Residency
Because the University is a state
institution, Minnesota residents pay
lower tuition than nonresidents, and,
in many programs, receive priority
consideration for admission.
To qualify for resident status, you
must be a U.S. citizen or permanent
resident (green card holder) who has
resided in Minnesota for at least one
calendar year prior to the first day of
class attendance.
During that one-year waiting period,
your primary reason for living in
Minnesota must be something other
than school attendance. Exceptions
generally apply only to veterans,
migrant workers, specific federal
employees, and faculty at Minnesota
colleges. You do not qualify for
Minnesota residency if you hold a
temporary international visa.
Enrollment level
If you are in a degree program, you
must pay a flat tuition rate based on
13 credits, no matter what your credit
load. Any credits beyond 13 are available
at no additional charge.
Even if you register for 12 or fewer
credits, you will pay the 13-credit flat
tuition rate. If you are not in a degree
program, you are charged per credit
for credits 1–12 and a flat tuition rate
for 13 or more credits.

Exemption approval
To enroll and pay only for 1–12 credits
at the per credit rate, you must be
approved for an exemption from the
13-credit policy.
If approved, you will be billed only
for the credits you take. For consideration,
submit the 13-Credit Exemption

Registration by the end of the fourth
week of the semester.
Fees
The fees charged to your student
account may be based on one or all
of the following:
• enrollment level
• specific college or program
• courses taken
You will be assessed mandatory
general, service & usage fees, as well
as college & program fees, based on
your enrollment.
GENERAL FEES
Student services fee
The student services fee is distributed
among various student programs that are
listed online, along with their amounts,
at onestop.umn.edu/finances/costs_and_
tuition/tuition_and_fees/student_service_fees.html).
If you are enrolled for 6 or more credits,
you must pay a student services fee of
$368.29 per semester (unless exempt per
classifications below), in addition to tuition.
Courses that carry no degree credit
and all audited courses are included in
the credit total (one class hour equals one
credit).
Exemptions—You do not need to pay
the student services fee if you are a
student who is admitted to a credit
certificate or specialized/evening/part-
time academic plan (contact your program
office); not admitted to a degree program;
enrolled in the post-secondary enrollment
options (PSEO) program; a Regents
Scholarship recipient; or registered in the
Senior Citizen Education Program.
You must pay the fee if you want access
to services covered by the fee (health plan
excluded). Regents Scholarship recipients
and Senior Citizen Education Program
participants are not allowed the option to
pay the fee.

Distance Learning (ODL) course, you will
be charged an ODL fee, as follows:
1 = $0
2–5 = $90
6–10 = $180
11 or more = $270
