NOTIFICATION<br />

No. SEC/4E-II/2013/16584 Dated: 4 th June, 2013<br />

In accordance with the provisions contained in Section 163, 164,<br />

165 and 166 <strong>of</strong> the Haryana Panchayati Raj Act, 1994 read with Rules 8, 9, 10,<br />

11 and Sub-Rule (2) <strong>of</strong> Rule 12 <strong>of</strong> the Haryana Panchayati Raj Election Rules,<br />

1994 and powers conferred under Sub-Section (1) <strong>of</strong> Section 212 <strong>of</strong> the<br />

Haryana Panchayati Raj Act, 1994, the State Election Commission Haryana,<br />

hereby directs <strong>for</strong> updating the <strong>voter</strong>s <strong>list</strong> <strong>of</strong> all the wards <strong>of</strong> Gram Panchayats<br />

and Panchayat Samitis mentioned at Annexure “A” in accordance with the<br />

directions given in this notification.<br />

2. For this purpose, the existing <strong>voter</strong>s <strong>list</strong> <strong>of</strong> Gram Panchayats and<br />

Panchayat Samitis published on 15.04.2010 and 07.06.2010 shall be amended<br />

and brought upto date by taking a data <strong>of</strong> the relevant part <strong>of</strong> Assembly<br />

Electoral Rolls finally published on 15.01.2013 with qualifying date as<br />

01.01.2013. The <strong>voter</strong>s <strong>list</strong> <strong>of</strong> respective Gram Panchayats and Panchayat<br />

Samitis mentioned at Annexure “A” shall be prepared as under:-<br />

1. Preparation <strong>of</strong> ward wise draft <strong>voter</strong>s <strong>list</strong> <strong>of</strong> the Gram<br />

Panchayats & Panchayat Samitis mentioned at<br />

Annexure –“A” by amending and bringing upto date<br />

the electoral rolls <strong>of</strong> these Gram Panchayats &<br />

Panchayat Samitis published on 15.04.2010 and<br />

07.06.2010 by taking a data <strong>of</strong> the relevant part <strong>of</strong><br />

Assembly Electoral Rolls finally published on<br />

15.01.2013 and deleting the names <strong>of</strong> those persons<br />

who have died (Rule-8).<br />

2. Publication <strong>of</strong> draft <strong>voter</strong>s <strong>list</strong> <strong>of</strong> the Gram Panchayats<br />

and Panchayat Samitis <strong>for</strong> inviting claims and<br />

objections (Rule 9).<br />

5. Typing and finally publishing <strong>of</strong> the addenda’s to the<br />

existing <strong>voter</strong>s <strong>list</strong>, meaning thereby the addition or<br />

deletion <strong>of</strong> names in the <strong>for</strong>m <strong>of</strong> supplementary /<br />

addenda appending to the <strong>voter</strong>s <strong>list</strong> (Under Sub-rule<br />

(4) <strong>of</strong> Rule 10).<br />

3. It is further directed that <strong>for</strong> the purpose <strong>of</strong> preparing the draft<br />

<strong>voter</strong>s <strong>list</strong>, the names to be added or deleted in the existing <strong>voter</strong>s <strong>list</strong> should be<br />

typed. It is also made clear that the entire draft <strong>list</strong>s <strong>of</strong> <strong>voter</strong>s should not be got<br />

printed <strong>for</strong> this purpose.


4. It is further directed that copies <strong>of</strong> existing <strong>list</strong>s <strong>of</strong> <strong>voter</strong>s, which<br />

are already available with the concerned District Election Officers (Panchayat),<br />

should be used <strong>for</strong> this purpose and no fresh printing <strong>of</strong> these <strong>voter</strong>s <strong>list</strong>s be<br />

done.<br />

5. It is further directed that a copy <strong>of</strong> draft <strong>voter</strong>s <strong>list</strong> so prepared <strong>for</strong><br />

publication should be duly signed by the concerned District Electoral Officer<br />

and number <strong>of</strong> copies required <strong>for</strong> publication be got Photostatted from the<br />

signed copy.<br />

6. The State Election Commission further directs that identity card<br />

serial numbers as indicated against the names <strong>of</strong> <strong>voter</strong>s <strong>list</strong> in the Assembly<br />

electoral rolls shall also be entered under column (8) <strong>of</strong> the <strong>voter</strong>s <strong>list</strong> prepared<br />

