Mission Statement 

The Fairfax Library Foundation, Inc. is a private, 

nonprofit corporation committed to providing 

supplementary support to the Fairfax County 

Public Library. The Foundation, while reinforcing 

the need for continued and increased public 

support from the Library, serves as a catalyst 

for attracting private funding from individuals, 

businesses, organizations and foundations to 

enhance library services for our community.

Dear Supporter, 

On behalf of the Fairfax Library Foundation, and its governing Board of Directors, we thank you for your generous contributions 

made during the fiscal year covering July 1, 2011 – June 30, 2012. We truly depend on the community—you and your gifts—to 

help enhance the programs and services provided by Fairfax County Public Library. It is your generosity which will ensure the 

library’s celebrated status as one of the best library systems in the nation. 

The Foundation prides itself on the improvements and advancements for which our fundraising allows within the library’s 23 

branches. The generosity of individuals, businesses, and other organizations—a total of $802,131 given by 1,810 donors who 

provided 3,607 gifts this past year—continues to make such enhancements a possibility. Some of the educational programs and 

major library initiatives that have flourished as a result of your generosity include: 

Early Literacy Outreach to build early literacy skills in preschool children; 

Changing Lives Through Literature, an alternative to formal court action for juvenile off enders which uses literature 

as part of an intervention program; 

Scholarships, including academic and continuing education; 

Materials, including eBooks and non-print materials; and, 

Programs and Presentations, including All Fairfax Reads, Fall for the Book, the Summer Reading Program, and many others. 

In October, the Foundation celebrated its third annual A Library Jubilee: Let Loose in the Library, which raised over $130,000 for the 

library, and was for the first time held in one of the County’s own library branches. This successful and jubilant reception, made 

possible through multiple sponsorships from community members, organizations, and businesses, brought together supporters 

including members of the community, staff, and elected officials to celebrate Fairfax County Public Library Service since 1939. 

With recent budget cuts still stinging and the potential for more cuts on the horizon, we need your help now more than ever as 

people use the Library’s resources in record numbers. Because less than 1¢ of each local tax dollar goes to the Fairfax County 

Public Library, the library relies on private donations through the Foundation: cash donations, in-kind gifts, and memorial gifts, 

all of which are of the utmost importance. 

Again, we appreciate your support of the Fairfax Library Foundation. Your gifts positively impact the lives of thousands of 

others in your community. As always, we ask you to continue supporting the library through charitable gifts and donations.

Dear Friends, 

On behalf of the Fairfax County Public Library Board of Trustees, I wholeheartedly thank you for supporting our library through 

the Fairfax Library Foundation. It is my privilege to lead the Fairfax County Public Library Board of Trustees in its mission of 

guiding the policy and function of the library to meet the needs of such a caring, thoughtful community. It is increasingly evident 

to not only the Trustees, but the entirety of Fairfax County and the City of Fairfax, how private contributions from community 

members—such as yours to the Library Foundation—are important in enhancing the library’s programs and services. 

Public and private support has allowed the Fairfax County Public Library to effectively serve the community with its diverse 

population of more than a million residents. During fiscal year 2012, the library loaned 13,034,816 items from its collection to 

nearly 500,000 active library cardholders. Residents made 5,246,854 visits to the 23 library branches. 

The library also provided online access to customer accounts, meeting room and program reservations, podcasts, electronic 

databases, downloadable books and other resources. As a result, last year, library customers made an astounding 4,162,599 visits 

to the library’s web site. 

Demand for the library’s programs and services grew this past year, providing an increase in both the number of library 

programs—to 8,934, an increase of nearly ten percent—and the number of program attendees—to 172,630, an increase of 

over fifteen percent. And, despite a reduced budget over the past few years due to the economic downturn, the library’s staff, 

volunteers, and Friends Groups continue to provide exceptional service and to support library customers. The Trustees applaud 

the hard work of these individuals who, working with the Fairfax Library Foundation, have shown great dedication to the Fairfax 

County Public Library. 

The Fairfax County Public Library remains one of the paramount library systems in the United States, yet the reductions in staff and 

service hours over the past few years have taken their toll. While library customers requested the library return to previous levels 

of open service hours and available staff, it was not possible to accommodate that request during 2012. The Library Foundation, 

however, was instrumental both in reducing the amount of cuts to the library’s budget and in encouraging more public support for 

the library. The Trustees are grateful for the support that the library receives thorough the Fairfax Library Foundation. 

In light of recent and future budget reductions, your private gifts to the Fairfax Library Foundation are more important than ever 

before. I ask you to assist the Library Foundation in supporting the library through your ongoing contributions. The amount this 

community gives back the library speaks volumes about the amount of good one will find in Fairfax County.

Your Gifts at Work 

Early Literacy Outreach 

Ready to Read is an early literacy outreach program which focuses on the essential 

first steps in fostering literacy. Ready to Read brings early literacy story times directly 

to preschool children (ages 3-5) in child care centers or Head Start classrooms, targeting 

children who cannot or do not visit the library. This program emphasizes the skills 

and concepts needed for school readiness. 

This program also models the importance of making books a part of everyday life by 

promoting library services and giving a picture book to each child who participates, 

as well as their caregivers. This fosters reading together in the home. 

Children participating in Ready to Read early literacy 

outreach thank Outreach Manager, Renee Edwards, 

for her efforts in sharing the importance of early 

literacy with a homemade ‘Thank You’ card. 

