The 24th Police District Advisory<br />

Council (PDAC) honored five officers<br />

last week, naming them “Officers of<br />

the Year”. The ceremony, held at<br />

Romano’s Caterers in Juniata on<br />

Wednesday, <strong>April</strong> 1st, honored<br />

Officers Denise Flynn, Brian<br />

Spearman, Patrick Keck, Ken Fazio,<br />

and Steven Filippone.<br />

Hosted by the 24th PDAC<br />

President, Cheryl Gargiulo, the<br />

evening included praise to the<br />

officers from 24th District Commanding<br />

Officer Dan Castro, and the<br />

officers received gifts presented by<br />

John MacDonald, CEO and President<br />

of Impact Services Corporation.<br />

Juniata Action Committee Joins City-Wide Spring Clean-up<br />

The Juniata Action Committee<br />

joined in the Mayor’s Spring Cleanup<br />

Day by taking on the clean-up of<br />

Cayuga <strong>Street</strong>, from Castor Avenue<br />

at the Golf Course to G <strong>Street</strong>.<br />

The clean up was a big chore,<br />

which included Ferko Playground<br />

and the Juniata Park Boys and Girls<br />

Club areas.<br />

Along with members of the<br />

Juniata Park Action Committee,<br />

volunteers included local neighbors,<br />

Scouts, members of Bethel Chapel<br />

Church, and NorthEast Treatment<br />

Centers.<br />

The Juniata Action Committee<br />

thanks everyone who gave their<br />

time on Saturday to help pick up<br />

dozens of bags of trash.<br />

Taylor bill would protect consumers<br />

by limiting electric rate hikes<br />

In a move to limit future rate<br />

increases, State Rep. John Taylor (R-<br />

177) has cosponsored legislation to<br />

prevent electric companies from<br />

unfairly squeezing consumers when<br />

state-imposed rate caps are<br />

removed next year.<br />

“Many consumers are unaware<br />

that electric companies have been<br />

restrained from raising rates as high<br />

as they would like by a 12-year-old<br />

regulation that is about to end,”<br />

Taylor said. “That could cause a<br />

spike in electric rates that many<br />

customers will find intolerable.”<br />

In 1997, the state, in a move to<br />

restrain electric companies from<br />

forcing excessive rate hikes on<br />

consumers, placed temporary caps<br />

on how high the state’s electric<br />

companies can increase their rates.<br />

But these restrictions will be lifted<br />

in 2010. That means families could<br />

see rate spikes of 30 percent of<br />

more.<br />

The bipartisan bill, introduced by<br />

Democrat State Rep. Keith McCall<br />

and cosponsored by Taylor, would<br />

require that each electric company<br />

offer consumers and small<br />

businesses the option to phase in<br />

the rate hike over three years. The<br />

Taylor plan would limit the increases<br />

to no more than 15 percent a year.<br />

To further ease the burden, the bill<br />

would also offer consumers the<br />

voluntary option to begin the phasein<br />

period earlier. In this case,<br />

customers would earn 6 percent on<br />

whatever they pay the electric<br />

company in advance and that<br />

amount would be deducted from<br />

their bill when the rate increases<br />

kick in.<br />

“We applied the rate increases to<br />

prevent electric companies from<br />

placing an undue burden on<br />

consumers, particularly those with<br />

limited incomes,” Taylor said. “We<br />

cannot undermine this by allowing<br />

these same utility companies to<br />

force unreasonably high rate hikes<br />

on people who will be crippled<br />

financially if we do not offer an<br />

alternative.”<br />

Meeting on City’s Fiscal Crisis<br />

picked Piccoli “because it REALLY<br />

needed it!” She is currently in the<br />

process of encouraging an Advisory<br />

Council to form at the Playground<br />

that will help in creating Afterschool<br />

Angry Over Another Stolen<br />

Recycling Bucket!<br />

I am a resident on the 3900 block<br />

of L <strong>Street</strong>, since I’ve lived here my<br />

recycling bin has been stolen twice.<br />

After the first theft I put holes in my<br />

can, wrote my address on it, and tied<br />

it off to my railing, however; after a<br />

recent night out for pick up,<br />

someone (and I and you know who<br />

you are!) stole my recycling can, and<br />

replaced my address with their own.<br />

To some people this may not<br />

seem like a big deal, but those<br />

Recycling bins are for the purpose<br />

of helping the earth, keeping this<br />

place we live in a better place, and<br />

the gall of someone to steal<br />

something meant for this purpose<br />

seems even more horrid. We are all<br />

