1. INTRODUCTION
Umhlabuyalingana Local Municipality (KZ271) is situated in the Northern most part of KwaZulu Natal. The Municipality is
administratively demarcated into 13 wards with a land area of 3.698 square kilometers, which is 29 percent of the
Umkhanyakude total land area. According to census 2001, Umhlabuyalingana has a population of 140,964, which is about 25
percent of the Umkhanyakude district Municipality. This yield a total of 38 percent persons per km as indicated in the table
bellow

Review of IDP of Umhlabuyalingana Municipality is in terms of Section 34 of the Municipal Systems Act, Act 32 of 2000.
Umhlabuyalingana Municipality consists of 13 Wards; the 13 th ward was established after the 2005 Delimitation of Wards process.
The 13 municipal wards were then grouped into four Development Clusters i.e.

1.1 PURPOSE OF IDP REVIEW:
The IDP has to be reviewed every financial year in order to:
- Ensure its relevance as the municipality’s strategic plan,
- Inform other components of the municipal business process, including institutional and financial planning and budgeting,
- Accommodate new information and changed circumstances,
- Assess the municipality’s performance against organizational objectives as well as implementation of the IDP
- And attend to the MEC’s comments on the current IDP
- Accommodate sectoral plans that have been updated and / or developed as part of the IDP Review Proc
- Ess.

IDENTIFIED IDP CHALLENGES:
- High rate of unemployment,
- Poor educational and health facilities,
- Institutional development,
- Poor social services and infrastructure with inadequate recreational facilities,
- Inadequate community response to agriculture and tourism opportunities as a result of the absence of police and capacity
- The entire municipality has no formal and / or proclaimed town.

1.2 SERVICE DELIVERY AND BUDGET IMPLEMENTATION PLAN (SDBIP)
The production of a Service Delivery and Budget Implementation Plan (SDBIP) is a requirement under the local Government
Municipal Finance Management Act No Act 56 of 2003 (MFMA)
The SDBIP is the process plan and performance indicator/ evaluation for the execution of the budget. Umhlabuyalingana
Municipality produced and adopted a SDBIP as part of its budgetary processes in line with the guidelines and requirements
issued by the National Treasury.
The SDBIP is being used as a management, implementation and monitoring tool that will assist the Mayor, Councilors, Municipal
Manager, Senior Mangers, Staff and the Community. The plan serves as an input of the performance agreements of the
Municipal manager as well as directors. It also form the basis for the monthly, quarterly, mid year as well as the annual
assessment report and performance assessments of the Municipal Manager and Directors

DEMOGRAPHICS
According to the results of the 2001 Census, Umhlabuyalingana Local Municipality now has an estimated population of 140 963 in
2001. The municipality is largely rural (99.9%) and is characterized by informal settlements. Major settlements nodes in the area
are Mbazwana, Kwangwanase, Mseleni and Skhemelele being the major towns and trading centers.

Table 6 above reveals marked differences in the employment status among the different races and gender groups. Over two
thirds (68%) of the labour force is not economically active. A large quota of females (70%) falls in the not economically active
category, compared to males (65%). A smaller proportion of females (8%)are employed compared to a relatively higher ratio of
males(13%),yet the population of the females out numbered that of males. Such high levels of unemployment are indicative of a
poor absorption capacity of the local economy.

AGE PROFILE
Umhlabuyalingana Local Municipality has a very youthful population in the 5 – 14 and 15 – 34 age groups. This poses a
serious challenge to the municipality in relation to planning for this young generation. The implications are that there is a
greater need to invest in areas like job opportunities, education and facilities. It also suggests that a large proportion of the
population is sexually active and this indicates areas where HIV and AIDS epidemic could potentially have a great impact.

KEY FINANCIAL ISSUES
Due to the fact that the entire municipality has no formal or proclaimed town it becomes very difficulty to generate revenue.
For the above reason the majority of the municipality’s capital projects are funded from intergovernmental grants from
National, Provincial as well as Umkhanyakude District Municipality.
A revenue strategy should be developed in order to have precise means of generating income / revenue for the municipality.
(f)
KEY INSTITUTIONAL AND GOVERNANCE ISSUES
There’s a newly built municipal office block which
Is accommodative to both officials and councilors. It must also be noted that the office space is not enough with an increase
of municipal officials. The new offices will enhance the customer culture and adequately accommodate the Council’s
administration.
The Municipality must consider signing a “Memorandum of Understanding” with local Amakhosi to consult on development
that is taking place within the municipality especial in Traditional Authorities.

KEY DEVELOPMENTAL ISSUES
Umhlabuyalingana Municipality, like any other municipalities in the country, has a huge service backlog. It remains a
challenge for the municipality to deliver quality services to the community within a short period of time. Over the past half
decade the municipality has managed to deliver relevant services to the communities, but lot of work to be done. This has
been achieved through effective utilization of funds and human resources. The integrated planning together with the district
municipality has achieved a lot to reduce the service backlog.
The municipality is set to create more jobs, with the proposed proclamation and formalization of Mbazwana, Manguzi,
Sodwana, Mseleni and Phelandaba.

