earlier. Significant data collection has been undertaken by CVC and other agencies for
projects within the Alton area, in the decade since the original data was collected.
CVC staff has conducted a comprehensive review of information to identify critical data gaps
and perform a targeted update. This review included a thorough examination of data
contained within the report to:
a) screen-out which elements of the Environmental Component section would be subject
to change in the time that has elapsed since its collection;
b) establish which new data collected by CVC and other agencies would suffice as
acceptable data to be added as an update; and
c) identify further data collection requirements to be undertaken to close outstanding
data gaps.
The projects of key importance, as a source of more recent data, are the Subwatershed 17
Shaws Creek Subwatershed Study and the CVC Integrated Watershed Monitoring Program
discussed more in Chapter 4.
1.1 Study Approach
The Village Study process incorporates three interrelated components: the Community
Planning Component; the Environmental Component and the Servicing Component. This
process was developed in response to the Region of Peel’s Water Protection Strategy and
Guidelines for the Provision of Communal Sewage Disposal Systems (CSDS) that was
adopted by Regional Council in 1997. The Water Protection Strategy directs that
comprehensive Servicing and Settlement Master Plans (SSMPs), also known as Village
Studies examine the feasibility of CSDS where growth is to be planned in communities
without full municipal servicing.
The Community Planning Component of the study will address planning issues such as
population and settlement boundary, density, staging of growth, land use compatibility and
the protection of resources such as agricultural land and aggregates and conformity with
Provincial policies and plans. The intent of this component is to develop a long term plan
(2021) to guide the evolution of the village and ensure that the character and quality of life is
maintained and enhanced.
Integral to the realization of this objective is the Community Design sub-component. It will
make recommendations regarding community form and character, and internal and external
linkages. An essential part of the process is the study of the existing community character
undertaken in the first phase of the Village Study. An understanding of Alton’s character is
vital to developing a Community Plan that respects and enhances these characteristics, while
also allowing the community to evolve and change in an appropriate and desired direction.
Community Design and Architectural Design Guidelines will be prepared to ensure that the
character of new development and redevelopment in the commercial core and new residential
areas is compatible with the existing character. Chapter 3 of this report outlines the existing
conditions and character within the Alton Village Study Area.
