Residency<br />

Because the <strong>University</strong> is a state<br />

institution, <strong>Minnesota</strong> residents pay<br />

lower tuition than nonresidents, and,<br />

in many programs, receive priority<br />

consideration for admission.<br />

To qualify for resident status, you<br />

must be a U.S. citizen or permanent<br />

resident (green card holder) who has<br />

resided in <strong>Minnesota</strong> for at least one<br />

calendar year prior to the first day <strong>of</strong><br />

class attendance.<br />

During that one-year waiting period,<br />

your primary reason for living in<br />

<strong>Minnesota</strong> must be something other<br />

than school attendance. Exceptions<br />

generally apply only to veterans,<br />

migrant workers, specific federal<br />

employees, and faculty at <strong>Minnesota</strong><br />

colleges. You do not qualify for<br />

<strong>Minnesota</strong> residency if you hold a<br />

temporary international visa.<br />

Enrollment level<br />

If you are in a degree program, you<br />

must pay a flat tuition rate based on<br />

13 credits, no matter what your credit<br />

load. Any credits beyond 13 are available<br />

at no additional charge.<br />

Even if you register for 12 or fewer<br />

credits, you will pay the 13-credit flat<br />

tuition rate. If you are not in a degree<br />

program, you are charged per credit<br />

for credits 1–12 and a flat tuition rate<br />

for 13 or more credits.<br />

Exemption approval<br />

To enroll and pay only for 1–12 credits<br />

at the per credit rate, you must be<br />

approved for an exemption from the<br />

13-credit policy.<br />

If approved, you will be billed only<br />

for the credits you take. For consideration,<br />

<strong>Fees</strong><br />

The fees charged to your student<br />

account may be based on one or all<br />

<strong>of</strong> the following:<br />

• enrollment level<br />

• specific college or program<br />

• courses taken<br />

You will be assessed mandatory<br />

general, service & usage fees, as well<br />

as college & program fees, based on<br />

your enrollment.<br />

GENERAL FEES<br />

Student services fee<br />

The student services fee is distributed<br />

among various student programs that are<br />

listed online, along with their amounts,<br />

at onestop.umn.edu/finances/costs_and_<br />

tuition/tuition_and_fees/student_service_fees.html).<br />

If you are enrolled for 6 or more credits,<br />

you must pay a student services fee <strong>of</strong><br />

$368.29 per semester (unless exempt per<br />

classifications below), in addition to tuition.<br />

<strong>Course</strong>s that carry no degree credit<br />

and all audited courses are included in<br />

the credit total (one class hour equals one<br />

credit).<br />

Exemptions—You do not need to pay<br />

the student services fee if you are a<br />

student who is admitted to a credit<br />

certificate or specialized/evening/part-<br />

time academic plan (contact your program<br />

<strong>of</strong>fice); not admitted to a degree program;<br />

enrolled in the post-secondary enrollment<br />

options (PSEO) program; a Regents<br />

Scholarship recipient; or registered in the<br />

Senior Citizen Education Program.<br />

You must pay the fee if you want access<br />

to services covered by the fee (health plan<br />

excluded). Regents Scholarship recipients<br />

and Senior Citizen Education Program<br />

participants are not allowed the option to<br />

pay the fee.<br />

<strong>Course</strong> fees<br />

<strong>Course</strong> fees are specific to the subject and<br />

term and may change from year to year.<br />
