Direct Catch data for Western North Pacific minke whale simulation trials<br />

Tables 1a and b summarise <strong>the</strong> total estimated series <strong>of</strong> direct catches <strong>of</strong> western north Pacific minke whales by subarea,<br />

month and sex and by operation type. This document gives details <strong>of</strong> <strong>the</strong> sources <strong>of</strong> data used in constructing <strong>the</strong><br />

catch series and <strong>the</strong> assumptions made. Table 2 summarises <strong>the</strong> catches by area, sex and month for which individual<br />

data are available from <strong>the</strong> IWC individual catch database (Allison 2010). Fig 1 shows a plot <strong>of</strong> <strong>the</strong>se catches. The final<br />

‘best’ catch series is given in Appendix 1.<br />

Table 3 summarises <strong>the</strong> direct catches by Japan and <strong>the</strong> data available. Table 4 lists <strong>the</strong> final Japan coastal catch series by sub-area<br />

and also lists <strong>the</strong> catches for which individual data are available toge<strong>the</strong>r with a comparison <strong>of</strong> <strong>the</strong> annual totals from IWS and Wada<br />

1988.<br />

1930-45. The first reported catches <strong>of</strong> minke whales by Japan were given by Matsuura (1936) for <strong>the</strong> period 1932-35 when <strong>the</strong> <strong>the</strong><br />

main minke whaling ground was around Korea. Matsuura gave rough catch figures <strong>of</strong> 20 minke whales in 1932, 18 in 1933, 45 in<br />

1934 and 3 in <strong>the</strong> first three months <strong>of</strong> 1935. Of <strong>the</strong>se, 7 were taken in <strong>the</strong> sou<strong>the</strong>rn seas <strong>of</strong> <strong>the</strong> Kurile Islands (4 females and 3 males<br />

between May and August on both <strong>the</strong> Okhotsk and Pacific sides). The remaining 79 were taken <strong>of</strong>f Korea (see Section 2). In addition<br />

about 20-30 whales annually were taken over <strong>the</strong>se same years by small-scale whalers in Ayukawa (Miyagi Prefecture) when Ohsumi<br />

1982 reports that 1-2 catcher boats were operating. According to Ohsumi (1982 and 1991) t<strong>here</strong> is ano<strong>the</strong>r record <strong>of</strong> a catch <strong>of</strong> 22<br />

minke whales by 4 catcher boats in <strong>the</strong> Sanriku area in 1941 (Japan <strong>Whaling</strong> Association, 1944). Ohsumi estimates that about 50-100<br />

minke whales were caught by Japanese whaling every year before World War II.<br />

For both <strong>the</strong> ‘best’ and <strong>the</strong> ‘high’ catch series from 1932-5, Matsuura’s figure <strong>of</strong> 20-30 whales / year from Ayukawa (sub-area 7CS) is<br />

used plus 2-3 whales / year from north/west Hokkaido (subareas 11 and 7CN). From 1936-45 <strong>the</strong> 'best' catch series uses <strong>the</strong> catches at<br />

Ayukawa as estimated by Ohsumi 1982 and listed in Table 5, plus a catch <strong>of</strong> 2-3 whales / year in subareas 11 and 7CN. The estimates<br />

for <strong>the</strong> 1936-45 period are doubled in <strong>the</strong> 'high' catch series. The catches are allocated to sex and to month using <strong>the</strong> 1948-51 data<br />

from <strong>the</strong> corresponding sub-areas 1 .<br />

1946-7. The catch is set assuming a linear increase in each area between <strong>the</strong> estimated catch in 1945 and <strong>the</strong> mean <strong>of</strong> <strong>the</strong> known catch<br />

in 1948 and 49. The catches are allocated to sex and to month as for <strong>the</strong> 1930-45 data.<br />

1948-57. The individual catch data are used with <strong>the</strong> addition <strong>of</strong> 5 whales in 1948 from Omura and Sakiura (1956), and 4 in 1954<br />

from <strong>the</strong> catch by month in IWS. The high catch series uses a higher catch in 1948, 1950 and 1952 as given in Ohsumi (1975 and 77).<br />

