The North Carolina Medical Board held its regularly scheduled April 2012 meeting at the Board's office
located at 1203 Front Street, Raleigh, NC 27609. Ralph C. Loomis, MD, Board President, called the
meeting to order on Friday, April 20, 2012, at 9:00 a.m. Board members participating were: Janice E.
Huff, MD, Past President; Thomas R. Hill, MD; John B. Lewis, Jr., LLB; Eleanor E. Greene, MD; Paul S.
Camnitz, MD; Cheryl L. Walker-McGill, MD; and Ms. Thelma Lennon. Also attending were Fred
Morelock, Independent Legal Counsel to the Board; R. David Henderson, Executive Director and Thom
Mansfield, Board Attorney.
Presidential Remarks:
Dr. Loomis commenced the meeting by reading from the State Government Ethics Act, “ethics awareness
and conflict of interest reminder.” No conflicts were reported.
Hearings:
Russell, Anthony, MD – High Point, NC
The Board was represented by Brian Blankenship. Dr. Russell was not present and was not represented
by counsel.
Dr. Russell was charged with unprofessional conduct within the meaning of NCGS 90-14(a)(6) and being
unable to practice medicine with reasonable skill and safety within the meaning of NCGS 90-14(a)(5).
Following a hearing, the Board voted to revoke Dr. Russell’s medical license..
Haddon, Werner Scott, MD – Raleigh, NC
The Board was represented by Todd Brosius. Dr. Haddon was not present and was not presented by
counsel.
Dr. Haddon was issued a Notice of Revocation based on a felony conviction in South Carolina for
kidnapping. Dr. Haddon requested a hearing.
Following a hearing, the Board voted to revoke Dr. Haddon’s medical license.
Mauterer, David John, MD – Poplar Bluff, MO
The Board was represented by Todd Brosius. Dr. Mauterer was not present and was not represented by
counsel.
Dr. Mauterer was charged with failing to reasonably respond to the Board’s inquiries.
Following a hearing, the Board voted to reprimand Dr Mauterer.
Proposed Settlements:
Arnold, Gordon Bruce, MD – High Point, NC
The Board was represented by Patrick Balestrieri. Dr. Arnold was present and was represented by James
Maxwell.

The Board voted to accept the proposed Consent Order.
Rogers, Benjamin Michael, MD – Winston-Salem, NC
The Board was represented by Marcus Jimison. Dr. Rogers was present and was represented by Jim
Wilson.
The Board voted to accept the proposed Consent Order.
Thompson, Joel Wesley, PA – Charlotte, NC
The Board was represented by Marcus Jimison. Mr. Thompson was not present, but was represented by
Alan Schneider.
The Board voted to accept proposed Consent Order.
Calogero, Thomas, MD – Mt. Olive, NC
The Board was represented by Marcus Jimison. Dr. Calogero was present and was represented by Jim
Wilson.
The Board voted to accept proposed Consent Order.
Attorney’s Report:
A motion passed to close the session pursuant to Section 143-318.11(a) of the North Carolina General
Statutes to prevent the disclosure of information that is confidential pursuant to Sections 90-8, 90-14, 90-
16, 90-21.22 of the North Carolina General Statutes and not considered a public record within the
meaning of Chapter 132 of the General Statutes and/or to preserve attorney/client privilege.
A written report on 110 pending cases and 42 executed cases was presented for the Board’s review. The
specifics of these matters are not included as they are non-public. The Board accepted the report as
presented.
A motion was passed to return to open session.
