It establishes also the procedures <strong>to</strong> be followed and the requirementsfor the sett<strong>in</strong>g up of legal fractional systems for <strong>to</strong>urism developments such as priorapprovals and f<strong>in</strong>ancial guarantees, among others. The Mozambican parliament, the Assembly of the Republic, last Thursday passed thefirst read<strong>in</strong>g of a government bill amend<strong>in</strong>g the country's tax codes.Under the bill anyone who earns, <strong>in</strong> a year, up <strong>to</strong> 36 times the statu<strong>to</strong>ry monthlym<strong>in</strong>imum wage is exempt from <strong>in</strong>come tax, thus annual <strong>in</strong>comes of up <strong>to</strong> 59,220 meticais(slightly less than 2,500 US dollars) will pay no tax.On higher <strong>in</strong>comes, tax rates beg<strong>in</strong> at 10 per cent and rise <strong>to</strong> 32 per cent. Only <strong>in</strong>comes <strong>in</strong>excess of 1,512,000 meticais (62,500 dollars) a year are taxed at the highest rate.Pensions <strong>to</strong>o will be entirely exempt from <strong>in</strong>come tax.But for the first time, <strong>in</strong>terest earned on deposit accounts, and on <strong>in</strong>come from securitiesquoted on the Mozambican s<strong>to</strong>ck exchange will be taxed (at a rate of 10 per cent). Thisexpla<strong>in</strong>s why, despite reduc<strong>in</strong>g the tax burden on most citizens, the government isconfident that the new <strong>in</strong>come tax code will raise more money than the old one. The new code, however, reta<strong>in</strong>s exemptionsfor key <strong>in</strong>dustries. Thus the sale of sugar, vegetable oil and soap, and the import ofmach<strong>in</strong>ery, spare parts and raw materials for companies mak<strong>in</strong>g these goods will rema<strong>in</strong>exempt from VAT until the end of 2010.But the VAT exemption on rent of build<strong>in</strong>gs for <strong>in</strong>dustrial or commercial purposes hasbeen abolished, with the exception of build<strong>in</strong>gs <strong>in</strong> rural areas. So as from January 2008,the owners of the vast amount of rented office space <strong>in</strong> Mapu<strong>to</strong> will have <strong>to</strong> pay VAT atthe standard rate of 17 per cent. Peasant farmers <strong>in</strong> Chibabava district, <strong>in</strong> the central Mozambican prov<strong>in</strong>ce of Sofala,have embarked on large scale production of sesame, as a cash crop, as part of a projectlaunched <strong>in</strong> 2004.