1958-64. No individual records are available so <strong>the</strong> catches by area from Wada 1988 are used. The 1958-9 catches are allocated to<br />

sex and area using data from <strong>the</strong> period 1955-72 2 (individual data 1955-7 + summary data from Wada 1965-72). The 1960-64 catches<br />

are allocated to area w<strong>here</strong> necessary and to sex using <strong>the</strong> same 1955-72 data. All catches are <strong>the</strong>n allocated to month using <strong>the</strong><br />

proportions from <strong>the</strong> 1955-74 individual data for <strong>the</strong> relevant sub-area and sex, but adjusted to approximately match <strong>the</strong> totals by<br />

month as given in IWS.<br />

1965-72. The catches by area and sex from Ohsumi 1980 3 are used, except that an additional 23 whales from sub-area 6E are included<br />

between 1968 and 71. These 23 whales are included in <strong>the</strong> individual records from land stations Yobuko and Karatsu, but are missing<br />

from Ohsumi 1980 and Wada 1988. Table 4 lists <strong>the</strong> total catch numbers given by various sources. The catches for which individual<br />

data are not available are allocated to month as for <strong>the</strong> 1958-64 catches i.e. using <strong>the</strong> 1955-74 individual data with adjustments to<br />

approximately match <strong>the</strong> IWS totals by month.<br />

1973-5. The 1973-5 catches are allocated as for 1965-72, after removing <strong>the</strong> catch by <strong>the</strong> Miwa Maru factory/catcher. The catches<br />

missing from <strong>the</strong> individual data 4 are taken Ohsumi 1980 toge<strong>the</strong>r with a summary <strong>of</strong> <strong>the</strong> Miwa Maru catch (Ohsumi pers. Comm.)<br />

1976 on. Data from <strong>the</strong> IWC individual database is used as this includes details <strong>of</strong> all catches from 1976 on.<br />

1 The period 1948-51 is used as whaling was allowed through out <strong>the</strong> year during this time. From 1952 on regulations limited <strong>the</strong> whaling season for<br />

minke whales to 6 months <strong>of</strong> <strong>the</strong> year (from 1952-4 <strong>the</strong> season was 1st Feb to 31st July). Prior to 1952, t<strong>here</strong> was no restriction.<br />

in <strong>the</strong> catches in region A.<br />

2. Direct Catches <strong>of</strong>f Korea<br />

The first reported Japanese catches <strong>of</strong> minke whales <strong>of</strong>f Korea were by Matsuura (1936) who gave rough catch figures <strong>of</strong> 20 minke<br />

whales in 1932, 18 in 1933, 45 in 1934 and 3 in <strong>the</strong> first three months <strong>of</strong> 1935 which included 7 whales taken <strong>of</strong>f Nor<strong>the</strong>rn Japan.<br />

The remaining 79 whales were taken around Korea as follows: 13 in <strong>the</strong> Sea <strong>of</strong> Japan <strong>of</strong>f <strong>the</strong> Korean coast, 44 in <strong>the</strong> Tsushima Strait<br />

(SE Korea) and 22 in <strong>the</strong> Nor<strong>the</strong>rn Yellow Sea. According to Brownell 1981 Matsuura’s material was obtained from <strong>the</strong> Nippon<br />

Hogei K.k (now Nippon Suisan K.k.). During this period minke whales were a by-catch <strong>of</strong> catcher boats taking larger baleen whales<br />

and <strong>the</strong>se figures were not reported <strong>of</strong>ficially.”<br />

Table 6 summarises <strong>the</strong> direct catches <strong>of</strong> minke whales taken <strong>of</strong>f Korea. T<strong>here</strong> was under-reporting <strong>of</strong> catches during 1972-76 by<br />

whalers to evade taxes at that time, but <strong>the</strong> whaling association itself recorded <strong>the</strong> real catch numbers (Park, 1995); table 6 includes<br />

<strong>the</strong> latter. The IWC database contains individual data for many <strong>of</strong> <strong>the</strong> catches from 1982-86 (boat, date, length, sex and individual<br />

positions) 5 .<br />

Table 8 shows <strong>the</strong> information available on <strong>the</strong> division <strong>of</strong> <strong>the</strong> catch between sub-area 5 (Yellow Sea) and sub-area 6W (Sea <strong>of</strong> Japan<br />

and Sou<strong>the</strong>rn waters). In total 3,882 catches are recorded in <strong>the</strong> Yellow Sea and 4,143 in <strong>the</strong> Sea <strong>of</strong> Japan and Sou<strong>the</strong>rn waters. Gong<br />