(h) TOURISM POTENTIAL OF THE AREA
The local municipality has an abundance of natural assets, which include magnificent sand forest patches, the Pongolo River
along the western Bondary, Kosi bay to the East, and Maputaland marine reserve to the East. It is grace by Lake Sibayi,
which is the one of the largest natural fresh water lakes in South Africa covering an area of 7,218ha. The entire coastal strip
of Umhlabuyalingana which hosts these natural environmental assets has been designated a district management area that is
administered by the greater St Lucia wetland park authority (GSLWPA).
There is a good ecotourism potential since Umhlabuyalingana is endowed with a diversity of wildlife, which includes black and
white rhino, buffalo, leopard, hippopotami, eland, hyena, wildebeest, kudu, warthog, giraffe, zebra, reedbuck, jackals and
other small mammals. Most of the animals are found in the Tembe Elephant Park situated in the north area adjoining the
Mozambique border. The Park at 300km is believed to be the third largest game reserve in Kwazulu-Natal. Although the
municipality has an abundance of natural resources, namely, the lakes, game reserves and bays, most of them fall under the
administration of the District Management Authority (DMA), which is administered by the Greater St.Lucia Wetland Park
Authority (GSLWPA), hence the local municipality does not benefit from their presence in terms of revenue from the tourists.
The DMA is located along the northen, eastern and southern boundaries of the municipality (IDP Review 2003). These
resources include kosi Bay Lake System, Maputaland Marine Reserve, Lake Sibaya and Sodwana Bay. The unique marine,
coastal, estuarine and terrestrial wildlife that is located within the amibit of the DMA offer scenic viewing and act as attractors
for the tourists.

Addressing the issue
A corporate Disaster Management Plan for Umhlabuyalingana Municipality was developed, but has
not yet adopted by Council. The plan covers a number of things such as fire, flooding, drought,
outbreaks of medical epidemics and a budget of R400, 000 was made available for the 2005/06
Financial Year.
The Led strategy was developed
Umhlabuyalingana Municipality is one of the areas in the country, which declared as a Heritage Site;
therefore it is important that issues related to environment are considered as high priority. There’s
R100, 000 available in the 2005/06 budget. Consultants were appointed and An Environmental
Management Plan would be established and developed before the end of the 2007/08 Financial
Year.
The Umhlabuyalingana SDF is aligned to that of Umkhanyakude District Municipality and it must also
be noted that representatives from the Greater St. Lucia Wetland Park Authority are always invited
to attend our IDP Representative Forum Meetings and they attend these forums with due respect.
The main aim of inviting them is to ensure that there’s alignment between Umhlabuyalingana and
Greater St. Lucia Wetland Park.
The Organizational Performance Management and Scorecard is based on the projects that are being
budgeted for the financial year. It must also be emphasized that the PMS in this regard is for those
projects that are our core function and are part of the IDP. It must be understood that currently
the PMS is being implemented with the assistance of the consultant; it would be appreciated if the
Department can assist in implementing the “Starter Pack-Model” by providing funding, training and
technical assistance. It is important that the PMS is done in-house so that officials and councilors

would understand what are they expected to do and why is it important to have a PMS.
Consultants were appointed to assist in the formalization / proclamation project of the Manguzi
area, but currently establishing and investigating possible legislation to be applied for proclamation.
The Town Planning project of Sodwana is underway and the project is anticipated to be complete by
the end of the 2006/07 financial years. The issue of Phelandaba there is a budget available at
Umkhanyakude through project consolidates for the establishment of Phelandaba town and the
Municipality has advertised for the service provider. Mseleni is also included in the 2007/08 IDP.
A Comprehensive LUMS
Project for Umhlabuyalingana Municipality is underway and is expected to be completed before end
of financial year 2006/2007. A total of R800, 000 is available for this project.
Umhlabuyalingana Municipality has tried by all means to involve other sector departments / plans,
but there’s less or no participation, therefore it is difficult to align with their plans.
In the 2007/2008 IDP projects which would strengthen the relationship between the Council and the
four Umhlabuyalingana Traditional Authorities were included, but much support is expected from
the Department of Local Government and Traditional Affairs to ensure that these programmes and
projects are successful. The projects include amongst other things a Strategic Workshop between
Council and Amakhosi and Offices for Traditional Leaders to be incorporated in the Municipal
Offices.
This matter cannot be dealt with only by the local municipality, it is therefore important that the
Kwazulu-Natal Provincial Government together with the National Government engage in
international discussions with their counter parts i.e. Swaziland and Mozambique. It will be difficult
for Umhlabuyalingana Municipality to be directly involved in any negotiations with the any country
without full participation of the other two spheres of government.
Umhlabuyalingana is faced by a situation whereby there’s no other source of income and revenue
and only depend on “Equitable Share” and grants. For this reason our budget is very limited, but
this municipality always tries by all means to put more money on infrastructure and basic social
needs. And budget from Project Consolidate is spent on infrastructure and services.

