IMPORTANT<br />
1) Please read the information in the back of this form to find out more about what you can<br />
apply for.<br />
2) All students must complete sections 1 to 9 and any other relevant sections.<br />
3) If you are under 20 on the start date of the course, and will not turn 20 during the course,<br />
you will normally be considered for an EMA and travel/course expenses.<br />
4) If you are 20 or over on the start date of the course, or turn 20 during the course, you will<br />
be considered for a bursary and travel/course expenses.<br />
5) The <strong>Further</strong> <strong>Education</strong> bursary fund is a limited fund. The College may not be able to<br />
fund every student if there are insufficient funds. You should apply as early as possible as<br />
applications are processed in order of receipt. We recommend you submit your application<br />
by 1 st August 2012 for it to be processed in time for the start of your course.<br />
6) Please complete the form as accurately as possible and return it with your supporting<br />
documents. Please ensure you have included ID and proof of household income<br />
(where appropriate). If your form is incomplete or missing information the processing of<br />
your form will be delayed.<br />

<strong>Bursary</strong> application forms received after these dates may not be considered for funding;<br />

Application forms received after the closing date will not be backdated to the start of the<br />
course. If we have funds available, late forms will only be processed from the date of<br />

Winter leavers: If you start a course in August/September, but only turn 16 between 1 st<br />
October 2012 and 28 th February 2013, you are eligible for EMA/bursary from January<br />
2013. The closing date for your application is 28 th February 2013.

completed to prove your JSA end date. You do not have to hand this form in at the same<br />

Rejected Applications<br />
If you are refused an award you will be sent a letter explaining the reasons for the refusal.<br />
You may request that the decision be reviewed by submitting a written appeal within one month of<br />
receiving the letter. An Appeals Committee will consider your request and advise you of their decision<br />

Course Criteria<br />
EMA/bursary awards are only available to students who are studying full-time non-advanced courses.<br />
If your course is at HNC level or above you should contact the Student Awards Agency for Scotland for<br />

Other funds available from the College<br />
If you will need help with childcare you can apply to the Childcare Fund (CCF). This fund is tested<br />
against household income. Please call or visit the Student Advice Centre for a form. Applications forms<br />
for this fund should be returned as soon as possible, and your award will be confirmed at the start of<br />
your course.<br />
If you will need extra help with general living expenses you can apply to the <strong>Further</strong> <strong>Education</strong><br />
Discretionary Fund (FEDF) This fund is means tested. Application forms for this fund will be available<br />
from the Student Advice Centre shortly after the course start date.<br />
EMA allowances for 2012/13<br />
If you are aged 16 by 30 th September 2012 and do not turn 20 during the course, you are eligible to<br />
apply for the EMA allowance.<br />
This allowance is means tested on parent/guardian household income. If you live by yourself, please<br />
contact the Student Advice Centre for advice.<br />
If there are no other children in the household in full-time education:<br />
You will qualify for the £30 payment if the household income is less than or equal to £20,351<br />
If there is at least one other child in the household in full-time education:<br />
You will qualify for the £30 payment if the household income is less than or equal to £22,403.<br />
If you apply for EMA, you will also be automatically assessed for travel costs and course materials from the<br />
bursary fund. You do not need to complete a separate form for this.<br />
<strong>Bursary</strong> maintenance allowances for 2012/13<br />
Under 18 away from home rate<br />
If you are under 18 and have an established permanent home of your own, or your parents’/guardians’<br />
home is deemed not to be within reasonable travelling distance of the College, you are eligible for an<br />
additional weekly allowance of £35.40 (on top of EMA).<br />
‘Established home of your own’ means that you have been living in your own home, and not with your<br />
parents, for at least three months before starting your course. You will need to provide evidence such<br />
as a tenancy agreement, utility bills or Council Tax notice to prove this.<br />
This allowance is means tested and if the level of household income is above the threshold the weekly<br />
rate will be reduced accordingly. The table below demonstrates how this means testing works.<br />

Standard rate<br />
If you are aged between 20 and 24, live in your parents’/guardians’ home and do not qualify for selfsupporting<br />
status, the weekly rate is £70.48. To find out if you qualify as self-supporting, please see<br />
the section about the higher rate bursary, below. This allowance is means tested and if the level of<br />