1982 reports that, in 1980, Government policy led to a shift to <strong>the</strong> western sector in order to direct <strong>the</strong> minke whale fishery away from<br />

areas w<strong>here</strong> <strong>the</strong> (protected) fin whale might also be caught. In view <strong>of</strong> this comment <strong>the</strong> ratio <strong>of</strong> <strong>the</strong> catches known by area from<br />

1940-79 (2,028:2,517) is used to allocate catches <strong>of</strong> unknown area to sub-area ra<strong>the</strong>r than <strong>the</strong> total over all years.<br />

A small number <strong>of</strong> catches from Sou<strong>the</strong>rn waters are included in <strong>the</strong> Yellow Sea numbers. These have been corrected w<strong>here</strong> possible.<br />

However, some catches from 1982-5 may include a small number <strong>of</strong> catches from Sou<strong>the</strong>rn waters in sub-area 5.<br />

A few recent catches have been taken in sub-area 6E (as shown in <strong>the</strong> individual data). However, it is unlikely that many earlier<br />

catches were taken <strong>here</strong> since over time <strong>the</strong> average catch positions in both <strong>the</strong> Yellow Sea and <strong>the</strong> Sea <strong>of</strong> Japan have moved fur<strong>the</strong>r<br />

from <strong>the</strong> coast although in general <strong>the</strong>y were made within 200 miles <strong>of</strong> <strong>the</strong> coast (Gong and Hwang 1984). In view <strong>of</strong> <strong>the</strong> very small<br />

number <strong>of</strong> catches known to have been taken in 6E even in recent years (42 from 1982-6 in comparison with 829 taken in sub-area<br />

6W) no fur<strong>the</strong>r catches have been allocated to 6E.<br />

W<strong>here</strong> catches are known by month but not area, <strong>the</strong>y are allocated to sub-area using <strong>the</strong> average known ratio in <strong>the</strong> given month 6 .<br />

Thus <strong>the</strong> final data are correct by month. W<strong>here</strong> <strong>the</strong> month and area are both unknown, <strong>the</strong> catch is allocated to sub-area using <strong>the</strong><br />

known pre-1980 ratio (2,028:2,517), and is <strong>the</strong>n allocated to month using <strong>the</strong> mean overall split by month for <strong>the</strong> sub-area concerned.<br />

Table 9 lists <strong>the</strong> catches known by sex. The overall ratio is ~55:45 male:female in both sub-areas 5 and 6. Applying a precautionary<br />

approach with respect to females, all catches <strong>of</strong> unknown sex are allocated equally between males and females.<br />

3. People's Republic <strong>of</strong> China.<br />

Table 10 gives <strong>the</strong> known catches by year. The total catch and <strong>the</strong> numbers by month are taken from Wang, 1999 (see Appendix 2)<br />

and <strong>the</strong> numbers by sex are taken from Wang, 1982 (but are very incomplete). Wang, 1982 reports that <strong>of</strong> 791 whales measured from<br />

1955-65 and 1977-78 25.7% were male and 74.3% female. T<strong>here</strong> is no evidence <strong>of</strong> any catches prior to 1955.<br />

his 1999 book “Chinese Cetaceans”. T<strong>here</strong>fore, we should use <strong>the</strong> catches published in 1999 as <strong>the</strong> best catch record for minke whale<br />

taken during <strong>the</strong> period 1955-1980. These catches are given in Table 1.<br />

I have not been able to find any commercial catches on minke whales prior to 1955. However, t<strong>here</strong> are reported catches on gray<br />

whales and a few o<strong>the</strong>r species prior to 1955 so it is likely minke whales too were hunted before 1955. Pages 1-9 in Wang (1999)<br />

discuss commercial whaling in Chinese waters and we need to get <strong>the</strong>se <strong>page</strong>s translated to better understand <strong>the</strong>se whaling operations<br />

and what species were hunted.<br />
