Toby Heppel has been a political risks insurance broker<br />

for over thirty years, syndicating investment insurance<br />

risks in the London political risks insurance market and<br />

internationally. Since the 1990s, Toby has pioneered<br />

the building of co-operative reinsurance relationships<br />

between public sector, multilateral insurers and the<br />

private insurance sector, particularly in the Middle East<br />

and Africa.<br />

Mohamed Chouari pursued his higher studies in the<br />

USA where he obtained a Master Degree in 1972 and a<br />

doctoral candidacy same year.<br />

He also pursued a one year program in economics in the<br />

University Of Stockholm, Sweden, in 1974.<br />

He joined Dhaman in 1978 and participated ever since<br />

in developing the various guarantee schemes, and in<br />

cementing the credit and political risk insurance in the<br />

Arab region.<br />

He became Director of Operations in 2004.<br />

Prior to assuming his current role at OPIC, John Moran<br />

served both as the agency’s Managing Director in<br />

charge of Development and Coordination, and Director<br />

of Investment Development for Central and Eastern<br />

Europe, and served as OPIC’s regional representative for<br />

Southeast Europe, based in Zagreb from 2000 to 2003.<br />

He also served in OPIC’s Insurance Department as a<br />

Director and as an Investment Manager.<br />

Before joining OPIC, Mr. Moran was the U.S. Treasury<br />

Department’s Deputy Director for the Office for Central<br />

and Southeastern Europe, working on issues relating to<br />

the Balkans. He earlier served with USAID as its Director<br />

of Credit and Investment (1996-1998), and as its Senior<br />

Counselor on Investment Funds in Europe and the New<br />

Independent States (1993-1996).<br />

Prior to joining the U.S. Government, Mr. Moran<br />

was in private law practice from 1987-1993 with the<br />

Washington, D.C. law firm of Duncan & Allen, where he<br />

worked in the firm’s domestic energy and international<br />

trade and investment practices focusing on emerging<br />

markets and the international energy sector.<br />

He has a B.A. from the University of Michigan (Political<br />

Economy, 1982) and holds law degrees from the<br />

University of Notre Dame (J.D., 1986) and the George<br />

Washington University (LL.M., 1992).<br />
