MISSION STATEMENT<br />

The mission of the Highland Park School District is to provide the community with the finest educational services<br />

I move that pursuant to recently enacted legislation, P.L. 192-1989, Chapter 254, the Highland<br />

Park Board of Education elects Frances R. Wood, Ed.D. to the Representative Assembly of<br />

the Middlesex Regional Educational Services Commission from June 1, 2012, to May 31,<br />

2013.<br />

6. Resolutions<br />

I move that the Board of Education approve the following resolutions:<br />

A. Be it Resolved that the official newspaper of the Board of Education be the Home News<br />

Tribune of Neptune, NJ, and that the alternate newspaper shall be The Star Ledger of<br />

Newark, NJ. All official notices shall also be placed on the district’s website:<br />

www.hpschools.net.<br />

B. Be it Resolved that the Annual Calendar of Meetings for the Highland Park Board of<br />

Education shall be as attached and sent to two area newspapers including the Board's<br />

official newspaper, filed with the Borough Clerk of Highland Park, mailed to any person<br />

who has requested advance notice and paid the fee to cover the cost of providing notice<br />

and posted and maintained in the designated areas. Any revisions or additions to this<br />

schedule will be separately noticed pursuant to the Open Public Meetings Act.<br />

C. Be it Resolved that the following be designated as depository of school monies:<br />

D. Be it Resolved that all school general funds and the payroll agency account shall bear the<br />

the above funds.

G. Be it Resolved that the amount of district taxes, for current expenses, special projects and<br />

debt services, needed to meet the obligations of the Highland Park Board of Education,<br />

be requested by the Board Secretary; and the Highland Park Borough is hereby requested<br />

to place in the hands of the Treasurer of School Monies that amount, as per the attached<br />

schedule and in accordance with the statutes relating thereto.<br />

H. Be it Resolved that the Board of Education authorizes the School Business Administrator<br />

and the Superintendent to establish and execute the 2012-2013 school budget.<br />

I. Be it Resolved that the Board of Education authorizes Linda Hoefele, the district purchasing

agent, to make purchases of goods and services entered into on behalf of the State by the<br />

J. Be it Resolved that the Board of Education acknowledges that Linda Hoefele, Business<br />

Administrator/Board Secretary, is a Qualified Purchasing Agent. Therefore, the current<br />

bid threshold is set at $36,000 and the current quote threshold is set at $5,400, subject to<br />

the provisions of N.J.S.A. 18A:18A-3 (a) and Subsection b of Section 9 of P.L. 1971, c.<br />

198 (C.40A:11-9). Be it further resolved that the Board Secretary is authorized to sign<br />

Board contracts throughout the 2012-2013 school year for goods and services required<br />

for the operation of the school system.<br />

K. Be it Resolved that the Board of Education authorize the School Business Administrator to<br />

pay obligations throughout the year with review by the Board of Education at the next<br />

Regular Public Meeting in the event that the payment of such bills is required for the<br />

district to meet its essential financial obligations.<br />

L. Be it Resolved that the Board of Education authorizes the Superintendent of Schools to hire<br />

new staff in the absence of the board with formal approval being taken by the Board of<br />

Education at the next Regular Public Meeting.<br />

M. Be it Resolved that the Board of Education hereby approves the Curriculum and Textbooks<br />

including Mandated Programs for Grades PreK-12 for the 2012-2013 school year as<br />

follows:<br />

• All curriculum, including mandated programs for grades PreK-12, specified in N.J.A.C.<br />

6A: 8-3.1.<br />

• Substance Abuse Prevention programs and services for grades PreK-12 in<br />

$6,277.20, plus a one-time installation charge not to exceed $16,000.00. Monthly<br />

charges are eligible to be considered for E-Rate Discounts of up to 53% of the charges.

Superintendent to re-appoint John Brown, Jr. as the District Courier, for the<br />

Highland Park School District, for the 2012- 2013 school year, at an hourly rate<br />

of $11.67 per hour.<br />

14. Re-Appointment of District Attendance Officer<br />

I move that the Board of Education approve the recommendation of the<br />

Superintendent to re-appoint George Mieczkowski as the Attendance Officer for<br />

the Highland Park School District, for the 2012-2013 school year, at an hourly<br />

rate of $79.59 per hour.<br />

15. Re-Appointment of Treasurer of School Monies<br />

I move that the Board of Education approve the recommendation of the<br />

Superintendent to re-appoint Kathleen Kovach as the Treasurer of School<br />

Monies for the Highland Park School District, for the 2012-2013 school year at an<br />

annual salary of $8,574.00<br />

16. Appointment of Substitute Teachers<br />

I move that the Board of Education approve the recommendation of the<br />

Superintendent to appoint the following attached list as Source4teachers substitute<br />

teachers for the 2011-2012 school year.<br />

17. Request for Maternity/Child Care Leave of Absence<br />

I move that the Board of Education accept the recommendation of the<br />

Superintendent to approve the request from Kimberly Bevilacqua-Crane to<br />

receive a maternity leave of absence from estimated May 21, 2012 until estimated<br />

June 19, 2012, and an unpaid child care leave from October 1, 2012 until January<br />

1, 2013, with a return date of January 2, 2013. The disability period is covered up<br />

to 12 weeks under the Family Medical Leave Act. The child care leave is covered<br />

up to 12 weeks under the FMLA and the New Jersey Family Leave Act, as<br />

appropriate, and in accordance with law. The disability leave may be paid time,<br />

covered in part or in full by accrued sick time, as appropriate. Any additional leave<br />

requested will be considered in accordance with the terms of the HPEA contract.<br />

These dates are subject to change, relative to the actual delivery date and medical<br />

conditions of the employee.<br />

18. Request for Extension of Maternity Leave of Absence<br />

I move that the Board of Education accept the recommendation of the<br />

Superintendent to approve the request from Katherine Liddick to receive an<br />

extension of her maternity leave of absence from May 17, 2012 (formerly May 29,<br />

2012) until June 30, 2012, due to maternity disability. There are no changes to the<br />

previously requested child care leave term. The disability period is covered up to<br />
