MOWING IN HIGH GRASS
All around us, newly planted crops are peeking up
through the surface of neatly plowed furrows and the
first growth of beautiful, thick green hay is already being
harvested. I’m reminded of an expression
from my (slightly distant) rural roots to
reflect enthusiasm and joy at being productively
engaged in an endeavor – to
say, “I’m mowing in high grass.” And I’m
thinking, here at CLC we really are mowing
in high grass.
As you will see from this issue of the
Newsletter, we are expecting to wrap up
two farmland protection projects this year
and are in discussions with several other
farm families about applications for the
next round of state funding. We’ve
received a tremendous response to our new farmerlandowner
match program. We’re working with many
towns and community groups on open space acquisition,
conservation and planning work. Our education programs
are oversubscribed. Our conservation areas are
heavily used, and we’re working to open two more this
year. We are in discussions about a number of new easement
and potential acquisition projects.
Columbia County is just a great place to
be doing this work. There is still time to get
it right here – to ensure that our communities
can grow and prosper without destroying
the abundant conservation values and
qualities that make this such an extraordinary
place.
Those of us who work at CLC feel very
fortunate that we are able to devote our
energies to this work. The sun is shining,
and we are making some serious hay. I hope
as you look through this newsletter you’ll
feel fortunate, as well, that CLC is so broadly engaged on
these many fronts to conserve the farmland, forests,
wildlife habitat and rural character of this great area and
strengthen connections between people and the land.
3 Farmland Protection - CLC is working with both farmers and
Conservation and the Kitchen
Farming in Columbia County is becoming increasingly
diversified. Just as the number of dairy farms grew in the
20th century, replacing the sheep farms of the 19th century,
the county is now seeing an increasing number of
smaller farms producing a wider variety of crops.
Columbia County farmers produce micro-salad greens,
strawberries, gooseberries, grass-fed beef, goats and sheep
for meat, fiber, and milk. In addition, the county supports
more than a dozen CSA farms. These farms reflect
the growing demand for products grown close to home.
Locally grown means food can be harvested when ripe and
fresh, and requires fewer transportation miles to get to
market (with corresponding reduced fuel consumption and
carbon production), leading to greater food security.
Land conservation has an important role to play in
the concept of “food security.” If farming is to thrive
in the coming years, it is imperative that farmland
remain available for that purpose. Conservation easements,
whether donated or purchased, provide a stable
land-base for agriculture in whatever form it may take,
now or in the future. Numerous farms in Columbia
County make their home on protected lands. Some
were protected by their owners/operators; others are
leased by the farmer; still others were purchased subject
to a conservation easement.
The majority of farmland in the county is associated with dairy.
Among the farms currently operating on permanent
conservation land are Coach Dairy, the Farm at Millers
Crossing, Beckenrah Farm, Fox Hill Farm, Hawthorne
Valley Farm, Herondale Farm, Kinderhook Farm, the
Old Chatham Sheepherding Company, Old Saw Mill
Farm, and Threshold Farm. These farms and others like
them around the county produce an amazing variety of
foods and value-added products, supplying a region far
beyond the boundaries of the county with locally produced
foods. So next time you stop by a farmstand,
pick up your share in a CSA, or make a purchase at the
farmers market, take a moment to reflect on where that
food came from, and take comfort in the knowledge
that it may well have been grown on protected land–
land that will always be available for farming.
Finding Land for Farmers
and Farmers for Land
Several of the farms mentioned above are operated by
farmers who are leasing the land they work. As the real
estate market in Columbia County accelerated in the
1990’s, the price of land rose to a point where farmland
was no longer affordable to most farmers looking for
land to expand or start up a new operation. Today,
thousands of acres of good farmland are owned by nonfarming
landowners. As part of our effort to support a
renewed and vigorous farming sector, CLC has started a
new program that will facilitate connections between
farmers looking for land to farm and landowners who
would like to see their land put back into production.
