UTILITY BILLING CLERK<br />

Position: <strong>Utility</strong> <strong>Billing</strong> <strong>Clerk</strong> Reports to: City <strong>Clerk</strong><br />

FLSA Status: Non-exempt<br />

POSITION SUMMARY<br />

Under direction of City <strong>Clerk</strong>, assists in the administration of municipal affairs by performing<br />

general office duties and accounting and bookkeeping duties relating to municipal utilities and<br />

the general financial operation of the city.<br />

ESSENTIAL JOB DUTIES<br />

o Greets visitors to office<br />

o Responds to questions from the public, in person and over the telephone<br />

o Enters meter readings on individual utility accounts<br />

o Sets up new utility accounts<br />

o Monitors size of utility readings. In the event of high reading, notifies customer of<br />

possible leak<br />

o Posts cash receipts as bills are paid<br />

o Prepares delinquent water accounts, and notifies customers of delinquency according to<br />

established procedure<br />

o Balances all utility receipts<br />

o Receives and responds to utility customer questions and complaints<br />

o Prepares monthly water and sewer bills<br />

o Sorts and delivers mail<br />

o Maintains records relating to parking tickets, building permits, plumbing licenses, dog<br />

and cat licenses, and other programs and services.<br />

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED<br />

The individual must possess the following knowledge, skills and abilities or be able to explain<br />

and demonstrate that the individual can safely perform the essential functions of the job, with or<br />

without reasonable accommodation, using some other combination of skill and abilities.<br />

o Ability to proficiently operate standard office equipment, including calculator, adding<br />

machine, telephone, copy machine, facsimile machine, computers, word-processing,<br />

spreadsheet and software; and telecommunications equipment<br />

o Knowledge of basic math and bookkeeping functions, including the ability to accurately<br />

calculate totals and percentages<br />

o Ability to gather and analyze financial information; and prepare related reports.<br />

o Ability to establish effective working relationships with co-workers.<br />

o Ability to communicate clearly, both orally and in writing.<br />

o Ability to transcribe data from one source to another.


ENTRY REQUIREMENTS<br />

Education/Training: High School Diploma<br />

Work Experience: An equivalent combination of education, training and experience that<br />

provides the knowledge, skills and abilities necessary to perform the essential functions of the<br />

position.<br />

Required licenses, registrations and certifications: none<br />

Post-offer physical examinations: required at City’s expense.<br />

WORK ENVIRONMENT<br />

Most work is performed indoors in an office setting.<br />
