Full-time, Exempt Position<br />
General <strong>Description</strong><br />
Under the general direction and oversight of the <strong>System</strong> <strong>Director</strong>, assists in the<br />
administration of the <strong>Winnefox</strong> <strong>Library</strong> <strong>System</strong>. Supervises staff. Oversees staff<br />
development and training and member library continuing education. Assists<br />
member libraries in developing county library service plans. Implements the<br />
<strong>Winnefox</strong> Long Range Plan. Independently develops and manages other<br />
projects. Assists the <strong>System</strong> director in the processes required to improve the<br />
system and its services on behalf of the member libraries and maintain<br />
compliance with pertinent laws and regulations. Acts on behalf of the <strong>System</strong><br />
director as the need arises.<br />
Specific Duties<br />
General Management<br />
1. Oversees the planning, implementation, and evaluation of <strong>Winnefox</strong><br />
activities under the supervision of the <strong>System</strong> director.<br />
2. Recommends new policies or changes in policy to the <strong>System</strong> director.<br />
3. Consults with member libraries concerning the evaluation of system<br />
services.<br />
4. Prepares and submits required <strong>System</strong> plans and reports to the<br />
Department of Public Instruction.<br />
5. Supervises the receipt and expenditure of system funds according to<br />
established guidelines.<br />
6. Hires, evaluates, disciplines, and dismisses staff under the direction of the<br />
<strong>System</strong> director.<br />
7. Supervises and coordinates the work of the system staff.<br />
8. Oversees the <strong>Winnefox</strong> Cooperative Technical Services subprogram.<br />
9. Oversees the expenditure of funds in accordance with approved policies,<br />
appropriations, and budgets.<br />
10. Writes grant proposals and administers grants awarded to the system, or<br />
delegates these tasks to appropriate staff.<br />
11. Attends meetings of the <strong>System</strong> Board except when excused.<br />
Services to member libraries<br />
1. Meets regularly with <strong>Library</strong> Advisory Committees in member counties to<br />
develop & evaluate library service plans and ensures adequate county<br />
funding for member public libraries.<br />
2. Assists member libraries to interact more effectively with local<br />
governmental agencies in order to obtain the support and resources<br />
needed to provide high quality library services.<br />
3. Assists member libraries and municipalities in meeting pertinent statutory<br />
requirements for system membership.<br />
4. Serves as general consultant for member libraries and trustees.<br />

5. Organizes & develops workshops and other training programs for member<br />
library directors, staff and trustees and system staff and trustees<br />
6. Serves as continuing education validator for recertification of public<br />
librarians in the system.<br />
7. Assists member library directors in the preparation and submission of<br />
annual reports.<br />
Other related or required duties.<br />
1. Participates regularly in activities that promote professional development.<br />
2. Advocates for improved library services and support.<br />
3. Promotes library services.<br />
4. Edits the Shhhout & Trustee Tales newsletters<br />
5. Shares information on legislative issues and issues of interest to libraries<br />
with member library directors and trustees and system staff and trustees.<br />
6. Serves as Acting director in the absence of the director.<br />
7. Other duties as required or assigned by the <strong>System</strong> director.<br />
Experience and Requirements<br />
1. MLS from ALA accredited library school and eligibility for Grade 1<br />
Wisconsin Public Librarian Certification, as well as willingness to maintain<br />
certification.<br />
2. Minimum of four years’ professional public library experience, including at<br />
least one year in a supervisory role and one year in administration.<br />
3. Thorough knowledge of library materials, and the principles and practices<br />
of modern library administration.<br />
4. Ability to supervise the work of subordinate professional, technical,<br />
clerical, and other staff members.<br />
5. Ability to establish and maintain effective working relationships with other<br />
staff, system trustees, member librarians, and the general public.<br />
6. Valid Wisconsin driver’s license, means of transportation, and willingness<br />
to travel to participating libraries and state-level meetings.<br />
7. Willingness to attend relevant statewide, regional, and national meetings<br />
and conferences.<br />
8. Willingness to work flexible hours, including some evenings and<br />
weekends.<br />

problems; take advantage of opportunities to accomplish goals; establish<br />
systematic methods of accomplishing goals.<br />
8. Reading ability: effectively read and understand information contained in<br />
memoranda, reports and bulletins, etc.<br />
9. Time Management: set priorities in order to meet assignment deadlines.<br />
10. Ability to operate computer workstation and other business machines with<br />
speed and accuracy.<br />
