membership, was immediately active in the region. While some claim<br />
that US foundations led <strong>European</strong>s by the hand in CEE, it remains true that<br />
some of the EFC’s most palpable successes were in that region.<br />
<strong>The</strong> new Europe<br />
In its early years, the EFC often referred to<br />
Europe after the wall’s collapse as the ‘new<br />
Europe’. To underscore its commitment to the<br />
region, the EFC’s first programme was its New Europe programme, an<br />
initiative which engaged foundations, associations and corporates in<br />
cooperation with the <strong>European</strong> Commission. Its main aim was to help<br />
build civil society in CEE by bringing together regional civil society representatives<br />
with their western <strong>European</strong> and American counterparts. <strong>The</strong><br />
programme targeted major civil society organisations<br />
across Europe, and culminated in a Through the New Europe programme,<br />
conference at UNESCO’s Paris headquarters in the EFC pursued its goal of developing<br />
July 1992. <strong>The</strong> event was an important catalyst foundation and civil society infrastructure<br />
for initiatives in CEE and beyond, and spurred and networking in CEE, and fostering<br />
the creation of several national associations of new foundations in the region.<br />

programme, the EFC pursued its goal of developing foundation and civil<br />
society infrastructure and networking in CEE, and fostering new foundations<br />
in the region.<br />
While the EFC was launching the New Europe programme, it also sought<br />
greater coherence for CEE grant‐making, by encouraging donors in the<br />
region to share experiences, develop partnerships and reduce duplication.