Rosemary and Barry Chase are working with CLC to protect
their farm.
The timeliness of this effort was born out at a conference
to explore the idea co-sponsored by CLC this past
winter with the Hawthorne Valley Association, the
Glynwood Institute and Land For Good. Attendance
by landowners and farmers alike was oversubscribed,
and several dozen farmers and landowners met and
talked together all day to share their experiences and
discuss what could be done to help address the issue of
land tenure.
“It has become clear that the economics of farming
are such that land ownership may not make sense for
many farmers,” notes Marissa Codey, senior land
protection manager in charge of CLC’s agriculture program.
“At the same time, many people who own
farmland are eager to put it to good use. CLC is contacted
by many new farmers looking to get established,
by existing farmers looking to expand their operations,
and by landowners interested in having some kind of
agricultural activity on their property. It is our hope
that the match program will help make some of these
operations more viable.”
If you are looking for land, or have land you would
like farmed, you can download an application from
the farmland protection page of our website at
www.clctrust.org and we will enter your information
What’s New at Our PCA’s
Public Conservation Areas (PCA’s) are properties that
CLC owns or manages for public access. We use them
as outdoor classrooms for our education program, they
are available year-round for hiking and outdoor recreation
and they provide important wildlife habitat. Trail
maps and directions to each of our PCA’s can be found
on our website, www.clctrust.org.
This past winter’s ice storms took a toll on the
forests and woodlands at many of our Public
Conservation Areas. This spring our PCA crew, along
with dozens of volunteers have been busy clearing
brush from the trails and removing potentially dangerous
hanging branches. All of this damaged wood is not
without value, however. The broken snags and standing
tree trunks can provide nesting sites for a variety of
bird species like pileated woodpeckers, barred owls, and
other cavity nesters. The fallen limbs and branches can
be piled up to form cover for small mammals like rabbits,
squirrels and chipmunks. As the debris rots, it
will fertilize the forest floor and provide a damp environment
for salamanders and fungi, creating a richer
variety of woodland species.
CLC’s staff are currently working on developing
master plans for the Siegel-Kline Kill and Round Ball
Mountain Conservation Areas with a goal of opening
both of these properties to the public this fall. If you
would like to see more public land in the county,
2008 | ANNUAL REPORT
M E S S A G E F R O M T H E C H A I R
MESSAGE FROM THE CHAIR
I’m very pleased to present with this issue of the
Conservancy News the Columbia Land Conservancy’s
2008 Annual Report– a year we experienced some
tremendous successes and, like
everyone else, some disappointments,
as well.
There were many achievements.
We completed and adopted
a thoughtful and thorough
strategic plan to guide us over
the next three to five years; we
initiated an in-depth analysis of
Columbia County’s conservation
attributes and values (which are,
as everyone knows, abundant
beyond measure); we put in place
a program to deepen our work in
support of good land use planning;
we opened the 233-acre
Schor Conservation Area in
Canaan; we provided outdoor
educational experiences to 3,700
children and adults; and we
crossed the 20,000 acre mark of private lands voluntarily
protected with conservation easements.
There were also some big challenges. The economic
turmoil that struck toward the end of the year took
a heavy toll. Losses to our endowment and reserve
resources required that we dramatically reduce our
operating budget for 2009. The
downturn has at the same time substantially
reduced the availability of
foundation support; and the State’s
budget crisis has resulted in delays
on several transactions we’ve been
counting on for much needed capital
infusions. For the first time in our
history, we were compelled to reduce
our staff, and those who remain have
taken a cut in pay and benefits. We
operate this year under a budget that
can only be described as austere. But
all of our program initiatives remain
in play, and our tremendous staff is as
hard-working and enthusiastic as ever.
All in all, we are pleased and proud
of our accomplishments in 2008 and
confident we have laid the groundwork
for a new and productive
Michael Polemis
chapter in the Conservancy’s life. We are very grateful
for your interest, encouragement and support.