trying to do are part, but rather then<br />

steal other people’s source of<br />

Recycling, why not go get your<br />

own!!!<br />

and neighbors to clean-up and<br />

green-up our communities is exactly<br />

what the doctor ordered!<br />

Clearing our sidewalks of litter,<br />

installing new public gardens, or<br />

planting trees along a stream or<br />

park provides a sense of<br />

accomplishment and re-establishes<br />

community pride and responsibility.<br />

In addition, state and local<br />

governments are dealing with a<br />

severe shortage of resources so your<br />

time and energy in the <strong>2009</strong> Great<br />

American Cleanup of Pennsylvania<br />

is needed more than ever!<br />

For the past five years more than<br />

775,000 Pennsylvanians have<br />

helped “Keep Pennsylvania<br />

Beautiful” by participating in the<br />

Great American Cleanup of<br />

Pennsylvania (GAC of PA). These<br />

civic volunteers donated more than<br />

2.3 million hours of their time<br />

picking up litter and trash; planting<br />

trees, shrubs and flowers; restoring<br />

community and state parks;<br />

cleaning illegal dumps from<br />

forestlands, and waterways; and<br />

conducting workshop and learning<br />

activities for youth.<br />

Beautiful, Inc., organizers of the<br />

nationwide “Great American<br />

Cleanup”, four Pennsylvania state<br />

agencies, a number of state and<br />

Through Keep America Beautiful’s<br />

efforts, Pennsylvania has received<br />

more 2.5 million trash bags from<br />

the Glad Corporation over the past<br />

Transportation distributes these<br />

Glad bags to everyone who registers<br />

an event as part of the GAC of PA.<br />

The Pennsylvania Department of<br />

Environmental Protection negotiates<br />

with disposal facilities to accept,<br />

without fee, the litter and trash<br />

picked during the two week “Pick It<br />

Up PA Days” - this year designated<br />

from <strong>April</strong> 25 to May 9. The<br />

Pennsylvania Department of Conservation<br />

and Natural Resources<br />

works with groups in cleaning state<br />

parks. PA DCNR also provides<br />

information and advice on planting<br />

trees and community gardens. The<br />

Prayers Needed for Mike<br />

People have been asking me how<br />

my Grandson Michael Mayer is<br />

doing. Last year a Benefit was held<br />

for Michael, who is suffering from<br />

Lymphonic Leukemia.<br />

People came to the Benefit and it<br />

was a huge success. He was so<br />

grateful. Michael was in remission<br />

for awhile, but now the cancer is<br />

back and he is not doing well.<br />

He is going to have a Bone Marrow<br />

transplant this coming week and his<br />

sister is the donor. He will have large<br />

doses of chemo and radiation. He<br />

will be in the University of PA<br />

Hospital for 6 weeks.<br />

Here I am again asking my Juniata<br />

family to please pray for Mike. He<br />

just celebrated his 40 th Birthday.<br />

Prayer is a great healer and I pray<br />

he will be ok. He has a beautiful wife<br />

Christine, and a daughter Halie.<br />

Please remember him in your<br />

prayers. He is a wonderful young<br />

man who deserves to live and enjoy<br />

a life with his family. My heart aches<br />

to see him suffer. As always, I will<br />

leave him in God’s hands.<br />

This family had its share of<br />

suffering. As you know, my son<br />

David is also battling cancer. Both<br />

these wonderful young men need<br />

our prayers and all the people who<br />

suffer from this horrible disease<br />

called cancer. May a merciful God<br />

help them through this very trying<br />

time and may they be healed. I want<br />

to thank you for your concern and<br />

your prayers.<br />

Chips of the Cross<br />

Last Sunday I ended my sermon<br />

about suffering by showing a picture<br />

of a beautiful sunset with a large<br />

cross silhouetted to one side. On the<br />

screen was a quote by Joseph<br />

Church: “Sufferings are but as little<br />

chips of the Cross.” I had talked<br />

about God’s grace and the reasons<br />

why we should be willing to suffer<br />

for Christ. Those are beautiful things<br />

to talk about.<br />

The cross was an ugly thing,<br />

though. The chips of suffering that<br />

God lets fall into our lives are ugly,<br />

too, but God wants the words we say<br />

in church to mirror the life we live<br />

on the street. He sent some chips<br />

of the cross into our lives about an<br />

hour later. Derick (an adult son of<br />

mine and one of the pastors here at<br />

Bethel) stopped by Wawa after<br />

