5.3 COMPONENT III: Project Management and Coordination
No experiential learning and sharing between and among the SROs
The long standing issue of project supported staff at CORAF/WECARD and focal institutions
(NARI) still remains
The unavailability of technical backstopping institution(s) constraints the full understanding of
the IPTA tool and hence, smooth implementation of the project
5.3.1 Achievements
The NARI focal institutions and their IPTA actors continue to demonstrate in general, good
results despite the serious challenges.
6. STATUS OF PHYSICAL IMPLEMENTATION
(a) SUMMARIZE THE PROGRESS OF EXECUTION OF THE PROJECT COMPONENT BY COMPONENT FOLLOW-
ING THE ORDER IN WHICH THEY ARE PRESENTED IN THE APPRAISAL REPORT. HIGHLIGHT ANY ACHIEVE-
MENTS MADE AND PROBLEMS ENCOUNTERED.
See previous sections and see brief on problems encountered under 8.
(b) INFORMATION ON IMPLEMENTATION WHICH DOES NOT FIT IN ANY PARTICULAR CATEGORY OF PROJECT
COMPONENTS OR DATA ON EXTERNAL FACTORS AFFECTING PROJECT PERFORMANCE (MILITARY COUP,
EXTREME CLIMATIC CONDITIONS SUCH AS DROUGHTS OR FLOODS, EXTREME MARKET CONDITIONS
SUCH AS RECORD HIGH OR LOW PRICES FOR PROJECT AREA PRODUCTS, ETC.) SHOULD BE NOTED.
7. FINANCIAL STATUS
DISBURSEMENT PERFORMANCE IS A KEY ELEMENT TO BE HIGHLIGHTED IN EVERY PQR. DISBURSEMENT APPLICATIONS MADE
DURING THE QUARTER AND THEIR STATUS (PAID, STILL UNDER CONSIDERATION, QUERIED, REJECTED, ETC.) NEED TO BE NOTED.
THE TOTAL DISBURSEMENT MADE DURING THE QUARTER SHOULD BE RECORDED; THE CUMULATIVE AMOUNT AND TOTAL
UNDISBURSED BALANCE ALSO NEEDS TO BE NOTED. ANY PROBLEMS ENCOUNTERED SHOULD BE UNDERSCORED. THE OVERALL
FINANCIAL STATUS OF THE PROJECT NEEDS TO BE NOTED; THE QUARTERLY REPORT SHOULD NOTE AS SOON AS THE POSSIBILITY
(HOWEVER REMOTE) ARISES THAT COST OVERRUNS MAY OCCUR AND ATTEMPT TO QUANTIFY THEIR POSSIBLE AMOUNTS.
8. GENERAL COMMENTS/CONCLUSIONS/RECOMMENDATIONS
Cameroun: a six week long unusual drought seriously disturbed the planting in all the platforms of the
project. Most of the maize producers have to wait until the end of the month of September to start
seeding their farms. The focal point in Cameroon participated in the agriculture science technology
innovations (ASTI) training of trainers. It had been a good learning experience on innovation systems.
Mali: DONATA focal person in Mali has signed a contract of understanding between IER and Input
supplier and farmers’ groups. A copy of this agreement is joined to this report.
Burkina Faso: According to the focal person, the establishment of additional IPTAs based on the entry
point to more than 2 in the country is not realistic with the level of funding.
Delays in justifying disbursed funds by the focal institutions (NARI) are a serious problem to the
replenishment of funds. Timely fund disbursement and replenishment is the only way to resolve
challenges related to cash-flow, and that requires innovations in financial management at all levels of
the DONATA institutional arrangements.
