Rail to pursue opportunities aligned with
its vision and values in an ethical and
responsible manner.
The document hierarchy (above) provides an intuitive navigation

form Queensland Rail’s approved Policy Framework.

1 What this Policy is about
Queensland Rail recognises that its activities and services can impact on the environment
and that everyone has a role to play in managing those impacts. This Policy describes the
commitments and principles that Queensland Rail has established for environmental
management.
1.1 Our commitment
Queensland Rail is an integrated customer and rail infrastructure business that manages
over 7,000 kilometres of track across Queensland. Since 1865, Queensland Rail has
contributed to the development of Queensland and we continue to connect communities and
keep Queensland moving.
We are committed to operating in an environmentally responsible manner and integrating
environmental sustainability throughout our organisation, to the benefit of the environment,
our people, our customers and the community.
1.2 What we will do
To deliver on this commitment, Queensland Rail will:
Comply with all applicable environmental legal and other obligations
Prevent or minimise pollution of the environment, including minimising generation of
waste
Identify and manage our environmental impacts through appropriate planning and
design
Use resources efficiently in consideration of local and global impacts
Select environmentally sound products and services where fit for purpose and
representing value for money
Monitor and evaluate environmental performance in order to drive continual
improvement
Foster an environmentally aware and responsible workforce culture through training,
education and awareness
Engage as necessary with key stakeholders, including government, community,
contractors and suppliers on environmental matters
Implement and maintain an Environmental Management System to aid identification and
management of our environmental risks and opportunities
Queensland Rail will provide leadership, support and resources to implement this Policy
across the organisation.

2 Why this Policy is important
This Policy is an important foundation document for Queensland Rail.
There are significant environmental obligations that relate to Queensland Rail activities and
services - including Federal and State legislation and policies - and Queensland Rail is
committed to ensuring compliance with these environmental requirements as a minimum.
Queensland Rail also recognises the sustainability opportunities that are available to it, and
is committed to embedding sustainability principles throughout the organisation; delivering
benefits to the environment, our people, our customers and the community in which we live
and operate.
To enable the Policy to be implemented, Queensland Rail will develop and maintain an
Environmental Management System comprising procedures, plans and tools to further detail:
what needs to be done to manage our environment
how to do it, and
who will do it.
Our approach to environmental management is of keen interest to the public and can affect
our reputation in the community.

This Policy applies to:
every Queensland Rail employee (whether permanent, temporary or casual)
every Queensland Rail contractor or consultant
everyone who does work for Queensland Rail, while they are doing work for
Queensland Rail
everyone who comes onto Queensland Rail’s premises other than as a customer of
Queensland Rail’s services.
3.2 Who should read and understand this Policy
Any of the people referred to in Section 3.1 who need to make use of this Policy for work
purposes.
If this applies, Queensland Rail expects you to:
ensure you understand and comply with this Policy and related documents from
Queensland Rail’s Policy Framework that are relevant to your work, including
Queensland Rail’s Code of Conduct, and
conduct activities to prevent or manage environmental impacts – consider the impacts
before you start, and
seek assistance from the Environment Team if you need.

4 Responsibilities
The following establishes the broad accountabilities and responsibilities of the key internal
stakeholders applicable to this Policy. Individual accountabilities and responsibilities are also
outlined in the RACI Matrix (refer Appendix 3).

with its vision and values in an ethical and responsible manner.
Leads Queensland Rail’s implementation of and compliance with this Policy, by:
communicating Queensland Rail’s vision, and the importance of the Policy,
to all Queensland Rail personnel
responding to recommendations made when this Policy is reviewed, to
ensure the Policy remains up to date and relevant to Queensland Rail
Must assist the CEO with the implementation of this Policy, by leading the
implementation of the Policy in their respective functions, everywhere, every
day.
Are also accountable for ensuring this Policy has been implemented and
complied with.
Is the Functional Owner and must:
develop and implement standards and principles to ensure this Policy is
reflected in Queensland Rail’s day to day operations
establish and maintain processes to provide assurance to the CEO and
Board that this Policy is being followed by Queensland Rail
review this Policy annually, and provide recommendations to the CEO and
Board.
Is the Content Developer, on behalf of the Functional Owner.
Must:
support and communicate the Policy to their employees, contractors and
consultants to ensure they understand the Policy, and
demonstrate compliance with the Policy, and
support environmental initiatives where relevant.
Everyone must read, understand and conduct work in support of this Policy. This
means complying with established procedures, plans, processes and tools
relevant to your work.

The Policy Framework gives overall direction to
business planning and development in Queensland
Rail. It also establishes the hierarchy, definition and
approval level of Queensland Rail’s policy-related
document structure.
The Portal is a gateway to online information on
Queensland Rail’s internal network. It has a webbased
user interface and comprises both an intranet
and extranet capability to provide an authoritative
source of information.

This Policy will be available to all employees, contractors and consultants.
Our Policy Statement (refer Appendix 1) is such an important document, Queensland Rail
will make it available publicly, on its website. We want everyone to know about it.
This document is uncontrolled when printed. The current version of this Policy is located on
Queensland Rail’s Portal.

7 How we will manage compliance with this
Policy
7.1 Assurance activities
Management within Queensland Rail must implement assurance processes to enable
achievement of business objectives and compliance with this Policy.
In addition, the Functional Owner must assess and provide assurance to the CEO at least
annually on the level of compliance with this Policy.
7.2 Breaches of this Policy
If you think you or someone else may have breached this Policy, please notify the
Queensland Rail Environment Team on (07) 3072 7167.
If you think you or someone else may have breached any legislation, please notify
Queensland Rail’s Legal team on (07) 3072 2953.

8 When this Policy starts, ends and is
reviewed
8.1 When this Policy starts
This Policy commences on 1 October 2011.
8.2 When this Policy ends
This Policy continues until it is revoked or replaced by a Policy approved by the Board.
8.3 When this Policy will be reviewed
This Policy must be reviewed by the Functional Owner (CSEO) at least annually, or after a
significant change to guiding principles, legislation or regulation, in order to ensure currency,
relevance and accuracy.