church with Bill, an older man who<br />

recently found Christ and began<br />

attending our church. Derick left the<br />

store first. After he unlocked his car,<br />

he looked back and saw Bill on the<br />

pavement and three young men<br />

beating him up. Derick ran back,<br />

yelling at them, expecting them to<br />

scatter. Instead, the men left Bill<br />

lying there and went after Derick.<br />

They slugged him in the face several<br />

times and then ran off, leaving<br />

Derick staggering and bloodsplattered.<br />

You can probably imagine that<br />

desperate scene at Wawa: the thugs<br />

attacking, the blood, and the frantic<br />

calls to the police. That all happened<br />

in our neighborhood, at a store we<br />

go to often. Can you imagine the<br />

cross, though Much more injustice,<br />

more blood, more suffering than we<br />

will ever see in our neighborhood.<br />

Anytime we suffer it should remind<br />

us of the much bigger suffering that<br />

Jesus endured on Good Friday over<br />

2,000 years ago. “For consider<br />

[Christ] who has endured such<br />

hostility by sinners against Himself,<br />

so that you will not grow weary and<br />

lose heart” (Hebrews 12:3). “But we<br />

do see Him who was made for a little<br />

while lower than the angels, namely,<br />

Jesus, because of the suffering of<br />

death crowned with glory and honor,<br />

so that by the grace of God He might<br />

taste death for everyone” (Hebrews<br />

2:9). Jesus was God. He didn’t have<br />

to suffer and die. He volunteered to<br />

do it for us.<br />

You can imagine my feelings as I<br />

raced through the neighborhood<br />

looking for Derick. He’d called me<br />

first, but in the stress of the moment<br />

didn’t tell me (or I didn’t hear) where<br />

the beating had happened. I went<br />

several places before I found the<br />

ambulance and the police cars, the<br />

scene of the crime. Can you imagine<br />

my emotions It was almost half an<br />

hour before I could find out how<br />

badly Derick had been hurt. I was<br />

torn with grief and love. Can you<br />

imagine how God felt about His<br />

Son’s suffering for us Jesus, His<br />

Son, who had never wronged<br />

anyone, beaten and bruised and<br />

bloody, dying in agony for the<br />

wrongs we have done. God was also<br />

torn with grief, but His love for us<br />

was greater. He let the world’s<br />

greatest injustice happen on Good<br />

Friday to Himself.<br />

Can you imagine how Bill felt<br />

When we first saw him standing<br />

beside the police car, he was<br />

fighting tears. We told him how<br />

thankful we were that he was<br />

unhurt, but he pointed to Derick’s<br />

bloody face and said in a choked<br />

voice, “That would have been me if<br />

it hadn’t been for Derick.” This<br />

Easter season, those of us who<br />

know Jesus Christ as Savior point to<br />

a bloody cross and say, “That should<br />

have been me. I deserved God’s<br />

punishment for my sin, but Jesus<br />

stepped in and took it for me.”<br />

I’m so glad the cross isn’t the end<br />

of the story. After Good Friday came<br />

Easter Sunday—the resurrection, the<br />

beginning of the end of death<br />

forever. The death of Jesus made a<br />

way for those who accept His<br />

sacrifice to live forever with Him. My<br />

story, too, had a very good ending.<br />

Quick action by the police and<br />

witnesses helped them capture all<br />

three criminals. The doctor stitched<br />

up Derick’s face, and his black eye<br />

is healing. Bill was unhurt, and the<br />

police found and returned his money<br />

that the thieves had stolen.<br />

Will your life have a good ending<br />

No, I’m not talking about how you<br />

will die. I’m talking about what will<br />

happen afterwards. Have you<br />

accepted Christ’s sacrifice Does<br />

the Easter message fill your heart<br />

with grateful joy “He [God the<br />

Father] made [Jesus] who knew no<br />

sin to be sin on our behalf, so that<br />

we might become the righteousness<br />

of God in Him” (2 Corinthians 5:21).<br />

Student Citizenship Award<br />

Darlene (Darla) Scudder of Juniata<br />

has been awarded the Philadelphia<br />

Inquirer’s Third Annual Student<br />

Citizenship Award. Darla received<br />

the honor because of her scholarship<br />

excellence and volunteer work<br />

in her church, school, and community.<br />

Darla is a senior at the<br />

Philadelphia High School for<br />

Creative and Performing Arts on<br />

Broad <strong>Street</strong>. She has been a<br />

member of the National Honor<br />

Society for two years and has<br />