Strategic plan
A major focus of 2008 was the completion and publication
of a new five-year plan that sets a course for
CLC’s third decade. CLC’s board and staff worked
with Linda London, of London Associates, for more
than a year to complete a comprehensive assessment
of our mission, programs and future role in the
community. The plan ensures CLC will be working
strategically and effectively to accomplish our mission:
to work with communities to conserve the
farmland, forests, wildlife habitat and rural character
of Columbia County, strengthening connections
between people and the land.
1) Develop a Strategic Conservation Plan
In 2008 we began developing a Strategic
Conservation Plan that will include a comprehensive
natural resources inventory for Columbia
County in a Geographic Information System (GIS)
database. The inventory will be available to municipalities
and community groups for use in their
land planning and conservation efforts. The plan
will help us prioritize CLC’s conservation objectives
with specific project selection, acquisition and
management criteria for each program. This work
was supported in part by a New York Conservation
Partnership Program grant administered by the
Land Trust Alliance.
2) Strengthen and Promote the Farm Community
Agriculture has been a defining factor in shaping
Columbia County’s landscapes, community character
and conservation values. CLC views the support
of agriculture as a central conservation strategy.
In 2008 we continued to assist farmers in Ancram,
New Lebanon, and Taghkanic working with the New
York State Farmland Protection Program and we
began developing a new program designed to foster
connections between people who own farmland and
farmers looking to expand their operations. (See
page 3). We updated and reissued the Farm and
Forest Landowners Bulletin, worked with three towns,
Ancram, Chatham, and Taghkanic to prepare applications
for state assistance for municipal farmland
protection plans and worked to encourage the
County Farmland Protection Board to prepare a
county-wide farmland protection plan.
ties to identify and implement their conservation
goals. Last year, CLC worked with a number of
communities, including Ancram, Chatham, Ghent,
Greenport, Hudson, Kinderhook, Stuyvesant, and
Taghkanic, providing varying levels of support to
their efforts with comprehensive planning,
farmland protection plans, creating new trails and
parks and considering conservation development
proposals.
4) Engage the Community
CLC is taking a more active role in communities to
increase public awareness of our work in support
of conservation, agriculture, and good land use
practices. Last year, our staff made presentations to
the Chamber of Commerce, the County Farmland
Protection Board, the Board of Supervisors, and
numerous other local groups and organizations.
We also had a presence at community days in
Chatham, Hillsdale, and Philmont and began sponsoring
a girl’s softball team through the Chatham
Little League. Our exhibition at the County Fair
won best of class, and our store front windows
attracted favorable attention for their informative
and whimsical content.
5) Increase Our Organizational Capacity to
Accomplish Our Mission To accomplish these strategic
goals, CLC needs to maximize all of our resources
- our staff, our board and our financial position.
CLC is committed to following the best practices in
governance, finance and administration, providing a
productive work environment for our staff and
strengthening our financial resources. To this end,
we began the process of obtaining full accreditation
from the Land Trust Alliance.
2 0 0 8 H I G H L I G H T S
CLC maintains 7 properties for public use, holds conservation easements on over 20,000 acres, and provides free programs to
3,700 children and adults.
3) Promote Good Land Use Policies and Practices
In order to strengthen CLC’s capacity as a planning
resource to municipalities and community groups,
CLC hired Ellen Jouret-Epstein as a Land Protection
Manager. Jouret-Epstein is working with communities
seeking to promote good planning and development
practices. As a licensed landscape architect
experienced with community planning, Ellen has
the technical expertise to assist municipal governments
in the planning arena and to assist communi-
CLC’s county-wide natural resources inventory will aid
conservation efforts.
Critical Support
The work of a local land trust relies on the generous
support of the community it serves. At CLC we are
very fortunate to have a broad base of individual
donors and local businesses who share an appreciation
for the working farms, forest lands, and wildlife habitats
that are so abundant in Columbia County and that
make this such an exceptional area to live and work.
