<strong>Improving</strong> <strong>the</strong> <strong>learning</strong> <strong>and</strong> <strong>teaching</strong> <strong>of</strong> <strong>early</strong> <strong>reading</strong> <strong>skills</strong><br />

8 There are also big differences in <strong>the</strong> achievements <strong>of</strong> boys <strong>and</strong> girls. In key stage 1<br />
in 2006, boys are around ten percentage points behind girls in st<strong>and</strong>ards <strong>of</strong> <strong>reading</strong><br />
in Welsh <strong>and</strong> English. This level <strong>of</strong> difference in performance between boys <strong>and</strong> girls<br />
continues to <strong>the</strong> end <strong>of</strong> <strong>the</strong> primary phase. As pupils progress to secondary school,<br />
<strong>the</strong> dem<strong>and</strong>s on <strong>the</strong>ir literacy <strong>skills</strong> increase. Boys’ less well developed <strong>skills</strong> in<br />
literacy are recognised as one <strong>of</strong> <strong>the</strong> contributory factors that lead to an even wider<br />
gap between <strong>the</strong> performance <strong>of</strong> boys <strong>and</strong> girls at this stage. Getting literacy right at<br />
<strong>the</strong> start <strong>of</strong> pupils’ schooling is, <strong>the</strong>refore, vital to <strong>the</strong>ir long-term educational success.<br />
9 In Wales, around half a million adults have very real difficulties with <strong>reading</strong>, although<br />
<strong>the</strong>re are not large numbers <strong>of</strong> illiterate adults. However, too many people find it<br />
difficult to cope with <strong>the</strong> dem<strong>and</strong>s <strong>of</strong> written information <strong>and</strong> images in <strong>the</strong>ir daily<br />
lives. In terms <strong>of</strong> <strong>reading</strong> <strong>skills</strong>, Wales performs poorly in comparison with many<br />
o<strong>the</strong>r industrialised countries. For example, we have n<strong>early</strong> twice as many adults at<br />
<strong>the</strong> lowest level <strong>of</strong> literacy as Germany. Making sure that pupils are successful in<br />
gaining <strong>reading</strong> <strong>skills</strong> is critical to <strong>the</strong>ir employment prospects <strong>and</strong> to <strong>the</strong> future <strong>of</strong><br />
Wales.<br />
10 Throughout <strong>the</strong> report, reference to schools includes maintained nursery schools <strong>and</strong><br />
reference to pupils includes children in nursery <strong>and</strong> reception classes in nursery,<br />
infant <strong>and</strong> primary schools.<br />