coordinated their annual blood drive<br />

for The Red Cross and has provided<br />

after school tutoring assistance to<br />

students who need it.<br />

Darla has also been editor of the<br />

school yearbook for the last two<br />

years and has sung with CAPA’s<br />

Concert Choir throughout the city.<br />

Her work also assists the ministries<br />

of Bethel Chapel Church. She<br />

teaches and helps with the Friday<br />

night youth group, the nursery,<br />

Junior Church, and sings in the<br />

“Bank On Philadelphia” Initiative Attempts to Reach<br />

80,000 Unbanked Philadelphians to Open a Bank Account<br />

City Controller Alan Butkovitz<br />

joined with community partners and<br />

financial institutions last week to<br />

kick off Bank on Philadelphia’s<br />

efforts to reach 80,000 unbanked<br />

Philadelphians. The program is<br />

using Financial Literacy month to<br />

bring awareness to residents.<br />

The event, which took place at<br />

Esperanza in North Philadelphia,<br />

demonstrated Bank on Philadelphia’s<br />

community outreach progress<br />

as more than 160 organizations<br />

around the City have joined<br />

the City Controller’s initiative to help<br />

unbanked Philadelphians.<br />

“Providing financial assistance<br />

and education to low-to-moderate<br />

income families is a worthwhile<br />

initiative that can help change lives<br />

for the better,” said Butkovitz.<br />

“Today would not have been<br />

possible without the hard work and<br />

support of so many local residents,<br />

civic and community based groups,<br />

as well as our corporate bank<br />

sponsors.”<br />

Community partners are working<br />

with nine financial institutions,<br />

including more than 100 branches<br />

around Philadelphia, to provide<br />

financial education and banking<br />

options to citizens without bank<br />

accounts of any kind. Organizations<br />

are distributing thousands of<br />

community referral cards as a tool<br />

to help the unbanked get into a<br />

financial institution and open a bank<br />

S.A.V.E. Program Helps<br />

Reduce Rate of Stolen Cars<br />

The 24 th District, in an effort to<br />

reduce stolen autos, is offering the<br />

Stolen Auto Verification Effort<br />

(S.A.V.E.) to citizens living in the 24 th<br />

District.<br />

By participating in this program,<br />

the owner of the vehicle is stating<br />

to the Philadelphia Police Department<br />

that their vehicle is not usually<br />

operated between the hours of 12<br />

midnight and 6:00 AM. If the police<br />

should observe a person operating<br />

the vehicle during the above hours,<br />

they will have reasonable suspicion<br />

to believe that the person operating<br />

the vehicle is doing so without the<br />

owner’s permission. In this instance,<br />

the police will conduct an<br />

investigation by STOPPING the<br />

vehicle to check for ownership. If<br />

the vehicle is loaned to someone<br />

other than the owner it is the<br />

owner’s responsibility to inform the<br />

driver of this fact.<br />

The S.A.V.E. program is a program<br />

that consists of two (2) stickers that<br />

resemble police emblems with a set<br />

of numbers listed below. The<br />

stickers are placed on both sides of<br />

the rear windows of the vehicle. We<br />

then enter your information into the<br />

police system. With the numbers<br />

listed, the officer that stops the<br />

vehicle will read the number over<br />

Police Radio, who will in turn be able<br />

to notify the owner and ask if the<br />

person driving the vehicle has<br />

permission to do so.<br />

To enroll in the program the owner<br />

must present proof of ownership,<br />

insurance and a valid driver’s<br />

license at the 24 th Police District<br />

“All Shook Up” on Stage at Cardinal Dougherty<br />

In Cardinal Dougherty High<br />

School’s Spring Musical Play, ‘ALL<br />

SHOOK UP’, a dreary town is<br />

brought to life by the arrival of a<br />

motorcycle stranger who teaches<br />

the town about love and rock and<br />

roll music. The show is set in the mid<br />

1950’s and features the familiar<br />

music of Elvis Presley. This year’s<br />

show stars seniors Chinh Pham,<br />

Katy Stein, and Kevin Pires, with<br />

help from juniors, Eric Gendaszek,<br />

Bree Green, Mallory Smith, and<br />

sophomore, Tim Brubaker, and<br />

freshman, Kanisha Small.<br />

Throughout each of the three<br />

performances, the audiences<br />

reacted enthusiastically to the<br />

effective musical renditions, the<br />

entertaining choreographed dances,<br />

and the narrative events. The stagecrew<br />