In addition, we wish to acknowledge the following
foundations, which made grants to assist us with implementing
key elements of our new strategic plan: the
David Rockefeller Fund, Ellsworth Kelly Foundation,
J.M. Kaplan Fund, New York State Council on the Arts
(NYSCA), and the Pershing Square Foundation.
Private Land Conservation
With the protection of a 64-acre ridgeline parcel in
New Lebanon, CLC’s conservation easement program
reached a new milestone, having helped 143 families
protect more than 20,000 acres of land in Columbia
County. This achievement was celebrated in August at
Willowdale Farm in Claverack at a gathering of many
of the conservation easement landowners who have led
this voluntary effort. Through their work with CLC,
these landowners have ensured that the conservation
resources of their farms and forest lands will be maintained
over time, helping to protect the natural and
rural heritage of the county.
Public Conservation Areas
In 2008, the Schor Conservation Area in Red Rock was
formally opened for year-round public recreation. This
233-acre property was part of Jon Schor’s estate bequest
to CLC at his passing in 2004. Schor was a long time
CLC trustee, serving as vice-chair of the Conservancy’s
board, and a vigorous advocate for public lands. In
creating the conservation area, CLC honors Schor’s
legacy and contributions to the local community. The
two-and-one-half miles of woodland trails lead visitors
around the shores of a beautiful pond before enticing
them to climb a high overlook with spectacular views
of the entire Hudson Valley.
Bob Herron’s legacy gift to Austerlitz.
Echoing the leadership legacy of Jon Schor, another
individual stepped forward last year to make his own
generous gift to the community. Bob Herron, a
life-long resident of Austerlitz, finalized his plans for
39 acres along the Green River. Herron has generously
made provisions in his Will that will allow CLC to
establish a new public conservation area on the land,
opening it to the public for hiking, fishing, and enjoyment.
The parcel will also be available for special
events held by the Austerlitz Historical Society.
Environmental Education
CLC’s free outdoor education programs reached over
3,775 children, adults and seniors in 2008. We offered
217 programs, partnering with eight public schools,
four libraries and numerous other organizations
ranging from Head Start to senior homes, providing
opportunities for people of all ages to connect with
nature, explore the rural landscapes around them, and
learn about land stewardship, forestry, and agriculture.
The reach of our programs was greatly enhanced by
our dedicated co-educators who provided additional
programs and supplemented our staff’s knowledge and
skills. Highlights from 2008’s programs include creating
a native wildflower garden at the Hudson Middle
School, Hudson River Snapshot Day, spur of the
moment snowshoe hikes at Hand Hollow and Schor
public conservation areas, exploring the Hudson River
Estuary by kayak, building nest boxes for bluebirds, and
wildflower walks with the Farmscape Ecology Program.
and the Ellsworth Kelly Foundation, CLC’s offices were
updated using environmentally friendly “green” materials.
The result is an efficient workspace with room to
grow, and a much needed public facelift of our Main
Street façade. A standing room only crowd came to
tour the new offices in November when we hosted a
Business After Hours networking event for the
Columbia County Chamber of Commerce. If you have
not visited, stop by and we’ll gladly show you around.
Local Support
As everyone knows, last year was the most challenging
year in recent history from an economic standpoint.
CLC was not exempt from the painful realities this
shift brought about. Among other things, we lost
almost $200,000 of anticipated earnings from our
endowments. And we had several disappointments in
anticipated foundation support, as those institutions
were as hard hit as everyone else. Despite the gloomy
news, however, CLC’s supporters demonstrated that
even in hard times, conserving the farms that feed us,
protecting habitat for wildlife, and teaching young people
respect for our natural resources remains a priority.
This came across by the tremendous show of support
we received through our year-end appeal, setting an
all-time record, and for that we are very grateful.
