EMB MIMAROPA HOLDS TRAINING FOR NEW<br />

POLLUTION CONTROL OFFICERS<br />

The participants of the Pollution Control Officers’ Training: Introduction to Operation and Maintenance of Air and Water<br />

Caancan, Engr. Buena Fe Rioflorido and Engr. Maria Socorro A. Abu and Regional Director Allan L. Leuterio.<br />

To strengthen the stewardship toward environmental protection, the Environmental<br />

Management Bureau Region IV-B, in close coordination with the Pollution Control Association<br />

of the Philippines Inc. (PCAPI) MIMAROPA Chapter, organized and facilitated the “Pollution<br />

Control Officers’ Training: Introduction to Operation and Maintenance of Air and Water Antias<br />

accommodated by Bayview Park Hotel in Ermita, Manila from June 04 to<br />

Pollution Devices” 07 of CY 2013.<br />

A total of 101 individuals from private entities and Local Government Units (LGUs)<br />

within Region IV-B participated in the four-day event which was filled with in<strong>for</strong>mation<br />

necessary <strong>for</strong> a Pollution Control Officer (PCO) to be aware about. These individuals are now<br />

equipped with the knowledge and skill to effectively function as PCOs.<br />

To ensure that the participants are best educated, the Bureau invited speakers who are<br />

most capable of sharing their expertise including: Regional Director Allan L. Leuterio, Engr.<br />

Buenafe Rioflorido, OIC of Environmental Impact Assessment Management Division, Engr.<br />

Maria Socorro A. Abu, OIC of Pollution Control Division, Engr. Dan Goodwin Borja, Chief of<br />

Water Quality Management Section, Engr. Jose Reynato Morente, GBH, Engr. Pablito Estorque<br />

Jr., Chief of Air Quality Management Section, Engr. Einstein F. Quirante of Global<br />

Environmental Services, Maevelyn Kathryn D. Tupasi, Laboratory Analyst I, Engr. Czes<br />

Bongco, Chief of Hazardous Waste Management, and Engr. Darlito Guamos, President of<br />

PCAPI MIMAROPA Chapter.


The lively interaction between the participants and the experts enhanced the event. It was<br />

made sure that every question, issue and concern, in relation to the topics discussed, were<br />

acknowledged, answered and explained with clarity and was made understood.<br />

Dir. Leuterio exhibited strong support <strong>for</strong> the event and had his presence felt by being<br />

approachable and attentive to questions and points raised. The workshop on generating and/or<br />

completing a Self Monitoring Report (SMR) was also conducted, which is an important skill<br />

PCOs must learn and properly execute.<br />

Certificates of Participation were awarded to all <strong>new</strong>ly trained <strong>officers</strong> while those who<br />

aspired to be officially accredited by the Bureau as PCOs stayed <strong>for</strong> taking an examination. The<br />

passing rate was set to 80%.<br />

A week after the event, it was declared that 68% percent of the exam takers passed the<br />

examination.
