Direct Catch data for Western North Pacific minke whale simulation trials

Tables 1a and b summarise the total estimated series of direct catches of western north Pacific minke whales by subarea,
month and sex and by operation type. This document gives details of the sources of data used in constructing the
catch series and the assumptions made. Table 2 summarises the catches by area, sex and month for which individual
data are available from the IWC individual catch database (Allison 2010). Fig 1 shows a plot of these catches. The final
‘best’ catch series is given in Appendix 1.

1. Direct catches off Japan
Table 3 summarises the direct catches by Japan and the data available. Table 4 lists the final Japan coastal catch series by sub-area
and also lists the catches for which individual data are available together with a comparison of the annual totals from IWS and Wada
1988.

1930-45. The first reported catches of minke whales by Japan were given by Matsuura (1936) for the period 1932-35 when the the
main minke whaling ground was around Korea. Matsuura gave rough catch figures of 20 minke whales in 1932, 18 in 1933, 45 in
1934 and 3 in the first three months of 1935. Of these, 7 were taken in the southern seas of the Kurile Islands (4 females and 3 males
between May and August on both the Okhotsk and Pacific sides). The remaining 79 were taken off Korea (see Section 2). In addition
about 20-30 whales annually were taken over these same years by small-scale whalers in Ayukawa (Miyagi Prefecture) when Ohsumi
1982 reports that 1-2 catcher boats were operating. According to Ohsumi (1982 and 1991) there is another record of a catch of 22
minke whales by 4 catcher boats in the Sanriku area in 1941 (Japan Whaling Association, 1944). Ohsumi estimates that about 50-100
minke whales were caught by Japanese whaling every year before World War II.
For both the ‘best’ and the ‘high’ catch series from 1932-5, Matsuura’s figure of 20-30 whales / year from Ayukawa (sub-area 7CS) is
used plus 2-3 whales / year from north/west Hokkaido (subareas 11 and 7CN). From 1936-45 the 'best' catch series uses the catches at
Ayukawa as estimated by Ohsumi 1982 and listed in Table 5, plus a catch of 2-3 whales / year in subareas 11 and 7CN. The estimates
for the 1936-45 period are doubled in the 'high' catch series. The catches are allocated to sex and to month using the 1948-51 data
from the corresponding sub-areas 1 .

1946-7. The catch is set assuming a linear increase in each area between the estimated catch in 1945 and the mean of the known catch
in 1948 and 49. The catches are allocated to sex and to month as for the 1930-45 data.
1948-57. The individual catch data are used with the addition of 5 whales in 1948 from Omura and Sakiura (1956), and 4 in 1954
from the catch by month in IWS. The high catch series uses a higher catch in 1948, 1950 and 1952 as given in Ohsumi (1975 and 77).
1958-64. No individual records are available so the catches by area from Wada 1988 are used. The 1958-9 catches are allocated to
sex and area using data from the period 1955-72 2 (individual data 1955-7 + summary data from Wada 1965-72). The 1960-64 catches
are allocated to area where necessary and to sex using the same 1955-72 data. All catches are then allocated to month using the
proportions from the 1955-74 individual data for the relevant sub-area and sex, but adjusted to approximately match the totals by
month as given in IWS.
1965-72. The catches by area and sex from Ohsumi 1980 3 are used, except that an additional 23 whales from sub-area 6E are included
between 1968 and 71. These 23 whales are included in the individual records from land stations Yobuko and Karatsu, but are missing
from Ohsumi 1980 and Wada 1988. Table 4 lists the total catch numbers given by various sources. The catches for which individual
data are not available are allocated to month as for the 1958-64 catches i.e. using the 1955-74 individual data with adjustments to
approximately match the IWS totals by month.
1973-5. The 1973-5 catches are allocated as for 1965-72, after removing the catch by the Miwa Maru factory/catcher. The catches
missing from the individual data 4 are taken Ohsumi 1980 together with a summary of the Miwa Maru catch (Ohsumi pers. Comm.)
1976 on. Data from the IWC individual database is used as this includes details of all catches from 1976 on.
1 The period 1948-51 is used as whaling was allowed through out the year during this time. From 1952 on regulations limited the whaling season for
minke whales to 6 months of the year (from 1952-4 the season was 1st Feb to 31st July). Prior to 1952, there was no restriction.

