other children in the shelter. For his 17th birthday, he was surprised
with the arrival of a local musician who played and sang with him.
Derek slowly began to see that for the first time, he could receive unconditional care and support and develop
confidence that he would never be rejected here. His response to this nurturing was remarkable, and in a
short period of time, the boy who had “adults figured out” and kept them at a distance “where they
belonged” was beginning to trust. He developed relationships with several staff members and his therapist.
While here, Derek began to smile and laugh, and carry on meaningful conversations with staff. After he left,
Derek’s caseworker contacted the Shelter to say that Derek sent a message to the staff: he wanted to say hello
and thank them for believing in him and giving him an experience that opened the window of new
possibilities for his future.
Derek continued to work hard on the treatment goals he learned while here and is excelling in his high
school studies – he has even chosen two colleges to apply to so that he might fulfill his dream to be a
computer graphic game designer. Like a stepping stone, Derek’s brief time at the shelter became the
foundation that allowed him to dream of the life he wants and what the future may hold for him.

Programs
Every child who comes to the Austin Children’s
Shelter is in trauma and has special needs. Our programs
provide a method to bring healing and open up
new horizons for these children. It is our goal to
reduce the emotional trauma and provide them with
the tools they need to cope and start them on the road
to a better life full of hope and promise.
SAFE
Shelter, Apparel, Food and an Environment that is
secure are all part of our SAFE program. Through this
program we focus on providing these most basic needs
that allow the children to begin to feel safe. These
needs include accommodations in a homelike facility
and 24-hour supervised care, balanced meals, healthy
snacks and nutritional supplements appropriate for
each age as well as clothing and personal care items
that are given to each child.
CONNECTIONS TO
EMOTIONAL WELL-BEING
How does it feel to know in your heart that your
parents do not love you How does it feel to tremble
and scream, “Nothing can help me when I’m this
scared!” For the 300 children who come to the Austin
Children’s Shelter each year, these terrifying emotions
are all too real. The emotional well-being of each child
is paramount to healing and moving past the trauma
they have experienced. While they are here, each child
receives emotional and behavioral assessments as well
as individual and group counseling by experienced,
masters-level professionals. Children learn to cope
with depression, communicate clearly, learn which
adults they can trust, and how to avoid future
incidents of abuse and neglect.
Healthy Kids
Walk into the Austin Children's Shelter and you may
see a seven-month-old with casts on both legs, a tenyear-old
who is the size of a child four years of age, or
children who are unwilling to chew food because their
teeth hurt from cavities that are causing tooth decay.
To address these needs, our medical staff provides an
examination, evaluation and any necessary treatment
that a child needs. In addition, we provide immunizations,
nutritional analysis and follow-up care for
injuries and illnesses. Through our partnership with
Brackenridge Hospital, the children also receive dental
screenings and care. These medical reports go with
them to their permanent placement, giving them a
head start in their new home.
Building Tomorrows
Whenever a child changes school during the year, he or
she loses the equivalent of three to six months of education.
Children who miss school often or who are not
encouraged to do homework, fall significantly behind
their classmates as the year progresses. Toddlers who
have not been taught to recognize red and green, up
and down, or how to hold a crayon are ill-prepared for
kindergarten. Through this program, we provide educational
development – the foundation on which
tomorrows are built. Each child is academically
assessed and our staff coordinates any service the child
may need and consults with teachers or counselors
about the child’s situation. ACS also coordinates transportation
to the school of origin when possible and
provides individualized tutoring, homework assistance,
and all the supplies the children need for school, science
fairs and other special projects. Armed with the
knowledge of how important early development is to a
child’s future, ACS also provides a pre-school program
for children ages three to six years of age.
PATHWAYS TO CHANGE
We know that the behavior of a child or teen will
affect them in every aspect of their life. Each child is
unique but without redirection and guidance, a child's
inability to verbalize needs or frustrations or make
healthy choices can prevent them from being successful
in school, foster home placement and even later in
life as they enter the workforce. Learning a different
way to solve problems and manage conflict is a critical
life skill for children who come from abusive homes
where a clenched fist is the means for controlling others.
When a child learns that violence and intimidation
are not the only option to influence others, he can
begin the process of using his words to express his
needs and begin to listen to another side of a disagreement.
Creating these pathways to change is the goal of
direct care staff at the Shelter as they guide and direct
children through consistent daily routines.
HORIZONS
Activities such as basketball, swimming, Tae Kwan
Do or crafts can open new worlds for some children,
help manage fear or stress, or build self-esteem.
Imagine a twelve-year-old who has never been to the
zoo or experienced the wonders of a museum or art
gallery. This program makes it possible for these children
to engage in sports, cultural events and creative
endeavors that broaden their horizons. Exposure to
various career opportunities can instill ambition for
success. With a variety of opportunities, each child
can find something they enjoy and even an accomplishment
in which they can be proud.

a very successful financial year in 2004.
