EMB MIMAROPA HOLDS TRAINING FOR NEW
POLLUTION CONTROL OFFICERS
The participants of the Pollution Control Officers’ Training: Introduction to Operation and Maintenance of Air and Water

To strengthen the stewardship toward environmental protection, the Environmental
Management Bureau Region IV-B, in close coordination with the Pollution Control Association
of the Philippines Inc. (PCAPI) MIMAROPA Chapter, organized and facilitated the “Pollution
Control Officers’ Training: Introduction to Operation and Maintenance of Air and Water Antias
accommodated by Bayview Park Hotel in Ermita, Manila from June 04 to
Pollution Devices” 07 of CY 2013.
A total of 101 individuals from private entities and Local Government Units (LGUs)
within Region IV-B participated in the four-day event which was filled with information
necessary for a Pollution Control Officer (PCO) to be aware about. These individuals are now
equipped with the knowledge and skill to effectively function as PCOs.
To ensure that the participants are best educated, the Bureau invited speakers who are
most capable of sharing their expertise including: Regional Director Allan L. Leuterio, Engr.
Buenafe Rioflorido, OIC of Environmental Impact Assessment Management Division, Engr.
Maria Socorro A. Abu, OIC of Pollution Control Division, Engr. Dan Goodwin Borja, Chief of
Water Quality Management Section, Engr. Jose Reynato Morente, GBH, Engr. Pablito Estorque
Jr., Chief of Air Quality Management Section, Engr. Einstein F. Quirante of Global
Environmental Services, Maevelyn Kathryn D. Tupasi, Laboratory Analyst I, Engr. Czes
Bongco, Chief of Hazardous Waste Management, and Engr. Darlito Guamos, President of
PCAPI MIMAROPA Chapter.

The lively interaction between the participants and the experts enhanced the event. It was
made sure that every question, issue and concern, in relation to the topics discussed, were
acknowledged, answered and explained with clarity and was made understood.
Dir. Leuterio exhibited strong support for the event and had his presence felt by being
approachable and attentive to questions and points raised. The workshop on generating and/or
completing a Self Monitoring Report (SMR) was also conducted, which is an important skill
PCOs must learn and properly execute.
Certificates of Participation were awarded to all newly trained officers while those who
aspired to be officially accredited by the Bureau as PCOs stayed for taking an examination. The
passing rate was set to 80%.
A week after the event, it was declared that 68% percent of the exam takers passed the
examination.
