NAVY LEAGUE OF THE UNITED STATES and THE CADET CORPS<br />

Since its founding in 1902 with the support of President Theodore Roosevelt the Navy<br />

League of the <strong>United</strong> <strong>States</strong> has provided a powerful voice for a stronger sea service to<br />

Congress and to the American People. The Navy League has grown to become the<br />

foremost citizens' organization to serve, support, and stand with all the U.S. sea services<br />

-- the Navy, Marine <strong>Corps</strong>, Coast Guard and the U.S. flag Merchant Marine.<br />

1958<br />

The Department of the Navy requested the Navy League of the <strong>United</strong><br />

<strong>States</strong> to establish a program for American youth. The Navy League<br />

agreed to do so and formally established the <strong>Naval</strong> <strong>Sea</strong> <strong>Cadet</strong> <strong>Corps</strong><br />

(NSCC) and Navy League <strong>Cadet</strong> <strong>Corps</strong> (NLCC) in 1958. Recognizing the importance<br />

and benefits of the NSCC, Congress on September 10, 1962 federally<br />

incorporated the <strong>Naval</strong> <strong>Sea</strong> <strong>Cadet</strong> <strong>Corps</strong> under Public Law 87-655<br />

(36 USC 1541).<br />

The Post-Crescent (Appleton WI) on 25 December 2001 printed an article:<br />

―NAVAL SEA CADETS CORPS COMMISSIONS NEW UNIT”. <strong>VADM</strong> <strong>James</strong> H. <strong>Flatley</strong> <strong>Jr</strong>. Division<br />

of <strong>United</strong> <strong>States</strong> <strong>Naval</strong> <strong>Sea</strong> <strong>Cadet</strong> <strong>Corps</strong>, Green Bay, Wisconsin.

PART I<br />

<strong>VADM</strong> JAMES H. FLATLEY JR.<br />

<strong>VADM</strong> <strong>James</strong> H. <strong>Flatley</strong> <strong>Jr</strong>. was born in Green Bay, Wisconsin<br />

on June 17, 1906 and gradu- ated from St. Norbert College<br />

in Green Bay. He joined the Navy graduating from the U.S.<br />

<strong>Naval</strong> Academy in 1929. He re- ceived his Navy Gold Aviator<br />

wings in 1931. <strong>VADM</strong> <strong>Flatley</strong> <strong>Jr</strong>. was a World War II ACE and<br />

as the executive officer of Fighter Squadron VF- 42 he<br />

took part in the Battle of the Coral <strong>Sea</strong> in May 1942. For<br />

actions during the battle he was awarded the ―Navy Cross‖ for extraordinary heroism<br />

and conspicuous courage. He passed away in 1958 at the age of 52.<br />

After the Battle of the Coral <strong>Sea</strong> he was sent to the U.S. to become the commanding<br />

officer of VF-10 (fighter squadron 10) - the Grim Reapers and he became known as<br />

―Reaper Leader‖. He never flew in combat after August 31,1943.<br />

Commands held: Commanding Officer VF -10, Commander Air Group 5 (CAG) USS<br />

YORKTOWN (CV-10) and Commanding Officer of USS BLOCK ISLAND an Escort Carrier<br />

(CV-106) & USS LAKE CHAMPLAIN (CV-39).<br />

During his <strong>Naval</strong> Career he was awarded the following: Navy Cross, two Distin-<br />

guished Flying Crosses for heroism, Bronze Star, Distinguished Service Medal, and a<br />

Presidential Unit Citation.


Lt. <strong>James</strong> H. <strong>Flatley</strong> <strong>Jr</strong>. married Dottie McMurray (1908-2008) in January, 1933.<br />

They had four sons. Jim, Brian, Pat and David. Jim and Brian graduated from<br />

the <strong>Naval</strong> Academy and both became aviators. All four sons served in the<br />

Navy.<br />

His son Jim went on to be selected for Rear Admiral (RET 1987). He became fa-<br />

mous as a NAVY Lieutenant landing a Marine <strong>Corps</strong> C-130 Hercules aircraft on<br />

the deck of a moving aircraft carrier - USS Forrestal (CVA-59) in October, 1963.<br />

He went on to perform twenty nine ―Touch and Go s‖ and 21 full stop landings<br />

aboard the aircraft carrier. Landing such a huge four engine aircraft aboard<br />

an aircraft carrier has never been done since. The plane is presently on dis-<br />

play at the National Museum of <strong>Naval</strong> Aviation located at <strong>Naval</strong> Air Station -<br />

Pensacola, FL. When given this new assignment he thought somebody was<br />

pulling his leg. He said - ―Operate a C–130 off an aircraft carrier? Some-<br />

body’s got to be kidding‖.<br />

The original <strong>VADM</strong> JAMES H. FLATLEY JR. PARK in Green Bay, WI was located in<br />

down town Green Bay. Construction along the Fox River in downtown Green<br />

Bay forced the park to be relocated in the spring of 2009 to another site along<br />

the Fox River. It was re-dedicated on May 30, 2009. Rear Admiral <strong>James</strong> H.<br />

<strong>Flatley</strong> III (Ret) the pilot of the C-130 was present as the master of ceremonies<br />

honoring his also famous father the Vice-Admiral.