Story times per year through Ready to Read: 500. Since 2008, Ready to Read 

has provided nearly 2,700 story times and about 12,000 picture books to children 

and caregivers. 

Changing Lives Through Literature 

Changing Lives Through Literature (CLTL) is used in Fairfax County as an alternative 

to formal court action for juvenile offenders and in conjunction with probation and 

parole for young adult offenders. The program uses the power of literature to 

transform lives through reading and group discussion. 

Bringing carefully selected works of literature to criminal offenders may help the 

men, women and youth gain insight into their lives and behavior, while learning that 

they are not alone with their problems. This program helps rehabilitate offenders 

while building self-esteem, encouraging critical thinking, helping to understand how 

actions affect others, and teaching them to function in society. 

This program has been provided for more than 5,000 offenders. Reduced recidivism 

rates by more than 50 percent. CLTL is cost effective: it costs less than $500 per 

probationer in this program compared to $25,000 per inmate annually in Virginia. 



Scholarships 

The Fairfax Library Foundation established 

a Scholarship Program to award 

three different scholarships to enhance 

the skills and talents of current or future 

library staff and volunteers in Fairfax 

County and the City of Fairfax, subsequently 

enhancing the level of service 

the library can provide. 

The Continuing Education scholarships 

grants awards to library staff and 

volunteers to continue their education 

(through classes, conferences, and other 

professional development opportunities) 

to enhance their capabilities and 

deliver a higher quality of service to 

library customers. Undergraduate 

scholarship awards are merit-based 

scholarships which are available to 

employees and volunteers who intend 

to obtain an undergraduate degree that 

will meet the requirements for entrance 

into a Library Science graduate program 

and who plan to remain employed 

within the FCPL System. The Masters of 

Library Science scholarships grants 

awards to assist a student in attaining 

an M.L.S. degree, intending to become 

a librarian for FCPL, to meet current and 

future needs for librarians. 

The degree scholarships have—to 

date—awarded $95,000 in scholarships 

to 39 current and future FCPL librarians, 

while the Continuing Education 

scholarships have awarded staff 

members and volunteers over $33,000 

to enhance themselves and the level 

of service they are able to provide the 

library in nearly 90 awards. 

Robin P. Sofge, with her daughter by her side, is 

awarded the 2011 Edwin S. Clay, III, MLS Academic 

Scholarship through the Fairfax Library Foundation’s 

Scholarship Program. 

Materials 

The Fairfax Library Foundation funds 

the purchase of new eBooks and nonprint 

materials for library branches in 

need. Additionally, through the Fairfax 

Library Foundation, anyone can buy 

and donate a book to the library via the 

Foundation’s Amazon.com Wish List. 

Expanding the library’s collections helps 

keep the library up-to-date by increasing 

the digital materials to keep up with 

rising demand, as well as providing new 

non-print and print materials for which 

customers will be searching. The Wish 

List also allows customers to purchase 

items which they specifically would like 

to see at the library. 

To date, the Fairfax Library Foundation 

has provided over $130,000 to expand 

the library’s eBook collection. On any 

given day, over 80% of the library’s 

eBook collection is checked out by 

library customers. And the Amazon.com 

Wish List yields more than $20,000 

worth of books a year for the library. 

Programs and Presentations 

The Fairfax Library Foundation funds, in-part, several Author Programs and 

Presentations, including Fall for the Book, All Fairfax Reads, the Summer Reading 

Program, and special events such as a series of concerts given by the local children’s 

band Rocknoceros. 

To honor her outstanding literary achievements, 

Amy Tan is awarded the 2011 Fairfax Prize, funded 

by the Fairfax Library Foundation, during the Fall for 

the Book Festival. 

Special events and programs in Fairfax County and the City of Fairfax bring a spotlight 

to reading, the importance of literacy, and the importance of the library here. 

These Programs and Presentations encourage community members to read more 

frequently while showcasing the library’s versatility and capabilities as a community 

gathering space. 

This past year, programs and events increased in popularity, with 172,630 library 

customers attending 8,934 events. 


Library Jubilee 

The Fairfax Library Foundation held its annual fundraising 

event, A Library Jubilee: Let Loose in the Library! on Saturday, 

October 15th at the Thomas Jefferson Library in Falls Church. 

More than 120 business and community leaders, elected officials, 

library customers, benefactors and Friends Groups from 

Fairfax County and the City of Fairfax attended this special 

celebration to raise funds to enhance programs and services 

of the Fairfax County Public Library. Guests enjoyed hors 

d’oeuvres and musical entertainment as they bid in live and 

silent auctions, which offered vacation packages, event tickets, 

dinners, autographed books, and other items made available 

from in-kind donations. 

This year marked the third year of this highly successfully 

annual fundraiser. All proceeds from the Library Jubilee, cochaired 

by Sally Merten and Sushma Shenoy, directly support 

the following library initiatives: Early Literacy Outreach, 

Programs and Presentations such as the Summer Reading 

Program and Fall for the Book, Changing Lives Through Literature, 

Scholarships, eBooks and non-print materials, and more. 

This past year, the Library Foundation is pleased to report, the 

event raised over $130,000—all of which will directly benefit 

the library and library customers of the City of Fairfax and 

Fairfax County.