Of course not all gifts are financial in nature. CLC
also relies on volunteers who contribute their time,
expertise, and passion for conservation. In 2008, 100
volunteers donated 631 hours of their time, helping
with special events, education programs, office mailings,
and trail work at our public conservation areas.
A Green Home
As a conservation organization, we are conscious of the
importance of finding ways to lessen our impact on
the environment. This principle was demonstrated in
2008 with the completion of a year-long renovation
and restoration of our offices at 49 Main Street in
Chatham. Thanks to an extraordinary lead gift from
Barbara and Michael Polemis, with additional support
from the New York State Council on the Arts (NYSCA)
Cows grazing on a hillside; morning mist lifting
off an open meadow; the quiet serenity found in
a stand of hemlocks - these are the fragile images
that draw people to Columbia County. In these
days of slowed economic growth and surging
support for local agriculture, CLC has tremendous
opportunities to expand its role as a catalyst for
conservation in the community.
With the help of our supporters, we will
continue to serve as a conservation resource for
Columbia County, hosting hundreds of free
outdoor education programs, providing access to
3,000 acres of scenic natural areas, and accepting
and stewarding conservation easements for
private landowners while implementing exciting
new initiatives under our strategic plan. We
cannot do all that needs to be done without
sustained and generous support from those who
believe in the value of our work.
ANNUAL REPORT | 2008
SUMMER/2009 | CONSERVANCY NEWS
F I N A N C I A L S
12
The economic turbulence during 2008 made for a
challenging year for the Columbia Land Conservancy
(CLC). Revenue streams CLC normally receives from
its endowment as well as foundation support were
markedly diminished during this year, resulting in an
operating deficit of $64,990 for the fiscal year. CLC
reduced its projected operating budget during 2008 by
$217,000 in an effort to keep our operations as lean
and efficient as possible, making some hard choices in
terms of staffing and programs in an effort to minimize
any further deficit spending.
On a more positive note, due to the generosity of both
long-time and new supporters, CLC had our strongest
year in terms of donor support and for that we are
grateful. CLC’s total operating revenue (exclusive of
our endowment depreciation) was $1,627,576. Most of
our revenue (75%) came from contributions from private
individuals, foundations, and government grants.
Total expenses were $1,692,566. Of that total, direct
program expenses were $1,320,201 and accounted for
78% of our overall expenses.
CLC’s assets total $8,501,925, the majority of which is
held in investments or public conservation area land.
Our current liabilities of $1,068,350 remain low relative
to the volume of overall financial activity.
Our financial records have been audited by Downey,
Sweeney, Fitzgerald & Company, Certified Public
Accountants, PC. A copy of our full financial statements
of CLC’s investment portfolio and carrying costs of
CLC is governed by a board of trustees, a group of dedicated
volunteers who agree to serve a three-year term
guiding and assisting the organization in achieving its
mission while supporting the staff. This year we say
goodbye to two trustees, Don MacLean and Andrew
McDonnell. MacLean served on the board since 2002
and provided a unique perspective as both Chair of the
Ancram Planning Board and an active farmer. He
leaves CLC to spend more time with his wife, Marnie,
on their expanded farming operation and continue
working on planning issues in his town. McDonnell,
who joined the board in 2004 and served on the development
committee, will continue to be part of the
CLC family as an easement owner in Chatham. CLC’s
board and staff extend their gratitude to them both for
their many contributions to local conservation.
The board and staff welcomed three new trustees
who began their terms in February.
Deborah E. Lans has been a resident
(weekends and any other
time she can grab) of
Spencertown since 1985 and
otherwise lives in NYC where
she practices law. She was
attracted to Columbia County
by its rural landscape, open
views and farmland, and the
diversity of its population, and
Deborah E. Lans
sees CLC as a vehicle to retain
what is special about the area. She (and her dog,
Mollie) frequent CLC's public lands for Saturday and
Sunday morning hikes in all seasons.