3. IDP PLANNING WITHIN THE BROADER NATIONAL AND PROVINCIAL CONTEXT
3.1 STRATERGIC ALIGNMENT
The alignment of strategies as well as programmes between the three spheres of Government is becoming increasingly
important. This is to ensure amongst others, integration, maximum utilisation of available resources, targeted programs as
well strengthening inters governmental relations. The proposed intergovernmental relation emphasises and provides the
framework of co-operative governance.
To ensure this Umhlabuyalingana Municipality focuses on the following eight focus areas
1. Building Human Capital
Equipping people to have the necessary skills and expertise to be able to play a meaningful role in community and
business sector.
2. Building social capital with the emphasis on youth
This strategy aims to arrest and reverse the decline in social capital in the province prevalent drug abuse, crime, and
alcohol abuse HIV/AID and TB.
3. Strategic infrastructure investment
The gal of this plan is to provide the physical infrastructure that supports growth, labour market participation and general
well being in the province
4. Micro Economic Strategy
The overall goal of this strategy is to guide and direct provincial involvement in the private sector to ensure appropriate
growth levels
5. Provincial Spatial Development Framework
The PSDF will provide a common framework for the targeting of provincial service delivery and regulatory interventions

3.2 INTERGRATION OF PROVINTIAL AND LOCAL STRATERGIES
1. Building Human Capital
Umhlabuyalingana Municipality has a clear role to play in capacitating its staff to perform the functions required of them
whether it be by providing basic training, more refined project management training or even client service training. Personal
development is a key aspect of ensuring that local government delivers services as effectively as possible.
2. Building social capital with emphasis on youth
A youth desk was established at Umhlabuyalingana Municipality. This youth desk is intended to be used as a platform for
engaging the youth to determine programmes as actions to assist in their wholesome development.
3. Micro economic strategy
Umhlabuyalingana Municipality through the development of its LED strategy acknowledges the role of the business sector as
a source of economic growth to create jobs and to reduce the levels of unemployment. It is important that our strategy aligns
with provincial and national initiatives.

4. Strategic infrastructure investments
The Municipality is trying to invest in bulk infrastructure especially construction and upgrading of roads through MIG funding.
This is essential to ensure that economic activity remains vibrant while at the same time striving to improve the well being of
the residents of Umhlabuyalingana.
5. Spatial Development Framework (SDF)
The Municipal SDF needs to be reviewed.
6. Co-ordination and Communication
Co0operative Governance and regular communication between the spheres of government is essential in respect of
integrating programmes. Linkages between joint strategies and programmes are essential.
7. Improving Financial Governance
The maximum use of municipal resources in a targeted way is essential in order to meet its priority service areas.
3.3 PARTICIPATION IN NATIOANL AND PROVINCIAL PROGRAMMES
3.3.1 MIG programmes
These are programmes, which have been instituted to enable municipalities to provide essential infrastructure in its area. At
Umhlabuyalingana a number of infrastructures have been upgraded through MIG funding.
3.3.2 Extended Public Works Programme (EPWP)
The EPWP is one of the government’s short-to-medium term programmes aimed at alleviating and reducing unemployment. This aim
can only be achieved through the provision of work opportunities coupled with training. Opportunities for implementing the EPWP
have been identified in the infrastructure, environmental, social and economic sector.

In the infrastructure sector the emphasis is creating additional work opportunities through the introduction of labour intensive
construction methods. Labour intensive construction methods involve the use of an approximate mix labour ad machines, with a
preference for labour where technically and economically feasibly, without compromising the quality of the product.
Umhlabuyalingana Municipality is committed to support this initiative by government.
4. FIANCIAL MANAGEMENT
The Municipality implement its programmes according to the MFMA and practices good accounting by

4.1 SUPPLY CHAIN MANAGEMENT
The Municipal Finance Management Act 56 of 2003 requires the introduction of supply chain management in every
municipality. Umhlabuyalingana has established its supply chain management we have a supply chain management policy in
place and the bid committees are in place and functioning. Our main priorities in the supply chain management are:
• To ensure the provision of a supply chain management system, which is transparent, efficient, equitable, competitive,
ensure best value for money for the municipality, applies the highest possible ethical standards and promotes local
economic development.
• To ensure professional and legal financial services to manage the supply chain/procurement administration process.
• To ensure compliance and consistency will all applicable regulations, policies and other legislations
• To develop and establish a database and skills list of existing and prospective suppliers.

The administrative structure has been restructured and it was adopted in May 2007. The structure

The preparation of a Spatial Development Framework for the Umhlabuyalingana
Municipality is to provide the framework to guide the overall spatial distribution
of current and desirable land uses within the municipality.

6. PERFORMANCE MANAGEMENT SYSTEM
The Umhlabuyalingana Local Municipality upon the preparation and
implementation of the PMS. Consultants were appointed to assist the
municipality in developing and implementing the PMS. A framework was adopted
by the Council.

7. ENVIRONMENTAL MANAGEMENT PLAN
Budget was made available in the 2006/07 budgets for the municipality to
establish an Environmental Management Plan for the area of Umhlabuyalingana.
The main purpose of the plan would be to pay more focus on environmental
issues in Umhlabuyalingana.
