<strong>THE</strong> <strong>POSITION</strong><br />

Airports Building Maintenance Technician is a working level class in which the incumbents<br />

maintain and repair airport buildings, facilities and related equipment. Incumbents perform a<br />

wide variety of semi-skilled and skilled duties requiring proficiency in all of the building trades.<br />

One vacancy currently exists in the Airports Department. Incumbents may be assigned to work<br />

any eight (8) hour shift and may be required to work holidays and weekends.<br />

<strong>THE</strong> REQUIREMENTS<br />

SPECIAL NOTE: Eligibles certified for consideration for the current vacancy at the Airports<br />

Department will be required to successfully pass an extensive background investigation and<br />

Department of Justice fingerprinting process before being eligible for hire.<br />

NOTE: These are entrance requirements to the competitive examination and do not assure a<br />

place on the eligible list. Applicants must meet the minimum qualifications by the posted final<br />

filing date in order to qualify. TO QUALIFY, an applicant must have: One year of experience in<br />

building maintenance, repair, or building construction trades. LICENSE: Possession of a valid<br />

California Driver’s License may be required at time of appointment.<br />

EXAMINATION PROCESS<br />

The examination process may consist of the following: WRITTEN EXAMINATION – 50%: A<br />

job-related written examination will be administered which may test a candidate's knowledge of<br />

the methods, tools and equipment used in building maintenance and repair work and the<br />

operation, minor maintenance and repair of heating and cooling systems, general carpentry,<br />

plumbing, painting and electrical repairs. Candidates must achieve a passing score in order to<br />

qualify for the oral examination. Of those candidates achieving a passing score on the written<br />

exam, only the 18 highest scoring candidates, plus ties, will be invited to the oral exam. The<br />

written exam has been tentatively scheduled for the week of January 17, 2005. ORAL<br />

EXAMINATION – 50%: A panel of subject matter experts will conduct job-related oral<br />

examinations to evaluate a candidate’s training, experience and personal traits for the position.<br />

Candidates must achieve a passing score in order to qualify for the eligible list. The oral exams<br />

have been tentatively scheduled for the week of February 14, 2005.<br />

Immediate and future vacancies will be filled from this eligible list for a period of six (6) months<br />

from the date of promulgation.<br />

<strong>THE</strong> EMPLOYMENT PROCESS<br />

VETERAN'S PREFERENCE REGULATIONS<br />

As a potential applicant for employment, you are about to<br />

participate in a series of events collectively called the employment<br />

process. Because the goal of the employment process is to obtain<br />

qualified candidates to fill City positions, examinations are<br />

generally administered to each applicant. These examinations are<br />

conducted in a variety of ways, yet they share a common<br />

purpose--to test applicants for knowledge, skills and abilities<br />

required to perform the duties and responsibilities of he job.<br />

The employment process occurs in several stages which are<br />

described below:<br />

Application. Prospective employees must submit an<br />

application and other documents required as specified in<br />

the examination announcement by 5:00 p.m. on the final<br />

filing date for any scheduled examination. Final filing<br />

dates vary for different jobs and are listed on the front of<br />

each examination announcement. Separate applications<br />

must be submitted for each job title.<br />

Examination. Applicants who meet the qualification<br />

standards on or before the posted final filing date are<br />

notified to take an examination or combination of<br />

examinations as indicated on the examination<br />

announcement. Examination scores determine standing<br />

on eligible lists.<br />

Eligible Lists. Eligible lists contain names, in<br />

descending order of scores, of applicants who have<br />

obtained passing scores in the examination process.<br />

Open eligible lists (not limited to City employees) are<br />

valid for a maximum of three years. Separate eligible<br />

lists are established for each job title.<br />

Selection. Pursuant to Civil Service Regulations, most<br />

vacancies may be filled from among the top seven<br />

candidates on the appropriate eligible list.<br />

Medical Examination. Certain positions may require a<br />

pre-employment medical examination, including<br />

laboratory testing, drug screening and/or psychological<br />

examination. This examination will be administered by a<br />

City physician. Candidates are cautioned not to quit or<br />

give notice to present employers until the medical<br />

examination if required, has been completed and<br />

passed.<br />

Appointment. All new employees are required to sign<br />

various forms as related to City employment. At this time<br />

candidates are also fingerprinted prior to employment.<br />

All new employees hired by the City must verify identity<br />

and entitlement to work in the United States by providing<br />

documentation required by the Immigration Reform and<br />

Control Act of 1986.<br />

Probationary Period. Employees serve a probationary<br />

period, ranging from 6 months to 18 months. If<br />

performance is not satisfactory, employee may be<br />

terminated without recourse during the probationary<br />

period.<br />

For open examinations, qualified veterans who pass the<br />

examination(s) may obtain five (5) additional points.<br />

Candidates applying for veteran's preference are required to<br />

submit a copy of their DD214 with their application. Evidence<br />

must be presented to indicate that the candidate was discharged<br />

honorably from the military service.<br />

Veterans, including City employees, must resubmit proof of<br />

honorable service for every examination for which veteran's<br />

preference credit is requested. Veteran's preference credits are<br />

not given for promotional examinations.<br />

Reserve duty and National Guard duty does not generally qualify<br />

for veteran's preference.<br />

Retirement benefits - are provided by the City's<br />

retirement systems and have reciprocity with all<br />

CalPERS Systems. Each permanent employee becomes<br />

a member upon employment and contributes to the fund.<br />

Contributions plus interest may be withdrawn upon<br />

termination. A DEFERRED RETIREMENT OPTION<br />

PROGRAM ("DROP") is also available at retirement age.<br />

Holidays observed are - January 1st; 3rd Monday,<br />

January; 3rd Monday, February; last Monday, May; July<br />

4th; 1st Monday, September, "Labor Day"; "Veteran's<br />

Day"; "Thanksgiving Day" and day after, November;<br />

December 25th; employee's birthday; two personal<br />

business days; and any day or part of a day declared by<br />

the Council to be a holiday. Holiday credit may vary for<br />

police and fire employees.<br />

Group Insurance - The City of Fresno contributes a<br />

fixed amount toward employee's medical, vision and<br />

dental premiums<br />

Leave Accumulation<br />

Vacation-accumulation and accrual limits vary by<br />

bargaining unit. An employee becomes eligible for<br />

vacation with pay after the completion of six (6) months<br />

of continuous service.<br />

Sick-with pay, accumulation unlimited. Accumulation<br />

and eligibility for usage varies by bargaining unit.<br />

Annual Leave-persons employed in this position,<br />

accrue 15.5 hrs/mo (1-10yrs), 18.83 hrs/mo<br />

(10+yrs).<br />