"To have such parkland so close to home, wherever
you live in the County, is a privilege, and seeing the
areas so well used speaks to how important this connection
to the land is for all of us," remarked Lans.
Board Transitions
Mark A. Levy has had a home in
Hillsdale since 1997. He first
became familiar with CLC and
its activities when he purchased
his Hillsdale property, a portion
of which was subject to an easement
held by CLC. Mark is a
partner in the law firm of
Stroock & Stroock & Lavan.
“I’ve been to many scenic places
Mark A. Levy
in the world, from Bhutan in
the Himalayas to Alaska, but nothing compares to the
beauty of Columbia County. I love its rolling hills, its
meadows and wooded areas, and its fabulous vistas,”
extolled Levy. “As a member of the CLC Board, I hope
to participate in furthering CLC’s dual mission of conserving
the rural character of Columbia County consistent
with smart, sustainable development and of
enabling its residents and visitors to learn about and
enjoy the land of Columbia County, including its
vegetation and wildlife.”
Leah Wilcox has lived for the
past ten years on a farm in
Ancram, where she has been
very active in the community.
Leah serves on the Comprehensive
Plan Committee, has served
on the board of the Hillsdale
Library, and for the past 8 years
was chair of the Zoning Board
of Appeals. She served on the
Leah Wilcox
County Planning Board through
2008. Leah has a deep interest in land use and has
attended numerous seminars and programs in connection
with her zoning board work and personal interests.
Leah and her husband Bob donated a conservation
easement on their farm in 2001. Prior to moving
to Ancram, Wilcox ran a marketing communications
company with her husband in Brooklyn, where Leah
had responsibilities for finance and human resources.
“Shortly after we moved to Columbia County, we
partnered with CLC to conserve our farm with a conservation
easement. In the years since, with its professional
and dedicated staff, CLC has broadened its commitment
to the county by providing many wonderful
public conservation areas for us all to enjoy and educational
opportunities for all ages. I am excited to be a
part of this forward looking organization that promotes
so much of what is important to me,” stated Wilcox
The Ooms Conservation Area is one of the properties CLC has
proctected for the public.
Leave a Lasting Gift to Conservation:
Planned giving enhances local land
conservation efforts
“I first became acquainted with the good work of the
Columbia Land Conservancy when a friend invited
me for a hike at the Greenport Conservation Area.
The property is conveniently located for those of us
who live in Hudson, and offers spectacular views of the
Hudson River and the Catskill Mountains. CLC does
a wonderful job with trail maintenance at the site.
Having lived in the Hudson Valley for 30 years, I am
keenly aware of encroaching suburbanization from
both north and south, and I've committed a portion
of my estate to help CLC with the important task of
preserving our rural heritage." Peter Jung, Hudson
Peter Jung has named CLC in his Will.
A planned gift to CLC will be of great assistance to our
efforts to help the people of Columbia County protect
the lands we all treasure. You can join a growing
number of people who have established living legacies
through their Wills with the following language:
“I give to the Columbia Land Conservancy, a
New York nonprofit corporation, having its
principal offices at 49 Main Street, P.O. Box 299,
Chatham, NY 12037, the sum of $__________
(or alternately, ____% of my estate) for its
general purposes (or for a specific project that
you have discussed with a CLC staff person).”
If you would like to discuss planned giving options
please contact Peter Paden at 518-392-5252 ext. 213
or peterpaden@clctrust.org.
The Board of Trustees and staff of the Columbia Land Conservancy would like to extend our sincerest thanks to
everyone who made contributions to the Conservancy in 2008. Reflected below are contributions received between
January 1st, 2008 and December 31st, 2008. Every effort has been made to produce an accurate listing of supporters
of the Conservancy. Please contact Marcia Cary at 392-5252 ext. 202 or marcia@clctrust.org to note any changes
for the next issue of Conservancy News. CLC is pleased to report that we have 100% board giving during each year.