<strong>for</strong> the Gram Panchayats and Panchayat Samitis.<br />

7. The State Election Commission further directs that the draft <strong>voter</strong>s<br />

<strong>list</strong> so prepared <strong>for</strong> preliminary publication <strong>of</strong> all the wards <strong>of</strong> concerned Gram<br />

Panchayats and Panchayat Samitis should be in con<strong>for</strong>mity with the electoral<br />

rolls <strong>of</strong> the Assembly constituency published on 15.01.2013, except those<br />

persons who have died. Only those persons should be registered as <strong>voter</strong>s in<br />

the draft <strong>voter</strong>s <strong>list</strong>, whose names appears in the electoral rolls <strong>of</strong> the Assembly<br />

constituency. It should also be ensured that the names <strong>of</strong> such persons whose<br />

names appear in the Assembly electoral rolls are not excluded from the <strong>voter</strong>s<br />

<strong>list</strong> at the time <strong>of</strong> its preliminary publication.<br />

8. It is further directed that two copies <strong>of</strong> the relevant part <strong>of</strong> the<br />

Assembly Electoral Rolls may be obtained free <strong>of</strong> cost from concerned Election<br />

Tehsildar / Election Naib Tehsildar.<br />

9. It is further ordered that draft <strong>voter</strong>s <strong>list</strong> shall be published as<br />

under:-<br />

i) Three copies <strong>of</strong> the relevant portion <strong>of</strong> the <strong>voter</strong>s <strong>list</strong> shall be<br />

made available to the concerned Gram Sachiv i.e. one <strong>for</strong> affixing<br />

on the notice board <strong>of</strong> Gram Panchayat Office, second <strong>for</strong> affixing<br />

at a conspicuous place <strong>of</strong> the village to which it pertains and third<br />

will remain with him <strong>for</strong> the inspection by the public free <strong>of</strong> cost <strong>for</strong><br />

inviting claims and objections.<br />

ii) Two copies <strong>of</strong> the relevant portion <strong>of</strong> <strong>voter</strong>s <strong>list</strong> shall be made<br />

available to the concerned Tehsildar, i.e. one <strong>for</strong> affixing on the<br />

notice board <strong>of</strong> the Tehsil Office and second will be kept in his<br />

<strong>of</strong>fice <strong>for</strong> inspection by the public free <strong>of</strong> cost.<br />

iii) Two copies <strong>of</strong> the relevant portion <strong>of</strong> <strong>voter</strong>s <strong>list</strong> shall be made<br />

available to the concerned Block Election Officer (Block<br />

Development & Panchayat Officer), i.e. one <strong>for</strong> affixing on the<br />

notice board <strong>of</strong> Panchayat Samiti <strong>of</strong>fice and second will be kept in<br />

his <strong>of</strong>fice <strong>for</strong> inspection by the public free <strong>of</strong> cost.<br />

iv) One copy <strong>of</strong> the <strong>voter</strong>s <strong>list</strong> shall be made available to Executive<br />

Officer <strong>of</strong> Zila Parishad concerned, which shall be kept in his<br />

<strong>of</strong>fice <strong>for</strong> inspection by the public free <strong>of</strong> cost.<br />

v) One copy <strong>of</strong> the <strong>voter</strong>s <strong>list</strong> shall also be made available to the<br />

concerned District Election Officer (P) <strong>for</strong> affixing on the notice<br />

board <strong>of</strong> his <strong>of</strong>fice.<br />

vi) One copy <strong>of</strong> the <strong>voter</strong>s <strong>list</strong> shall also be made available to the<br />

concerned District Electoral Officer which shall be kept in his <strong>for</strong><br />

the inspection by the public free <strong>of</strong> cost.<br />

10. A notice with regard to the publication <strong>of</strong> the <strong>voter</strong>s <strong>list</strong> as<br />

specified above shall be affixed at the <strong>of</strong>fice <strong>of</strong> the concerned Gram Panchayat<br />

& Panchayat Samiti and on the notice boards <strong>of</strong> the Tehsil Office and Block<br />