<strong>VADM</strong> <strong>Flatley</strong> <strong>Jr</strong>. Division USNSCC and USNLCC cadets took part in the rededication<br />

ceremony. They also had the opportunity to have lunch with and<br />

meet Rear Admiral <strong>James</strong> Henry <strong>Flatley</strong> III who served as the master of ceremonies<br />

at the dedication. He is the son of <strong>VADM</strong> <strong>Flatley</strong>.<br />

In 1984 <strong>VADM</strong> <strong>Flatley</strong> <strong>Jr</strong>. was selected and then approved by the CNO<br />

(Chief of <strong>Naval</strong> Operations) for placement into the NAVAL AVIATION<br />

HALL OF HONOR at the National Museum of <strong>Naval</strong> Aviation in Pensa-<br />

cola, Florida. Seventy Nine individuals have been enshrined in the Hall<br />

of Honor which ―recognizes individuals for extraordinary achievement‖<br />

in <strong>Naval</strong> Aviation.<br />

<strong>VADM</strong> <strong>James</strong> H. <strong>Flatley</strong> <strong>Jr</strong>. was often referred to as<br />

“the enlisted man’s Admiral”<br />

because of his concern for the welfare of the enlisted personnel and<br />

their families.<br />

<strong>VADM</strong> FLATLEY established the ―NAVAL AVIATION SAFETY CENTER‖ to-<br />

day known as the “NAVAL SAFETY CENTER”. He is recognized for his<br />

years of service to <strong>Naval</strong> Aviation Safety.<br />

DIVISION COMMISSIONING CEREMONY<br />

27 OCTOBER 2001<br />

The <strong>VADM</strong> <strong>James</strong> H. <strong>Flatley</strong> <strong>Jr</strong>. division commissioning ceremony took place at the<br />

Navy Operational Support Center (NOSC) in Green Bay, WI.<br />

From the commissioning booklet: …”The sea cadets instill pride, discipline, and devo-<br />

tion to duty. Each cadet is taught to respect their country, to have pride in their<br />

achievements, and to have the self-discipline to accomplish any goal they set for<br />

themselves. <strong>Cadet</strong>s are also taught the fundamentals of leadership, the importance<br />

of teamwork, and a variety of personal growth skills.<br />

To broaden the cadets understanding of military operation, they are exposed to many<br />

different aspects of maritime services. They are afforded the opportunity to experi-<br />

ence direct involvement as a member of a <strong>Naval</strong> or Coast Guard unit. During these<br />

trainings, cadets are expected to participate at the same level of responsibility, ac-<br />

countability, and dedication as their military counterparts.<br />

The heart of the commissioning ceremony is the reading of the commissioning warrant<br />

and the assumption of command. Upon commissioning, this division inherits the proud<br />

traditions dating back to the origins of the <strong>Sea</strong> <strong>Cadet</strong>s and officially enters the operat-<br />

ing fleet of the <strong>Naval</strong> <strong>Sea</strong> <strong>Cadet</strong> <strong>Corps</strong>.”<br />

WHERE ARE THEY?<br />

� The following PLANK OWNER* cadets left the <strong>Flatley</strong> division shortly after<br />

graduation from high school. They continue their interest in military service.<br />

� USNSCC Division Lead Petty Officer, Petty Officer First Class (PO1) Andrew<br />

Butler - 2008 - attends UW - Madison. He will be a junior as of January,<br />

2010 and he is an NROTC student. He will serve in the Navy upon University<br />

graduation as a <strong>Naval</strong> Officer.<br />

� USNSCC Division - Chief Ryan McNichols (first division chief) left in 2007<br />

and attends Marquette University, Milwaukee, WI - NROTC and will graduate<br />

in June 2010 as an Ensign in the USN. He is entering the submarine service.<br />

� USNSCC Division - PO1 Samuel Piper left in 2005. He is serving aboard the<br />

USS Ronald Reagan (CVN-76) home port San Diego, CA. He is a MM2 - Ma-<br />

chinist Mate 2nd class working in the Nuclear Reactor field.<br />

� USNSCC Division - Adam Heynan served four years in the US Coast Guard<br />

and presently is back in the Green Bay area training in law enforcement.<br />

(* A plank owner is an individual who served as one of the original crew members that com-<br />

missioned or re-commissioned a ship).<br />
