Following a change to the Aggregation Rules <strong>for</strong> Metering <strong>System</strong> ID 7185 to include a <strong>Line</strong><br />
<strong>Loss</strong> Factor, this paper seeks the ISG’s approval of Site Specific Central Volume Allocation<br />
<strong>Line</strong> <strong>Loss</strong> <strong>Factors</strong> calculated by UK Power Networks (LOND) Licensed <strong>Distribution</strong> <strong>System</strong><br />
Operator to apply <strong>for</strong> the BSC Year 01 April 2013 to 31 March 2014.<br />
1. Introduction<br />
1.1 The Trading Disputes Committee (TDC) requested that ELEXON re-validate the Aggregation Rules <strong>for</strong> all<br />
Central Volume Allocation (CVA) BM Units against up-to-date single line electrical diagrams which identify<br />
the Boundary Points, Meter locations and the electrical configurations at all CVA sites.<br />
1.2 Through re-validation we identified that Wembley (II_WEMBLEY) is a <strong>Distribution</strong> <strong>System</strong> Connection<br />
Point connected at 11kV and the Balancing and Settlement Code (BSC) Section R3.3.2 requires that<br />
‘Where any Aggregation Rules relate to any Metering <strong>System</strong> which is connected to a <strong>Distribution</strong><br />
<strong>System</strong>, the Aggregation Rules shall specify, or enable the CDCA to determine, which <strong>Line</strong> <strong>Loss</strong> Factor(s)<br />
are to be applied, and how they are to be applied, to metered data in determining Metered Volumes.’<br />
The original Aggregation Rule <strong>for</strong> Wembley had no <strong>Line</strong> <strong>Loss</strong> Factor (LLF) applied.<br />
1.3 A change to the Aggregation Rule has been made to include a LLF and the Licensed <strong>Distribution</strong> <strong>System</strong><br />
Operator (LDSO) has submitted a Site Specific LLF to ELEXON. ELEXON has audited the Site Specific LLF<br />
submission <strong>for</strong> Metering <strong>System</strong> ID (MSID) 7185 (Wembley - Gibbons Road Main Substation) in<br />
accordance with BSCP128 1 <strong>for</strong> the 2013-2014 BSC Year.<br />
2. BSCP128 Audit<br />
2.1 UK Power Networks (LOND) has submitted the Long Format (CVA LLF) files <strong>for</strong> audit and approval. An<br />
audit has been per<strong>for</strong>med in accordance with BSCP128. ELEXON has validated the LLF file to ensure that<br />
the structure of the file and the LLF values submitted comply with the audit scope of Section 3.5 of<br />

BSCP128. The submitted LLF file has passed validation. ELEXON invites the ISG to note the audit was<br />
completed successfully and invites the ISG to approve the LLF <strong>for</strong> use in Settlement.<br />
2.2 The summary report <strong>for</strong> the LLF submissions is available on the ELEXON Portal.<br />
2.3 Once approved by the ISG, ELEXON will send the LLF files to the CDCA <strong>for</strong> use in Settlement from 01<br />
April 2013.<br />
2.4 UKPN has also submitted Generic LLFs <strong>for</strong> Enfield Centre (MSID: 7074 in EELC) and Taylors Lane (MSID:<br />
5538 in LOND) which also involved changes to the Aggregation Rules. These Generic LLFs have already<br />
been approved by the ISG (ISG Paper 142/01).<br />
2.5 All three Aggregation Rule changes will be investigated to see whether a Trading Dispute should be<br />
raised.<br />
3. Recommendations<br />
3.1 ELEXON invites you to:<br />
a) NOTE that the audit processes carried out by ELEXON have been completed successfully;<br />
b) APPROVE the proposed LLF <strong>for</strong> MSID 7185 <strong>for</strong> use in Settlement <strong>for</strong> the BSC Year 01 April 2013<br />
to 31 March 2014.<br />