performed very capably which<br />

added to the enjoyable entertainment.<br />

Spontaneous, emotionally<br />

aroused applause punctuated<br />

the show and, at the end, all<br />

excitedly clapped and energetically<br />

commented on the outstanding<br />

performance. Everyone left with a<br />

happy satisfaction that they had<br />

chosen to attend the performance.<br />

Chinh, portraying Chad, the rover, joins Katy, the female mechanic, and<br />

Now most of us ordinary folks out<br />

here in the neighborhood know that<br />

we can’t eat what we haven’t got<br />

and we can’t spend what we don’t<br />

have. We work, know how to budget<br />

and generally try to live within our<br />

means…that is normally how it is<br />

supposed to work.<br />

You remember I talked last week<br />

about greed, cons and marks; also<br />

the fact that “there ain’t no such<br />

thing as a free lunch.” Of course, I<br />

should have amended that a little<br />

to state that there ain’t no such<br />

thing as a free lunch for us ordinary<br />

folks. For the fat cat financial<br />

bloodsuckers that put us in the<br />

mess we’re in right now…there is<br />

always a free lunch; and we and our<br />

children and grandchildren will pay<br />

for it for generations.<br />

That free lunch for the<br />

bloodsuckers is ongoing right now<br />

in the form of bailouts, bonuses and<br />

most importantly…sympathetic<br />

watchdogs running the show at the<br />

Treasury Department.<br />

Last week I gave you a few names<br />

and some background on those<br />

names, I have another one for<br />

you…Neil Wolin. Mr. Wolin was just<br />

named by President Obama to be<br />

the number two guy at the Treasury.<br />

So what, you say Well, remember<br />

what I said last week about greed<br />

Let me explain…You see before<br />

these bloodsuckers became<br />

unregulated they had to follow<br />

certain rules, with deregulation<br />

came no rules so they could con<br />

every sucker they came upon …<br />

that’s you and me.<br />

Example: Take AIG, now in the<br />

regulated days they could not do<br />

things like derivatives, credit swaps<br />

or flops or any of the other phrases<br />

and acronyms which we have all<br />

been hearing and reading about<br />

lately. But, enter the era of deregulation<br />

and these bloodsuckers<br />

could move worthless paper<br />

around—flops, swaps, deriving and<br />

lying—and make a fortune. (A<br />

fortune for them, a misfortune for<br />

us). Now, the politicians would—and<br />

did—tell us that “the industry is<br />

regulated, don’t worry.” To be<br />

honest, they weren’t completely<br />

prevaricating…once again, the AIG<br />

example. Before de-regulation<br />

AIG’s main claim to fame was<br />

insurance; after de-regulation they<br />

became a financial services<br />

company. With that new<br />

designation they had no regulation,<br />

no oversight by the feds or anyone<br />

else. However, they still did have an<br />

overseer from the feds because<br />

their insurance department was still<br />

regulated…this regulator had no<br />

oversight/jurisdiction over the<br />

financial services aspect of<br />

AIG…and we all know the rest of the<br />

story.<br />

So the upshot of all this is that the<br />

same damn foxes that raided the<br />

henhouse, are now placed in the<br />

position of guarding the henhouse,<br />

all the while our President keeps<br />

telling us “we’re gonna be all right.”<br />

There’s an ironic footnote to all of<br />

this; the other day President Obama<br />

told the CEO of GM to take a hike.<br />

The anvil the administration held<br />

over Rick Wagoner’s head was, “you<br />

gotta go, or no more bail out bucks.”<br />

Now, if this wasn’t so tragically<br />

stupid it would be funny. The auto<br />

industry has its many sins, but they<br />

sure as hell didn’t cause this<br />

financial meltdown we’re in…so why<br />

is Obama picking on them Union<br />

busting, perhaps<br />

So, financial industry causes the<br />

biggest global economic meltdown<br />

in history and they get trillions of<br />

dollars and the opportunity to guard<br />

the henhouse that they raided; auto<br />

industry, guilty of nothing more than<br />

stupidity in their creation of giant<br />

SUV’s and such…and they get kicked<br />

in the teeth…hmmmm. In the world<br />

of the con, this is known as the<br />

distraction—cons sometimes call it<br />

the Kansas City Shuffle—its how a<br />

good con works; it is also how<br />

politicians get the electorate to turn<br />

their attention away from the main<br />

plot and follow something else.<br />
