MILLENNIUM CHALLENGE ACCOUNT MOZAMBIQUE The Project Liaison Committee (PLC) LIAISON WITH COMMUNITIES AND LOCAL AUTHORITIES The relationship between the project staff and local communities, government officials and traditional leaders is an important aspect that can either contribute to or detract from the overall success of the project. The project Liaison Committee (Project Liaison Committee) is the primary mechanism for establishing and maintaining communication with the local authorities and the community. In all dealings with the community and workforce employed from within the community, the Contractor and all parties involved takes at all times due cognisance of the character, culture and circunstances of the community and endeavours to avoid the development of disputes and to foster a spirit of co-operation and harmony towards the project. This PLC committee has a key role in monitoring the overall impact of the project on the community. Project Liaison Committee monitors the site activities against a basic checklist which are: • Is the recommended proportion of local participation in the Workforce being achieved. • Is the recommended proportion of women in the Workforce being achieved. • Do all members of Workforce have signed employment contracts and copies of their conditions of employment. • Are the wages being paid on time. • Are members of the Workforce being required to work significant overtime. • Have any disputes arisen between the Workforce and the Contractor or Sub-Contractors. • Are the HIV and AIDS Programme activities aimed at the local populations - especially behaviour change inicitives and stigma and discrimination issues - being implemened as planned. • What are the corrections needed to reach the expected outcomes of the HIV and AIDS Programme. • Are there any negative impacts of the development of the Programme in relation to the local communities and according to complain and problems presented locally Which are the measures needed to correct this. • Are there any examples on benefits achieved from the Project, presented and reported by the local community and its representatives. • Are the local communities fully involved in determination of the following issues: LOCAL REPRESENTATIVES The following are government and MCA and MCA-ANE officials and community leaders, represented by women and men; in the project area that shall be consulted by the Contractor supervised by the Consultant prior to the commencement of site activities and shall be represented on the Project Liaison Committee: • Contractor’s representative and Contractor Human resources Manager; • Contractor’s Health and Safety Officer; • HIV and AIDS “Aproved Service Provider”; • MCA and MCA-ANE representatives; • Persons representing the local authorities i.e. “estruturas comunitarias” elected or appointed by the local inhabitants. Women an men; • Administrator or person appointed by the administrator; • Representatives from District Autorities: Public Work and Housing, Health, Education, Social Welfare, represented by women and men; • Key persons elected or appointed by the local community, for example a nurse, teacher, religious representative, local adviser, person locally responsible for social issues represented by women and men. www.<strong>mca</strong>.gov.mz Page 8

ROADWORKS The Roadworks continued in December with the clearing and grubbing of the Sections 2 and 3. The Clearing and grubbing of inlet and outlet of the drainage structures as well as the clearing of the culverts itself were carried out also in December, 2011.