Election Office (BDPO) within which the villages falls and notice board <strong>of</strong> the<br />

District Election Officer (Panchayat) concerned and also affixed at one or two<br />

conspicuous places within the village to which the <strong>list</strong> pertains.<br />

11. The concerned District Election Officer (Panchayat) shall give the<br />

widest possible publicity to the above pro<strong>gram</strong>me by munadi in villages, issue<br />

<strong>of</strong> press notes and other handouts and also by inserting paid advertisements in<br />

the two local news papers and making publicity through electronic media. In<br />

case <strong>of</strong> munadi, necessary entry shall be made in the relevant revenue record<br />

(Rapat Rojnamcha Vakyati) and record <strong>of</strong> the concerned Gram Panchayat.<br />

12 In order to facilitate the electors and the public to obtain in<strong>for</strong>mation<br />

regarding <strong>voter</strong>s <strong>list</strong> and to file claims and objections, the concerned District<br />

Election Officer (Panchayat) shall set-up suitable number <strong>of</strong> <strong>voter</strong>s Registration<br />

In<strong>for</strong>mation and Collection Centres within the territorial limits <strong>of</strong> the concerned<br />

Gram Panchayat and Panchayat Samiti.<br />

These centres will also make<br />

available the prescribed <strong>for</strong>ms, on demand free <strong>of</strong> cost, <strong>for</strong> filing claims and<br />

objections and have to receive the same <strong>for</strong> consideration and decision by the<br />

concerned District Electoral Officer. The <strong>for</strong>ms in this respect be also hosted on<br />

the website <strong>of</strong> the District Administration, so that the same can be downloaded<br />

and used by any person <strong>for</strong> filing claim and objection. As and when any person<br />

files claim and objection, he shall be given a receipt in the prescribed <strong>for</strong>mat<br />

given in the <strong>for</strong>m.<br />

13. The <strong>voter</strong>s <strong>list</strong>, as prepared <strong>for</strong> draft publication, shall also be hosted<br />

on the <strong>of</strong>ficial website <strong>of</strong> the concerned district <strong>for</strong> the in<strong>for</strong>mation <strong>of</strong> the public<br />

and inviting claims and objections.<br />

14. The concerned District Electoral Officer shall, after holding such<br />

summary enquiry into the claims and objections as he thinks fit, record his<br />

decision in writing within three days and shall make available on demand a<br />

copy <strong>of</strong> such decision to the objector free <strong>of</strong> charge <strong>for</strong>thwith.<br />

15. The concerned District Electoral Officer shall amend the <strong>voter</strong>s <strong>list</strong> in<br />

accordance with the decision taken by him. The <strong>voter</strong>s <strong>list</strong> so amended shall be<br />

final and copy there<strong>of</strong> duly signed by the District Electoral <strong>of</strong>ficer shall be kept<br />

in his <strong>of</strong>fice and another copy be deposited in the <strong>of</strong>fice <strong>of</strong> District Election<br />

Officer (Panchayat) and shall be published in the manner prescribed under<br />

Rule 9 <strong>of</strong> the Rules.<br />

16. After completion <strong>of</strong> every stage <strong>of</strong> the <strong>preparation</strong> <strong>of</strong> <strong>voter</strong>s <strong>list</strong><br />

process, the concerned District Electoral Officer shall send in<strong>for</strong>mation <strong>of</strong> the<br />

statistical data in the <strong>for</strong>mat attached as Annexure-“B” to the State Election<br />

Commission, Haryana, Panchkula as well as District Election Officer<br />

(Panchayat) <strong>of</strong> the concerned District.<br />

17. It is further directed that a copy <strong>of</strong> <strong>voter</strong>s <strong>list</strong> <strong>of</strong> Gram Panchayats<br />

and Panchayat Samitis on its final publication on 04.07.2013 shall be<br />

submitted to the State Election Commission, Haryana. A copy <strong>of</strong> <strong>voter</strong>s <strong>list</strong><br />

duly signed by the District Electoral Officer concerned shall also be kept in the<br />

Treasury, lock and key.<br />

18. It is further directed that the final <strong>voter</strong>s <strong>list</strong> <strong>of</strong> Gram Panchayat be<br />

also hosted on the website <strong>of</strong> the District Administration.<br />
