CAN PARITY BE OBTAINED BETWEEN BSNL & MTNL FOR JTOs AND SDEs. IF JTO given E-2 Scale and SDE given E -3 Scale in BSNL
Though in both BSNL and MTNL the JTOs may be in E -2 Scale and SDE in E -3 Scale w.e.f. 01-01-07 still there will be a lot of disparity
in their actual pay pockets since and MTNL JTO gets fixed from E-2 Scale to E-2 scale and BSNL JTO get fixed from E 1-A scale to E 2 scale.
Likewise a MTNL SDE gets fixed from E 3 scale to E 3 scale whereas a BSNL SDE gets fixed from E 2 A Scale to E 3 scale.
Compare the fixation of a JTO in BSNL and MTNL in the same stage as on 01-01-2007.
Since a BSNL JTO could have got financial upgradation to SDE scale in maximum 6 years on 01-10-2006 only 7 stages are compared.
Though given equal scale E 2 , E 3 a JTO/ SDE with the same service or in the same stage will be fixed at different pay.
This is because there is no point to point fixation in pay scales. The fitment benefit is 30 %. Only.
Though presently in E 1 A Scale a JTO at the minimum of the scale in E 1 A crosses the minimum of revised E 2 scale while fixing him in the revised scale.
Likewise
though presently in E 2 A Scale a SDE at the minimum of the scale in E 2 A crosses the minimum of revised E 3 scale while fixing him in the revised scale.

So a JTO/SDE do not get any added benefit by getting fixed E 2, E 3 scale.
Because actually with the fitment benefit they are already above the E2 scale / E 3 scale.
There may be parity in pay scale but there will be no parity in pay.
What you get is only 30 % fitment benefit like any other executive gets.