Higher rate<br />
The higher rate is for students aged 25 or over. If you are under 25 you are also eligible for this rate if<br />
you meet one of these requirements:<br />
1) You are married or living in an established relationship (you will need to provide a marriage<br />
certificate, or proof of relationship such as joint tenancy, joint bank account, etc, and you will need<br />
to provide proof of your partner’s income);<br />
2) You have an established permanent home of your own (you will need to provide evidence such as<br />
a tenancy agreement, utility bills, Council Tax notice showing you have had your home for at least<br />
three months);<br />
3) You have self-supporting status (see below);<br />
4) Your parents’/guardians’ home is deemed not to be within reasonable travelling distance of the<br />
College.<br />
What is ‘self-supporting’ status<br />
You have self-supporting status if one or more of the following apply:<br />
a) You are married (and the marriage has not broken down) (please provide your marriage<br />
certificate)<br />
b) You have no living parents (please provide proof)<br />
c) You are caring for a child dependant on you (please provide their full birth certificate, Child<br />
Benefit award or Child Tax Credits Award notice)<br />
d) You have supported yourself from earnings and/or benefits for a total period of at least three<br />
years (this does not have to be consecutive). To do this you need to provide proof of your<br />
earnings, such as payslips, P60s showing you have been working and earning above current<br />
Income Support levels, and/or proof you have been receiving benefits, for periods that add up to<br />
three years. We can also count periods where you have been on a Government Training<br />
Scheme, and periods where you have been the primary carer for an adult dependant (you need<br />
to provide proof of this, e.g. Training Placement letter, Carers <strong>Allowance</strong> naming the dependant)<br />

The weekly rate is £89.07. This allowance is means tested and if the level of household income is<br />
above the threshold the weekly rate will be reduced accordingly (this reduction is £1 for every £9 of<br />
income above the threshold). The table below demonstrates how this means testing works.<br />

For all of the bursary rates, we make extra allowances if there are other children or students in the<br />
household.
EMA Pay dates and attendance<br />
MA allowances<br />
Payments<br />
The EMA weekly allowance will be paid to you if you have achieved 100% attendance for the relevant<br />
week during term-time. An EMA is not paid for holiday weeks. These instalments are paid fortnightly in<br />
arrears into the bank account in section 3. Your EMA award letter will include a payment schedule.<br />
The EMA policy requires us to pay your EMA into your own bank account. We cannot normally pay it<br />
into someone else’s bank account on your behalf. If you do not have your own bank account, or<br />
someone looks after your money for you, please contact us for more advice.<br />
If you have an unacceptable level of attendance, progress or conduct throughout your course you may<br />
have your allowances stopped.<br />
Learning agreement<br />
All EMA students must sign a Learning Agreement and adhere to the conditions set out in that<br />
agreement. This agreement will be enclosed with the EMA award letter. You must also complete an<br />
Individual Learning Plan with your tutor.<br />
Age criteria<br />
Students aged under 20 on the start date of the course and who were born before 1 October 1996 are<br />
entitled to EMA allowances from August 2012. Students born between 1 October 1996 and 28<br />
February 1997 are only entitled to EMA allowances from January 2013.<br />
<strong>Bursary</strong> pay dates and attendance<br />
MA allowances<br />
<strong>Bursary</strong> allowances include money for maintenance, travel and course expenses. Travel and course<br />
expenses are not means tested for students under the age of 18.<br />
The bursary weekly allowance will be paid to you if you have achieved 90% attendance for the relevant<br />
week. <strong>Bursary</strong> allowances are paid into the bank account given in Section 3 every fortnight in arrears.<br />
Your payments are also dependent on achieving satisfactory progress throughout your course of<br />
study. Your bursary award letter will include a payment schedule.<br />
If you have an unacceptable level of attendance, progress or conduct throughout your course you may<br />
have your allowances stopped.<br />
Course Fees<br />
Students that qualify for EMA/bursary allowances are exempt from paying fees. Students that have<br />
been refused EMA/bursary allowances will qualify for a fee waiver as long as they meet the qualifying<br />
requirements set out in the Funding Council’s Fee Waiver Policy. You do not have to complete a<br />
bursary/EMA form to apply for Fee Waiver.<br />
Reclaim of <strong>Allowance</strong>s<br />
If you do not complete you course for whatever reason, you may have to repay some of the<br />
allowances paid to you. Generally this is calculated by reclaiming the money paid to you after your last<br />
date of regular attendance, e.g. if you left the course on 10 March and had been paid up to 31 March<br />
the College could reclaim 21 days' money.<br />
If you have been given course materials at the start of your course, and you leave your course within<br />
the first six weeks, we will ask you to either return your course materials, or pay for them.