2. Direct Catches off Korea
The first reported Japanese catches of minke whales off Korea were by Matsuura (1936) who gave rough catch figures of 20 minke
whales in 1932, 18 in 1933, 45 in 1934 and 3 in the first three months of 1935 which included 7 whales taken off Northern Japan.
The remaining 79 whales were taken around Korea as follows: 13 in the Sea of Japan off the Korean coast, 44 in the Tsushima Strait
(SE Korea) and 22 in the Northern Yellow Sea. According to Brownell 1981 Matsuura’s material was obtained from the Nippon
Hogei K.k (now Nippon Suisan K.k.). During this period minke whales were a by-catch of catcher boats taking larger baleen whales
and these figures were not reported officially.”
Table 6 summarises the direct catches of minke whales taken off Korea. There was under-reporting of catches during 1972-76 by
whalers to evade taxes at that time, but the whaling association itself recorded the real catch numbers (Park, 1995); table 6 includes
the latter. The IWC database contains individual data for many of the catches from 1982-86 (boat, date, length, sex and individual
positions) 5 .

1947-56 Catches taken but the numbers are unknown. The 'Best' series assumes a linear increase from 60 whales in 1946
to 249 in 1957. The 'High' catch series assumes an annual catch of 249 minke whales from 1947 to 1956.

1958-71 4,888 From official statistics (= Park 1995 & Gong 1988 ). Catches by month are given in Park 1995.
1972-76 4,734 The official numbers were under-reported from 1972-6 (Park 1995 p443). Park gives the total catch by area.
The official statistics list 3,270 whales and these are reported by month (Park 1995, Gong 1988). 1,840 are listed
by month and area in the 1985/6 Korean progress report
1977-81 4,642 Data taken from the official statistics (= Park 1995 & Gong 1988 ). Known by month and some known by area.
1982-85 1,898 Data taken from the official statistics (= Gong 1988 ). Individual data for 1,491 whales (submitted for the ‘Data
Inventory’) include sex, month and catch positions.
1986 69 Special permit catch. Individual data for all catches.
2000-10 77 Infractions (taken deliberately).
Table 7 lists the known Korean catches by month together with the annual ‘best’ and ‘high’ catch series and the data sources. The
suggested best series uses the highest value from catches given by month or the official data or Gong 1988 table 1. The suggested
‘high’ series uses the maximum of the values from all available sources.

Table 8 shows the information available on the division of the catch between sub-area 5 (Yellow Sea) and sub-area 6W (Sea of Japan
and Southern waters). In total 3,882 catches are recorded in the Yellow Sea and 4,143 in the Sea of Japan and Southern waters. Gong
1982 reports that, in 1980, Government policy led to a shift to the western sector in order to direct the minke whale fishery away from
areas where the (protected) fin whale might also be caught. In view of this comment the ratio of the catches known by area from
1940-79 (2,028:2,517) is used to allocate catches of unknown area to sub-area rather than the total over all years.

A small number of catches from Southern waters are included in the Yellow Sea numbers. These have been corrected where possible.
However, some catches from 1982-5 may include a small number of catches from Southern waters in sub-area 5.
A few recent catches have been taken in sub-area 6E (as shown in the individual data). However, it is unlikely that many earlier
catches were taken here since over time the average catch positions in both the Yellow Sea and the Sea of Japan have moved further
from the coast although in general they were made within 200 miles of the coast (Gong and Hwang 1984). In view of the very small
number of catches known to have been taken in 6E even in recent years (42 from 1982-6 in comparison with 829 taken in sub-area
6W) no further catches have been allocated to 6E.

Where catches are known by month but not area, they are allocated to sub-area using the average known ratio in the given month 6 .
Thus the final data are correct by month. Where the month and area are both unknown, the catch is allocated to sub-area using the
known pre-1980 ratio (2,028:2,517), and is then allocated to month using the mean overall split by month for the sub-area concerned.
Table 9 lists the catches known by sex. The overall ratio is ~55:45 male:female in both sub-areas 5 and 6. Applying a precautionary
approach with respect to females, all catches of unknown sex are allocated equally between males and females.

3. People's Republic of China.
Table 10 gives the known catches by year. The total catch and the numbers by month are taken from Wang, 1999 (see Appendix 2)
and the numbers by sex are taken from Wang, 1982 (but are very incomplete). Wang, 1982 reports that of 791 whales measured from
1955-65 and 1977-78 25.7% were male and 74.3% female. There is no evidence of any catches prior to 1955.

Chinese Coastal Whaling in the Northern Yellow Sea: 1955-1980

Little is known about commercial whaling operations in Chinese waters. Most researchers cite Wang (1978, 1982) for information on
Chinese whaling and catches of minke whales. However, Wang (1999) must have found some unpublished catches and used them in
his 1999 book “Chinese Cetaceans”. Therefore, we should use the catches published in 1999 as the best catch record for minke whale
taken during the period 1955-1980. These catches are given in Table 1.
I have not been able to find any commercial catches on minke whales prior to 1955. However, there are reported catches on gray
whales and a few other species prior to 1955 so it is likely minke whales too were hunted before 1955. Pages 1-9 in Wang (1999)
discuss commercial whaling in Chinese waters and we need to get these pages translated to better understand these whaling operations
and what species were hunted.
