acronyms, glossary and further information SLGA SNCI SPA Surrey Local Government Association SPG SSSI SUDS Supplementary Planning Guidance Site of Nature Conservation Importance Site of Special Scientific Interest Special Protection Area Sustainable Urban Drainage System Glossary Affordable housing – housing for people who cannot afford to buy or rent on the open market, usually subsidised housing for rent or home ownership provided by the local authorities or a registered social landlord, and where planning conditions or agreements exist to ensure that it remains affordable in perpetuity.This may include low cost market housing where a subsidy has been provided by the developer to reduce the initial costs (and the costs to all subsequent occupiers) of the housing to a level significantly below open market levels. After use – the ultimate purpose to which former mineral or waste disposal sites are returned. Agricultural land classification – the process used by the DEFRA to determine the quality of agricultural land. Grades 1, 2 and 3a are classed as being the ‘best and most versatile’ land, and are deemed as being a nationally important resource for the future. Considerable weight should be attached to the protection of such land. Agriculture – includes horticulture, fruit growing, seed growing, dairy farming and livestock breeding and keeping, the use of the land as grazing land, meadow land, osier land, market gardens and nursery grounds and the use of land for woodlands where that use is ancillary to the farming of land for other agricultural purposes. Air Quality Action Plans – programme for improvements to tackle sources of air pollution within air quality management areas. Air Quality Management Areas – areas to be established by borough and district councils following local assessment of air quality where individual pollutants are forecast to exceed standards defined in the National Air Quality Strategy. Airport related development – includes passenger and cargo terminals, maintenance facilities, oil storage depots, administrative offices, warehouses, storage and distribution facilities, car parking and catering facilities. Air Transport White Paper – published in 2003 as The Future of Air Transport, this is the most recent comprehensive statement of Government airports policy. AirTrack – a proposal to provide direct rail access to Heathrow from areas to the west and south, through the construction of a link from the airport to the London Waterloo line at Staines. Ancient semi-natural woodland – woodland which is likely to have existed since before 1600 and contains trees and shrubs that are predominantly native, not obviously planted but have arisen through natural regeneration or coppice regrowth. surrey structure plan · 2004 113
