TO THE PRESIDENT OF<br />

THE INTERNATIONAL WORKING MEN'S CONGRESS<br />

Dear Citizen,<br />

I regret that I am compelled by necessity to leave <strong>The</strong> <strong>Hague</strong> this morning for London. I wish you<br />

therefore to inform the <strong>Congress</strong> that only actual necessity would make me forego the pleasure and<br />

the duty of remaining until the termination of the proceedings.<br />

I sincerely hope that the further action of the <strong>Congress</strong> may be guided by wisdom -- that<br />

unanimity and good feeling may characterise its proceedings and that its result may be a glorious<br />

triumph for the cause of the Universal Proletariat.<br />
