recovery even at the end <strong>of</strong> 2009. The contraction <strong>in</strong> activity <strong>in</strong> the service sector<br />
is an <strong>in</strong>dication <strong>of</strong> the gradual spread <strong>of</strong> the crisis from the export-oriented<br />
sectors <strong>of</strong> the economy to services. 4<br />

Crisis disclosed passive restructur<strong>in</strong>g, i.e. <strong>in</strong>tensive changes <strong>in</strong> the economic<br />
structure brought about by the failure <strong>of</strong> less competitive sectors <strong>of</strong> the<br />
economy, rather than planned efforts aimed at restructur<strong>in</strong>g and creation <strong>of</strong><br />
high value-added jobs. The <strong>in</strong>sufficient competitive capacity <strong>of</strong> the economy<br />
has also been a consequence <strong>of</strong> <strong>in</strong>sufficient consolidation <strong>of</strong> factors relat<strong>in</strong>g to<br />
efficient use <strong>of</strong> knowledge and <strong><strong>in</strong>novation</strong> <strong>in</strong> economic development (see more<br />
<strong>in</strong> chapter 3 and 4). Efforts to improve the efficiency <strong>of</strong> the state, to reduce the<br />
tax wedge on earn<strong>in</strong>gs, and also certa<strong>in</strong> positive shifts regard<strong>in</strong>g adm<strong>in</strong>istrative<br />
burdens <strong>in</strong> previous years helped enhance the competitiveness <strong>of</strong> the economy,<br />

13 %. There were also sharp decl<strong>in</strong>es <strong>in</strong> the sectors <strong>of</strong> hotels and restaurants, transport, storage<br />
and communication, and real estate, rent<strong>in</strong>g and bus<strong>in</strong>ess activities, where the decl<strong>in</strong>e<br />
<strong>in</strong>creased further at the end <strong>of</strong> the year. Among the service sectors, value-added <strong>in</strong>creased last<br />
year <strong>in</strong> the sectors <strong>of</strong> f<strong>in</strong>ancial <strong>in</strong>termediation (by 5.3 %), public adm<strong>in</strong>istration and education<br />
(by just over 3 %), and health (by just under 2 %). The rise <strong>in</strong> value-added <strong>in</strong> the f<strong>in</strong>ancial<br />
<strong>in</strong>termediation sector was primarily the result <strong>of</strong> high growth <strong>in</strong> earn<strong>in</strong>gs from activities on<br />
securities markets, while the rise <strong>in</strong> value-added <strong>in</strong> public services was primarily the result <strong>of</strong><br />
last year’s growth <strong>in</strong> wages and employment <strong>in</strong> these sectors.
