<strong>Job</strong> <strong>Summary</strong><br />

This position analyzes blueprints, specifications, proposals, change orders, <strong>and</strong> other documentation to<br />

prepare time, cost <strong>and</strong> labor estimates for construction projects or services by performing the following<br />

duties as outlined below. Residency in New Jersey is a requirement for consideration for this position.<br />

<strong>Essential</strong> <strong>Duties</strong> <strong>and</strong> <strong>Responsibilities</strong><br />

1. Reviews data to determine material <strong>and</strong> labor requirements <strong>and</strong> prepares itemized lists.<br />

2. Computes cost factors <strong>and</strong> prepares estimates used for management purposes such as planning,<br />

organizing, <strong>and</strong> scheduling work, preparing bids, selecting vendors, general contractors or<br />

subcontractors, <strong>and</strong> determining cost effectiveness.<br />

3. Develops independent estimates for school facilities in preconstruction phase for Capital Plan,<br />

Emergent <strong>and</strong> Grant projects as required by Program Operations.<br />

4. Conducts special studies to develop <strong>and</strong> establish st<strong>and</strong>ard hours <strong>and</strong> related cost data or effective<br />

cost reductions.<br />

5. Prepare an independent estimate for change orders <strong>and</strong> makes recommendations to Cost<br />

Engineers as to merit <strong>and</strong> cost settlements.<br />

6. Consults with clients, design contractors, or other individuals to formulate/ reconcile estimates<br />

<strong>and</strong> resolve issues.<br />

7. Participates in cost estimate review of various school projects at each phase with the design team,<br />

Consultants <strong>and</strong> Program Operations staff.<br />

8. Assists in the development of construction cost estimate formats, st<strong>and</strong>ards <strong>and</strong> unit rates.


Required Skills <strong>and</strong> Abilities<br />

1. Ability to read, analyze <strong>and</strong> interpret general business periodicals, professional journals,<br />

technical procedures, or governmental regulations.<br />

2. Ability to write reports <strong>and</strong> business correspondence.<br />

3. Excellent presentation skills <strong>and</strong> ability to effectively respond to questions from groups of<br />

managers, clients, customers, <strong>and</strong> the general public.<br />

4. Excellent verbal, written <strong>and</strong> interpersonal skills.<br />

5. Ability to follow oral or written directions, functions effectively under pressure while<br />

adhering to strict deadlines; possess strong organization skills with an emphasis on detail.<br />

6. Strong analytical skills <strong>and</strong> ability to define problems, collect data, establish facts <strong>and</strong> draw<br />

valid conclusions.<br />

7. Knowledge of mathematical concepts such as fundamentals of algebra, plane <strong>and</strong> solid<br />

geometry <strong>and</strong> the ability to apply concepts such as fractions, percentages, ratios, <strong>and</strong><br />

proportions to practical situations.<br />

8. Ability to interpret an extensive variety of technical instructions in mathematical or diagram<br />

form <strong>and</strong> deal with several abstract <strong>and</strong> concrete variables.<br />

Required Education <strong>and</strong> Experience<br />

1. Minimum Associate's degree (A.A.) or equivalent from two-year College or technical school.<br />

Bachelors degree preferred<br />

2. Ten years relevant estimating experience <strong>and</strong>/or training; or equivalent combination of education<br />

<strong>and</strong> experience.<br />

3. Experience in reading <strong>and</strong> interpreting contract documents such as drawings/plans, specifications<br />

<strong>and</strong> forms of agreement.<br />
